Roll called by Chair Berg.
Chair Berg declared a quorum present and announced the meeting was being recorded by the city.
The September 23, 2025 minutes were approved.
Kevin Spears gave an overview on Butterfield Trail Village's origin and campus. He discussed expansion for
sustaining the need for the next forty years.
Kim Moore discussed the financial obligation of entering BTV. Sara Moore asked about strategic developments
for future residents of BTV.
Brandon Howell reviewed the financial good standing of BTV.
Michael Moyer discussed the legal structure of the bond issuing and tax exempt bonds that are proposed. He
also discussed the resolution parameters that need to be in place for the City Council to approve the bond
issuing.
Sara Moore discussed the City Council Agenda meetings and the time line that the PFB needs to be aware of
for timely voting and issuance.
Chair Berg set a November 12, 2025 meeting date.
The meeting was adjourned at 4:50 pm.
