AN ORDINANCE TO REQUIRE FIRE DEPARTMENT CONNECTIONS TO BE WITHIN 100 FEET OF A
FIRE HYDRANT BY AMENDING § 173.02 (C) AMENDMENTS, ADDITIONS, AND DELETIONS TO THE
FIRE PREVENTION CODE
WHEREAS, the Arkansas Fire Prevention Code previously required fire department connections to be within 100 feet
of a hydrant but, under the current code, fire department connection placement is left to the discretion of the fire code
official, requiring only that the connection be visible, immediately accessible, and approved; and
WHEREAS, to ensure consistency and operational efficiency, the Fire Marshal's Office has been requiring fire
department connections to be within 100 feet of a hydrant, in line with the existing standpipe requirement in NFPA
Standards; and
WHEREAS, the Fire Department recommends standardizing the requirement for fire department connection
placement, providing both design consistency and operational efficiency.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby amends § 173.02 (C) Amendments,
Additions, and Deletions to the Fire Prevention Code by re -numbering the subsection's existing language as follows:
"(C) Amendments, Additions, and Deletions to the Fire Prevention Code. The Fire Prevention Code shall be amended
as follows:
(1) Sprinklers. In addition to the requirements of the Fire Prevention Code and the Building Code, any new building
or alteration, addition or change of occupancy of existing buildings which exceeds three (3) stories including the
basement, or 50 feet or greater in height at the highest point of said building shall be protected by a complete
automatic sprinkler system designed and installed with compliance to applicable NFIPA Standards.
The following, as defined by Fire Prevention and Building Codes, shall be exempt from this provision:
(a) Airport Control Tower
(b) Open Parking Decks
(c) F-2 Occupancy"
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby amends § 173.02 (C) Amendments,

"(2) 912.2.3 Proximity to Hydrant. Fire department connections for each sprinkler or standpipe system shall be located

RECOMMENDATION:

Staff recommends adoption of the proposed ordinance requiring fire department connections (FDCs) for
sprinkler and standpipe systems to be located within 100 feet of the nearest fire hydrant connected to an
approved water supply, unless otherwise approved by the fire code official.
BACKGROUND:
The Arkansas Fire Prevention Code previously required FDCs to be within 100 feet of a hydrant. Under the
current code, FDC placement is left to the discretion of the fire code official, requiring only that the connection
be visible, immediately accessible, and approved. To ensure consistency and operational efficiency, the
Fayetteville Fire Marshal's Office has been requiring FDCs to be within 100 feet of a hydrant, in line with the
existing standpipe requirement in NFPA Standards.
DISCUSSION:
Establishing this ordinance will standardize FDC placement, providing both design consistency and operational
efficiency. Proximity to hydrants is critical for effective fire suppression. The Fayetteville Fire Department's
hose loads, appliances, and response model are built around a 100-foot standard, which allows firefighters to:
• Rapidly establish a reliable water supply,
• Supplement sprinkler and standpipe systems without delay, and
• Minimize the time from arrival to fire attack.
The proposed ordinance would codify this practice by adding Section 912.2.3, requiring FDCs to be located
within 100 feet of the nearest hydrant, measured along the path of vehicle travel, unless otherwise approved by
the fire code official. This requirement would apply to new construction and to occupancy changes requiring
sprinkler or standpipe installation.
BUDGET/STAFF IMPACT:
There is no budget impact related to this ordinance.
