In The Amount Of $1,558,910.80 Review of a contract with Grant Garrett Excavating, Inc. in the amount of $1,558,910.80 for the construction of the Drake Street Trail Connection. A recommendation to the City Council is requested for this item. - Reports and Presentations Connected Communities Workshop A strategic training for elected officials that will explore the economic and community impact of connected communities. Informational Items 1. COLLEGE AVE OVERLAY AND STREET MARKING Review of a proposal to amend the budget for overlay of College Avenue between North Street and Dickson Street and for additional striping citywide. - 2. HUTCHINSON SALT COMPANY Review of Bid # 25-39 authorizing the purchase of bulk crushed rock salt from Hutchinson Salt Company and to authorize the use of other bidders as needed based on price and availability, including approval of a budget adjustment - 3. Safe Streets And Roads For All Projects - Updates Staff are negotiating contracts with four design consultants for each of the four Safe Streets and Roads for All Projects. The projects include College Avenue (Sycamore to Township); School Avenue (Martin Luther King, Jr Blvd to 15th. St.); Joyce Blvd (College to Crossover); and Gregg Avenue (North St. to Drake). These contracts are being prepared for the City Council approval and may be ready for Council review before the next Transportation Committee meeting. Approval to forward these to the full City Council is requested. - Adjournment Transportation Committee Meeting Agenda June 24, 2025 City of Fayetteville, Arkansas page 3 NOTICE TO MEMBERS OF THE AUDIENCE TRANSPORTATION COMMITTEE MEETING – JUNE 24TH TO: Transportation Committee THRU: Chris Brown, Public Works Director/City Engineer FROM: Matt Mihalevich, Active Transportation Manager DATE: 6/16/25 SUBJECT: 2025-996 Drake St. Trail Bid Award RECOMMENDATION: Staff recommends award of Bid #25-36 and authorization of a contract with Grant Garrett Excavating, Inc. in the amount of $1,558,910.80 for the construction of the Drake Street Trail Connection project from Gordon Long Park to College Avenue, approval of $100,000 in contingency and approval of a budget adjustment to accept additional Federal-aid Transportation Alternatives Program funding through the Northwest Arkansas Regional Planning Commission in the amount of $710,534.00. BACKGROUND: The City of Fayetteville has received a total of $1,210,534 in federal-aid funding through the Northwest Arkansas Regional Planning Commission -Transportation Alternatives Program for the construction of the Drake Street Trail Connection. The funding was awarded in three funding cycles: · August 2023: $500,000 (recognized by resolution 271-23) · June 2024: $500,000 · June 2025: $210,534 In November 2023, a contract was approved with Crafton-Tull and Associates by resolution 236- 23 for the design of the Drake Street Trail Connection. The project is now fully designed and has been through the Federal-aid process and approved by the Arkansas Department of Transportation to proceed with construction. DISCUSSION: The Drake Street Trail Connection will repurpose excess space in the existing four-lane section of Drake Street to construct a two-way protected trail extending west from College Avenue. From the western terminus of Drake Street, a new trail segment will be built to connect directly to Gordon Long Park and the Razorback Regional Greenway. The proposed trail will span approximately 4,376 linear feet, creating a continuous, safe, and accessible corridor for both pedestrians and cyclists. This connection will directly serve approximately 2,000 residents and 266 businesses located within a half-mile of the trail, linking neighborhoods east of Scull Creek with key destinations including Gordon Long Park and the regional greenway system. 2 This trail connection is designed to serve people of all ages and demographics, particularly those who rely on walking, biking, or public transportation due to limited or no access to a personal vehicle. By enhancing non-motorized transportation options, this project supports the City's goals for equity, sustainability, and improved quality of life. Bid #25-36 was opened publicly on April 22nd, 2025, with five bidders providing bids. Grant Garrett Excavating Inc. being the lowest responsive bidder and the bid tabulation is included. The bid amount is within the engineers’ estimate and within the amount of certified funds allowed. The contract time is 240 days for final completion. BUDGET/STAFF IMPACT: Funding for the construction of the Drake Street Trail in total amount of $1,658,910.80 with contingency is from federal-aid funding in the amount of $1,201,534 plus the 20% local matching funds and contingency allocated from the trail CIP. $500,000 in federal aid funding was recognized in December of 2023 by resolution 271-23. The attached budget adjustment recognizes $500,000 and $210,534 for a total of $710,534 and establishes $100,000 in project contingency. The construction will be managed by city staff. OUR PROFESSIONAL DEVELOPMENT EXPERIENCE Laneshift was founded in 2017 by Ryan Hale. Prior to this, Ryan worked for over five years at the center of the growth of Northwest Arkansas’ bike and pedestrian network as a staff member for the Walton Family Foundation. Through projects like the development of the Razorback Regional Greenway, the Back 40 mountain biking trail system in Bella Vista, and Lake Atalanta in Rogers, AR, Ryan gained valuable experience in the implementation of robust bike and pedestrian systems that continue to grow in size and connectivity. Experiences gained while working at both the regional and project levels helped serve as a springboard for the launch of Laneshift. Marina has been working at Laneshift since August 2021 and handles all of the day-to-day tasks associated with facilitating effective programs. Her role includes coordinating client and consultant teams, scheduling, preparation, quality control of materials, and daily tracking of deliverables through project management software. OUR TEAM Marina Kashubin Project Specialist Jacob was born and raised in Northwest Arkansas and truly feels at home in the Ozarks and the greater outdoors. You can find him enjoying a range of different outdoor activities, from hiking with his family to trail running and bike riding. The bicycle has been a massively influential part of his life. Prior to joining Laneshift, Jacob served as the Store Manager of a local bike shop where he was able to share his passion for nature, gain unique perspectives, and build a strong culture centered around pedaling on two wheels. Jacob is driven to connect people by creating and designing amazing spaces to work, play, and live. Jake Truman Visual Design Coordinator Jocelynn Crowther Sr. Project Engineer Jocelynn studied civil and environmental engineering and received both a bachelor’s and master’s degree at Brigham Young University. Jocelynn’s mother introduced her to bike riding when she was in high school, and they enjoyed riding along the country roads while avoiding puncture vine. She kept up riding on trails in Utah Valley and introduced her husband,Nathan, to the joy of riding before they moved to NWA in 2017. Jocelynn and Nathan have two sons who are five and two years old. Jocelynn works as an engineering consultant for Laneshift and is adding her experience with municipal engineering, project design and construction, and active transportation projects to the team. We will explore detailed ways that cities can promote and encourage a more connected community by prioritizing active transportation elements which can add value to the local economy, increase health outcomes and strengthen their community.
