MATHIAS SHOPPING 765-02334-000 JAA EXHIBIT 2 MEETING OF JANUARY 28TH, 2025 TO: City Council Transportation Committee THRU: Mayor Rawn Keith Macedo, Chief of Staff FROM: Chris Brown, Public Works Director DATE: January 27, 2025 SUBJECT: Approval of a cost share agreement with Fayetteville Public Schools for the extension of E Joyce Blvd. RECOMMENDATION: Staff recommends that the Transportation Committee forward a cost share agreement with Fayetteville Public Schools for a portion of the cost of the relocation of E. Joyce Blvd to the City Council with a recommendation of approval. BACKGROUND: Fayetteville Public Schools (FPS) has recently purchased property located on the northeast side of the intersection of E Joyce Blvd and N Crossover Road. FPS is proposing the construction of a Junior High School on the property. The City’s Master Street Plan includes a new location for Joyce Blvd across this property, and FPS is proposing to construct this street connection in advance of the construction of the school. DISCUSSION: FPS has provided an estimate of $3.12 million in total for the project and has requested that the city share in the amount of 1/3 of the project cost, or $1,039,092. As noted in the request letter, this roadway project will improve traffic flow along Joyce and will increase the capacity of the intersection at the intersection with Crossover Road. The new route will serve the general public traffic flow, and will allow existing Joyce to serve primarily as an access point for the school, which will help prevent any congestion issues caused by school traffic. After review of this request, and consideration of the request versus available funding, staff recommends a contribution in the amount of $400,000. A recommendation from the Committee is requested; if so recommended, staff will place this request on an upcoming agenda for City Council consideration. BUDGET/STAFF IMPACT: Funding for this request will come from the general fund reserve balance. Joyce Blvd Extension. While this roadway will serve the new Woodland Junior High School, it will also serve as a crucial upgrade of the Master Street Plan for E. Joyce Blvd. This extension will alleviate heavy congestion at the existing 265/Joyce intersection and serve as the gateway from the County into the City of Fayetteville. Much thought and consideration has gone into the design of this new roadway, which will have two roundabouts, a 12’ trail on the west side of the roadway, portions will have on-street parking, and a new water and sewer main will be extended along this new corridor. This new roadway will safely move cars and pedestrians east and west and we kindly request that the City help participate in a cost share for this project. Below is a cost estimate that we have developed and we are hopeful that the city can pay 1/3 of the overall cost: Street & Drainage Item # Description Quantity Unit Unit Price Amount 101 Clearing, grubbing, and mobilization 1 L.S. $50,000.00 $50,000.00 102 Scrape 6" Topsoil (Stockpile) 1,652 C.Y. $9.00 $14,868.00 103 Undercut for Streets (keep onsite for fill) 4,959 C.Y. $9.00 $44,631.00 104 Unclassified Cut for whole site (Excludes Detention Ponds) 6,714 C.Y. $8.00 $53,712.00 105 Unclassified Fill for whole site 16,123 C.Y. $8.00 $128,984.00 106 Import Select Hillside for Streets 13,480 C.Y. $22.00 $296,560.00 107 Install Standard 6" Curb & Gutter 5,394 L.F. $26.00 $140,244.00 108 Installed 2" Modified Curb & Gutter 1,118 L.F. $28.00 $31,304.00 109 Patterned Concrete 5,323 SF $25.00 $133,075.00 110 Rumblecrete 412 SF $25.00 $10,300.00 111 Stained Concrete 660 SF $25.00 $16,500.00 112 Sidewalk 26,337 SF $12.00 $316,044.00 113 2/3/6 Asphalt 7,675 S.Y. $55.00 $422,125.00 114 Fine Grade Base 7,675 S.Y. $1.00 $7,675.00 115 Back Fill Curb 1 L.S. $25,000.00 $25,000.00 116 Curb Inlet Extension 26 EA $1,650.00 $42,900.00 117 5'x5' Curb Inlet 13 EA $8,000.00 $104,000.00 118 5'x5' Junction Box 2 EA $8,000.00 $16,000.00 119 18" RCP 650 L.F. $95.00 $61,750.00 120 24" RCP 250 L.F. $125.00 $31,250.00 121 48" RCP 60 L.F. $135.00 $8,100.00 122 Detention Pond 1 1 L.S. $65,000.00 $65,000.00 123 Detention Pond 2 1 L.S. $35,000.00 $35,000.00 124 Detention Pond 3 1 L.S. $75,000.00 $75,000.00 125 18" RCP FES 1 EA $1,228.00 $1,228.00 126 48" RCP FES 2 EA $6,443.00 $12,886.00 127 Construction Exit 1 L.S. $3,500.00 $3,500.00 128 Erosion Control 1 L.S. $14,455.00 $14,455.00 129 Tree Preservation Fence 1 L.S. $15,000.00 $15,000.00 130 Street Trees 171 EA $250.00 $42,750.00 131 Hay/Seed 1 L.S. $25,000.00 $25,000.00 132 Install Street Signage 1 L.S. $14,500.00 $14,500.00 133 265 + Joyce Traffic Signal Improvements 1 L.S. $150,000.00 $150,000.00 134 Bond on Street/Drainage 1 L.S. $27,500.00 $27,500.00 Total $2,436,841.00 Water & Sewer Unit Price Amount Item # Description Quantity Unit 201 8" Sanitary Sewerline (SDR-26 PVC) w/ backfill 1,738 L.F. $80.00 $139,040.00 202 Manhole 11 EA $9,200.00 $101,200.00 203 Core Drill Existing Manhole 1 EA $3,500.00 $3,500.00 204 8" Waterline w/ backfill 2,582 L.F. $75.00 $193,650.00 205 8"x8" Tapping Sleeve w.
