The request is for a grant application requesting $90,000 for phase two of a city-wide windshield survey of historic properties. RECOMMENDATION: City staff recommends approval of a grant application for a Certified Local Government (CLG) Grant from the Arkansas Historic Preservation Program (AHPP) for the 2026 grant year in the amount of $90,000 for phase two of a city-wide historic property windshield survey. The Historic District Commission (HDC) joins staff in recommending the project. BACKGROUND: In July 2023 the Fayetteville City Council adopted the Heritage and Historic Preservation Master Plan. This Heritage and Historic Preservation Plan provides objectives and actions for historic preservation work for the next ten years (2023-2033). One of the five overall goals resulting from this plan calls for the City to “identify and protect historic properties for future generations” (Goal 3). Protection of historic properties begins with the systematic and comprehensive survey of historical resources. A key Action Item to accomplish Goal 3, is to prepare and conduct a comprehensive city-wide windshield survey (3.4). A windshield-level survey consists of methodologically driving a large area to understand the composition and makeup and to note those properties or areas with the most potential to have historic significance. This project would focus on properties constructed before 1970. The information gathered by the survey includes architectural style or features, approximate construction date, and evaluation of threats and preservation prioritization. This proposed project is aligned with Action Items 3.4 – Windshield Survey, 3.6 – Historic District Outreach, 3.7 – Local Historic District Designation, 4.4 – Program Promotion, 4.7 – Learning Opportunities: Workshops, and 5.5 – Historic Contexts: Diverse Histories in the city’s Heritage & Historic Preservation Plan that was adopted by the City Council in July 2023. DISCUSSION: The proposed project is the second phase of a citywide windshield survey of historic properties. The survey would include areas within the Fayetteville Planning Area. According to the 2024 American Community Survey data, Fayetteville has approximately 6,184 housing units built in 1969 or earlier. This survey would require a project consultant to provide the capacity needed to perform the work. In late 2024, staff solicited cost Mailing address: 113 W. Mountain Street Fayetteville, AR 72701 www.fayetteville-ar.gov estimates from qualified and experienced professionals and received a broad cost range of $250,000 - $500,000 for the multi-phase project. The range in prices is due to the location of prospective consultant firms and associated travel costs, time and resources needed for research, and the anticipated deliverables. To make the larger project manageable during a CLG grant cycle, the project will be divided into multiple phases. Phase 1 of the project is currently in progress with Post Oak Preservation Solutions to survey properties in the southeastern portion of the city. The proposed Phase 2 would focus on downtown and southwest Fayetteville, an area that has been facing intense development pressure and includes areas that have never before been surveyed, totaling about 6,775 acres (Appendix A). Based on the Washington County Assessor’s data, the study area contains approximately 2,200 parcels with buildings dating to 1975 or earlier. This includes 399 resources/parcels that have previously been surveyed, including approximately 313 resources within National Register Districts. The project budget estimates were gathered by sharing the Phase 2 survey area with our current Phase 1 consultant, Post Oak Preservation Solutions, who is familiar with the project scope and deliverables. They provided a project estimate of $85,000 - $90,000 for Phase 2, which is approximately a 23-30% increase in cost. Using the two other consultant estimates provided in late 2024 for Phase 1, a 23-30% increase would result in project estimates from approximately $80,000 – 90,000, with an average estimate of $86,301. Should this project receive a grant award, the project will provide the Fayetteville Historic District Commission and staff with a more clear understanding of current state of historic resources in the city, provide vital background information for future in-depth surveying and preservation efforts, and take an important next step in maintaining momentum with action items identified in Fayetteville’s Heritage & Historic Preservation Plan. The Fayetteville Historic District Commission and Black Heritage Preservation Commission continue to express a desire to serve the community by demonstrating that valuable historic preservation work is available through the CLG grant programs, and that local historic preservation work includes a thoughtful process to research, document, and evaluate the historic resources that need protection and stewardship. Additionally, this request coincides with the Long Range Planning team’s work on the Downtown Plan, an update to the current area plan adopted in 2004. The survey work will inform decisions about how historic places are incorporated in the Downtown Plan. BUDGET/STAFF IMPACT: The grant request is for $90,000 with a proposed in-kind match of staff time in lieu of a cash match. A potential budget adjustment of up to $90,000 may be required if the grant funding is approved, but the amount will not be known until March 2026. ATTACHMENTS: 3. Staff Review Form, 4. Answer: Grantees that EXPEND $500,000/$750,000 or more of federal funds in THEIR 2014/2015 most recently completed fiscal year must conduct a single audit. This form is a way for NPS to monitor its grantees audit status, as required by the Office of Management and Budget (OMB). Question: Who needs to fill out this form? Answer: Your agency’s Chief Financial Officer (or designee). Question: Who must sign the Audit Certification Form? Answer: The Chief Financial Officer of the agency, or his or his designee.
