BACKGROUND: The City is preparing to begin construction on a 0.44-mile extension of the Hamestring Creek Trail. This new segment will be built by the City's in-house construction crew and will connect the existing trail near Shiloh Drive westward to the Rupple Road Trail. As part of the project, the trail will cross Hamestring Creek. A bridge at this location has already been designed and fully permitted. Once completed, the new trail connection will provide a seamless link from the 3.7-mile Rupple Road Trail to the Shiloh Trail, and onward to the Meadow Valley Trail, Midtown Trail, and the Razorback Greenway. This extension will significantly improve neighborhood access and mobility, offering a comfortable, off-street alternative to Mount Comfort Road for bicyclists and pedestrians. DISCUSSION: Bid 25-46 was advertised for the procurement of a bridge structure, and two bids were received. Scurlock Industries of Fayetteville was identified as the lowest responsive bidder. Scurlock has a well-established track record of supplying concrete bridges and culverts for City of Fayetteville projects, consistently demonstrating quality workmanship and reliable service over several decades. Due to a production lead time of approximately 2 to 4 months, we are requesting authorization to proceed with the bridge purchase in advance of trail construction, which is scheduled to begin in early 2026. Early procurement will help ensure timely delivery and alignment with the construction schedule.
