HomeMy WebLinkAbout232-25 RESOLUTION Page 1 113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 232-25 File Number: 2025-1886 A RESOLUTION OF INTENTION TO CALL AN ELECTION AND REQUEST THAT FAYETTEVILLE VOTERS APPROVE RENEWAL OF THE CURRENT SALES AND USE ONE PERCENT TAX FOR FINANCING OF CAPITAL PROJECTS NEEDED BY OUR CITIZENS WHEREAS, the citizens’ 2019 extension of the one penny sales and use tax for capital projects provided many improvements for our citizens including the Ramble plaza and trail, the new Police Headquarters, new fire stations, numerous street, trail, drainage, and parks improvements; and WHEREAS, the 2019 bonds should be paid off relatively soon, but the need for more capital projects to serve our growing population and to ensure their health, safety and welfare requires renewal of the capital penny sales tax to meet our citizens’ current and future needs; and WHEREAS, the Mayor and her Administration after input from the City Council and other stakeholders is recommending to the City Council and Fayetteville citizens that the capital penny sales and use tax be extended for thirty years to pay off all remaining 2019 sales tax capital bonds and fund capital projects in the total amount of about 320 Million Dollars as shown in the body of the Resolution. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby expresses its intention to call for an election to be conducted in March of 2026 during the Primary Election to extend the current one penny sales and use tax for thirty years and to issue bonds in the approximate amount of 320 Million Dollars to fund: 1. Redeeming and paying all currently unpaid 2019 sales tax bonds; 2. Constructing and equipping a modern, energy efficient Animal Shelter with increased space for adoptions, increased veterinary care and education; 3. Constructing critical upgrades to our aging water and sewer systems to protect public health, prevent costly breakdowns, keep pace with our rapid growth, and safeguard our clean drinking water; 4. Building and equipping necessary new fire stations and purchasing any necessary fire trucks to ensure rapid, effective emergency response to keep every neighborhood safe; 5. Providing expansion and renovations of parks to ensure every resident has safe and well-maintained parks, athletic facilities and green space; 6. Building a new recycling drop-off facility on Fayetteville’s west side for easier recycling; 7. Constructing street, trail, and sidewalk improvements to keep up with our population growth and provide improved multi-modal connections to facilitate our citizens’ travel across Fayetteville; 8. Constructing a new, year-round Aquatic and Recreation Facility serving all of our citizens and attracting visitors and events to support the local economy; and Resolution: 232-25 File Number: 2025-1886 Page 2 9. Constructing the necessary major wastewater treatment plant and system improvements to support our growing city and surrounding area, to prevent costly failures, to protect waterways and our citizens’ health, and to maintain required compliance with environmental regulations. RECOMMENDATION: Resolution of Intent to Call a Sales Tax Bond Election on March 3, 2026, for the Purpose of Authorizing the Issuance of approximately $320,100,000 in sales tax Bonds to Finance Certain Community-Wide Capital Improvement projects, and to refund the City’s Outstanding Capital Improvement Bonds, Series 2022, and Series 2024. BACKGROUND: Resolution of intent to call for a Sales Tax Bond election to be voted on March 3, 2026 for approximately $320,100,000 in project funds for various including investments in every major infrastructure area our city needs. DISCUSSION: The proposed bond projects are a result of years of master planning with a focus on critical infrastructure needs and community enhancements to support community needs. BUDGET/STAFF IMPACT: By preserving a one penny sales tax, we would be able to allocate approximately $320,100,00 in project funds to the community without raising taxes. ATTACHMENTS: 3.
