A RESOLUTION TO APPROVE A SUPPLEMENTAL AGREEMENT LETTER WITH THE ARKANSAS
DEPARTMENT OF TRANSPORTATION AND THE NORTHWEST ARKANSAS REGIONAL PLANNING
COMMISSION FOR AN ADDITIONAL $500,000.00 IN FEDERAL AID FUNDING THROUGH THE
CARBON REDUCTION PROGRAM FOR THE RUPPLE ROAD TRAIL LIGHTING PROJECT, AND TO
APPROVE A BUDGET ADJUSTMENT
WHEREAS, on December 4, 2024, City Council passed Resolution 288-24 accepting $315,193.00 in federal-aid funds
through the Northwest Arkansas Regional Planning Commission Carbon Reduction Program for installations of
lighting along the Rupple Road Trail from MLK Jr. Boulevard to Persimmon Street; and
WHEREAS, this supplemental agreement will serve as an amendment to the original agreement, providing an
additional $500,000.00 in federal aid funding for the project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Rawn to sign a
Supplemental Agreement letter with the Arkansas Department of Transportation and the Northwest Arkansas Regional
Planning Commission for an additional $500,000.00 in Federal-aid funding through the Carbon Reduction Program for
the Rupple Road Trail Lighting project, and further authorizes Mayor Rawn to sign any additional grant related
documents necessary to implement the project.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of
which is attached to this Resolution.

SUBJECT: ARDOT Supplemental Agreement Letter - Rupple Road Trail Lighting
RECOMMENDATION:
Staff recommends approval of a supplemental agreement letter with the Arkansas Department of
Transportation and the Northwest Arkansas Regional Planning Commission for an additional $500,000.00 in
Federal-aid funding through the Carbon Reduction Program for the Rupple Road Trail Lighting project and
approval of a budget adjustment to recognize this revenue and authorize the Mayor to sign additional grant
related documents as necessary to implement the project.
BACKGROUND:
The City of Fayetteville has received a total of $815,193.00 in federal-aid funding from the Arkansas
Department of Transportation through the Northwest Arkansas Regional Planning Commission – Carbon
Reduction Program for the installation of lighting along Rupple Road from Hwy 62 (MLK Jr. Blvd.) to
Persimmon Street. The funding was awarded in two funding cycles:
• June 2024: $315,193 (recognized by resolution 288-24)
• June 2025: $500,000
Resolution 288-24 previously recognized the original $315,193 federal grant award and approved the
Agreement of Understanding with ARDOT. The attached supplemental Agreement letter serves as an
amendment to the original agreement, providing an additional $500,000 in federal aid funding for the project.
DISCUSSION:
The Rupple Road Trail Lighting Project will install new lighting along 1.8 miles of Rupple Road, from Martin
Luther King Jr. Boulevard to Persimmon Street. Lighting will be placed in the median to illuminate both the
roadway and the adjacent trail, including the three roundabouts along this corridor.
This project responds to significant community interest and supports the City’s broader goals for active
transportation and carbon reduction. By improving visibility and safety, the lighting will help extend trail use into
evening hours, allowing more residents to walk, bike, or roll as a reliable and sustainable transportation option.
The project is currently 90% designed and has received environmental clearance. It is expected to go to bid in
late 2025, with construction beginning in early 2026.

BUDGET/STAFF IMPACT:
City staff has generated a cost estimate for $1,018,991 for the Rupple Rd. lighting project. Resolution 288-24
recognized the original $315,193 in federal aid funding and allocated the 20 percent local match of $78,798.
This request will recognize the additional $500,000 in federal aid funding and allocate the 20 percent local
match of $125,000 from the 2022 Transportation bond funds.
