HomeMy WebLinkAbout227-25 RESOLUTION Page 1 113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 227-25 File Number: 2025-1848 A RESOLUTION TO APPROVE AN ALLOWANCE FOR A SEWER SERVICE CONNECTION BEYOND THE CITY LIMITS FOR PROPERTY LOCATED AT 371 NORTH HARVEY DOWELL ROAD WHEREAS, §51.113 Sewer Service and Extension Policy states that “the city’s sewerage system shall not be extended outside the city’s corporate limits except on the express approval of the City Council”; and WHEREAS, the property owner at 371 N. Harvey Dowell Road is experiencing a failure of their existing septic system and has requested consideration for connection to the municipal sewer system; and WHEREAS, two City sewer mains run near the back-property line and a sewer manhole is directly behind the residence to allow for a private sewer pump/wet well system to pump into the existing sewer manhole; and WHEREAS, this Washington County resident must pay a Wastewater Impact Fee for a new connection to our Wastewater facilities and out of town sewer rates; and WHEREAS, all installation and maintenance costs will be incurred by the property owner. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves a sewer service connection for property located at 371 North Harvey Dowell Road upon payment of the necessary impact fees and any other costs required to make the sewer connection. Harvey Dowell Rd RECOMMENDATION: Staff recommends approval to allow for a sewer service connection at 371 N. Harvey Dowell Rd. with all installation and maintenance costs to be incurred by the property owner. BACKGROUND: The property owner at 371 N. Harvey Dowell Road is experiencing a failure of their existing septic system and has requested consideration for connection to the municipal sewer system. Two City sewer mains run near the back property line and a sewer manhole is directly behind the residence to allow for a private sewer pump/wet well system to pump into the existing sewer manhole. This sewer connection request was reviewed and approved by the Water & Sewer Committee on September 9, 2025. DISCUSSION: A private sewer pump/wet well system will be utilized to pump into the existing sewer manhole. This method would not be considered as adding additional infrastructure, rather a sewer tap into the existing manhole. This work could be completed utilizing a licensed plumber with appropriate permits, and installation costs incurred solely by the property owner. The Water & Sewer Department would assist or provide direction in coring the existing manhole. The private pressured sewer service would need to maintain a positive grade from the wet well into the manhole with a check valve. This would allow the service line to remain full of water, helping to prevent sewer gas from entering the private wet well/pumping system and home. The pressured sewer service must be connected into the existing manhole in a manner required by the Water & Sewer Standard Specifications. The wet well/pumping system and sewer service will be considered as privately owned with the point of demarcation beginning outside of the City’s manhole. Maintenance will be the responsibility of the property owner. Upon approval of this sewer connection request, the property owner would also have to pay impact fees before the City would approve the sewer tap.
