A RESOLUTION TO APPROVE A BUDGET ADJUSTMENT ALLOCATING UP TO $70,000.00 FROM THE
FRANCHISE FEE FUND, CONTINGENT UPON THE SALVATION ARMY’S SUCCESSFUL AWARD OF
AN EMERGENCY SOLUTIONS GRANT OF UP TO $70,000.00 FROM THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT
WHEREAS, the Salvation Army has an opportunity to apply for an Emergency Solutions Grant in an amount up to
$70,000.00 through the United States Department of Housing and Urban Development, which requires a 100% match;
and
WHEREAS, on September 2, 2025, the City Council approved a resolution expressing its intent to provide those
matching funds; and
WHEREAS, following consultation with the City Attorney, it was determined that this type of project should be
financed using funds that are not commingled with tax revenues and, to support this approach, the City is concurrently
establishing a dedicated Franchise Fee Fund ensuring that franchise fee revenues are segregated from other General
Fund sources.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of
which is attached to this Resolution, allocating up to $70,000.00 from the Franchise Fee Fund, contingent upon the
Salvation Army’s successful award of an Emergency Solutions Grant in an amount up to $70,000.00 from the U.S.
Department of Housing and Urban Development.

SUBJECT: Salvation Army Emergency Solutions Grant - Budget Adjustment Approval
RECOMMENDATION:
Approve a resolution to authorize a budget adjustment allocating up to $70,000.00 from the Franchise Fee
Fund, contingent upon the Salvation Army’s successful award of an up to $70,000.00 Emergency Solutions
Grant from the U.S. Department of Housing and Urban Development (HUD).
BACKGROUND:
City Council passed resolution 165-25 on July 15, 2025 to appropriate funds to support initiatives addressing
homelessness. Mayor Rawn and her team have reached out to the community and have identified several
projects to support the resolution, including a matching grant opportunity with the local Salvation Army. The
Salvation Army has an opportunity to apply for an Emergency Solutions Grant in an amount up to
$70,000.00 through the United States Department of Housing and Urban Development, which requires a 100%
match.
DISCUSSION:
The matching grant opportunity for the Salvation Army would allow the city to double its investment to address
homelessness.
BUDGET/STAFF IMPACT:
Following consultation with the City Attorney, it was determined that the remaining homelessness initiatives
(excluding payments to the Fayetteville Housing Authority) should be financed using funds that are not
commingled with tax revenues. To support this approach, the City is establishing a dedicated Franchise Fee
Fund, ensuring that franchise fee revenues are segregated from other General Fund sources.
