HomeMy WebLinkAbout204-25 RESOLUTION Page 1 113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 204-25 File Number: 2025-1482 A RESOLUTION TO APPROVE A BUDGET ADJUSTMENT RECOGNIZING FUNDING FROM THE ARKANSAS PROSECUTOR COORDINATOR’S OFFICE IN THE AMOUNT OF $350,000.00 FOR THE FOURTH JUDICIAL DISTRICT DRUG TASK FORCE WHEREAS, in April 2025, the General Assembly passed Act 1006 of 2025, which established a fund to be known as the "Drug Task Force Fund" which was intended to be distributed by the Arkansas Department of Finance and Administration to eligible drug task forces throughout the state to reduce the financial burden on local agencies participating in drug task forces; and WHEREAS, the Governor's Office recently allocated four million dollars to the Drug Task Force fund to be dispersed proportionately to the nineteen drug task forces in Arkansas in 2025 including $350,000 for the 4th Judicial District Drug Task Force, which will lower local agency expenses by 8.6%. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of which is attached to this Resolution, recognizing funding from the Arkansas Prosecutor Coordinator’s Office for the Fourth Judicial District Drug Task Force in the total amount of $350,000.00 to be distributed to the City of Fayetteville in the amount of $209,082, the City of Springdale in the amount of $44,575, the City of Elkins in the amount of $42,953, and Washington County in the amount of $53,390. Mountain Street Fayetteville, AR 72701 www.fayetteville-ar.gov CITY COUNCIL MEMO 2025-1482 MEETING OF SEPTEMBER 2, 2025 TO: Mayor Rawn and City Council THRU: FROM: Mike Reynolds, Police Chief SUBJECT: Arkansas Prosecutor Coordinator's Office funding from the 4th Judicial District Drug Task Force RECOMMENDATION: Staff recommends approval of a resolution to accept funding from the Arkansas Prosecutor Coordinator's Office for the specific support of the 4th Judicial District Drug Task Force (DTF) via a budget adjustment in the amount of $350,000. BACKGROUND: For over 10 years, grant funding for the Drug Task Force (DTF) has remained unchanged, while expenses have steadily increased. This lack of additional funding has placed a greater financial burden on local agencies, which have had to contribute additional funding to maintain their illicit drug investigations. The Office of the Arkansas Drug Director has been working with the state legislature and the Governor's Office for several years to secure additional funding for the shortfall experienced by Arkansas' nineteen drug task forces. In 2024, the state legislature approved a one-time four-million-dollar disbursement to address the financial shortfalls experienced by the nineteen drug task forces in the state. Through this disbursement, our drug task force received $533,067. DISCUSSION: In April 2025, Arkansas House Bill 1202 was passed, creating a fund to be known as the "Drug Task Force Fund." This funding is intended to be distributed by the Arkansas Department of Finance and Administration to eligible drug task forces throughout the state to reduce the financial burden on local agencies participating in drug task forces. The Governor's Office recently allocated four million dollars to the Drug Task Force fund to be dispersed proportionately to the nineteen drug task forces in Arkansas in 2025. The Governor's Office funding is non-recurring, but the Arkansas Legislature may consider a long-term and sustained funding source for the drug task forces during the 2026 legislative session. Our DTF will receive $350,000 of this funding, which will lower local agency expenses by 8.6%. The City of Fayetteville is the fiduciary of these funds, and this money will be distributed as follows: Fayetteville - $209,082; Springdale - $44,545; Washington County - $53,390; and Elkins - $42,953. BUDGET/STAFF IMPACT: There are no matching requirements associated with this funding. The Drug Enforcement Fund budget adjustment will recognize revenue from the Arkansas Prosecutor Coordinator's Office in the amount of $350,000 and increase the expense budget to allow for the distribution of these funds.
