HomeMy WebLinkAbout201-25 RESOLUTION Page 1 113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 201-25 File Number: 2025-1422 A RESOLUTION TO EXPRESS THE CITY COUNCIL’S INTENT TO PROVIDE $70,000.00 IN MATCHING FUNDS TO THE SALVATION ARMY FOR AN EMERGENCY SOLUTIONS GRANT FROM THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, CONTINGENT UPON THE AWARD OF THAT GRANT WHEREAS, The Salvation Army currently works to address homelessness and housing instability in Fayetteville, including the operation of a shelter and the provision of targeted case management and housing-focused financial assistance to Fayetteville families facing homelessness; and WHEREAS, if The Salvation Army could no longer operate its facilities, the large number of homeless residents who depend upon this facility for its services would have great difficulty finding such comparable services elsewhere; and WHEREAS, the facilities and services provided by The Salvation Army are required to be continued and should be supported by the City in order to prevent our homeless and needy residents from suffering undue hardship and deprivation; and WHEREAS, The Salvation Army has an opportunity to apply for a $70,000.00 Emergency Solutions Grant through the United States Department of Housing and Urban Development, which requires a 100% match; and WHEREAS, the Emergency Solutions Grants Program through the United States Department of Housing and Urban Development was established to provide funding to: 1. Engage homeless individuals and families living on the street; 2. Improve the number and quality of emergency shelters for homeless individuals and families; 3. Help operate these shelters; 4. Provide essential services to shelter residents; 5. Rapidly re-house homeless individuals and families; and 6. Prevent families and individuals from becoming homeless. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby expresses its intent to provide $70,000.00 in matching funds to The Salvation Army for an Emergency Solutions Grant from the US Department of Housing and Urban Development for the operation of its shelter and the provision of services to homeless and needy Fayetteville residents, contingent upon the award of that grant. This funding will support the continued operation of The Salvation Army’s shelter and its provision of critical services—including emergency housing, case management, and financial assistance—to individuals and families experiencing homelessness in Fayetteville. The City recognizes the essential role these services play in preventing hardship and supporting housing stability in the community. BACKGROUND: City Council passed resolution 165-25 on July 15, 2025 to appropriate funds to support initiatives addressing homelessness. Mayor Rawn and her team have reached out to the community and have identified several projects to support the resolution, including a matching grant opportunity with the local Salvation Army. The Salvation Army has an opportunity to apply for a $70,000.00 Emergency Solutions Grant through the United States Department of Housing and Urban Development, which requires a 100% match. DISCUSSION: The matching grant opportunity for the Salvation Army would allow the city to double its investment to address homelessness. BUDGET/STAFF IMPACT: Per resolution 165-25, and pending the Salvation Army's award of the grant, the city's matching funds will come from general fund balance. ATTACHMENTS: 3.
