A RESOLUTION TO APPROVE THE PURCHASE OF SIX PETERBILT RECYCLING TRUCKS FROM
ARKANSAS MUNICIPAL EQUIPMENT IN THE TOTAL AMOUNT OF $2,510,052.00, PLUS ANY
APPLICABLE SURCHARGES, FREIGHT CHARGES, AND DELIVERY FEES, PURSUANT TO A
SOURCEWELL COOPERATIVE PURCHASING CONTRACT, AND TO APPROVE A BUDGET
ADJUSTMENT
WHEREAS, the existing Curb-sort Recycling Program faces numerous challenges that stand in the way of achieving
the goal of a 40% diversion rate from the landfill by 2027 that was adopted in the 2024 Climate Action Plan and the
2017 Solid Waste Reduction Diversion and Recycling Master Plan; and
WHEREAS, recommendations from the 2025 Recycling and Trash Collections rate study, which was accepted and
adopted by the City Council on July 15, 2025 by the passage of Resolution 164-25, include implementing cart-based
recycling as a replacement to the current program; and
WHEREAS, reducing the number of trucks by half for recycling will result in lower transportation emissions,
supporting Climate Action Plan goals, and will also generate savings in daily fuel consumption.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves the purchase of six Peterbilt 520
recycling trucks from Arkansas Municipal Equipment in the total amount of $2,510,052.00, plus any applicable
surcharges, freight charges, and delivery fees, pursuant to a Sourcewell cooperative purchasing contract.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of
which is attached to this Resolution.

SUBJECT: RECYCLE TRUCK REPLACEMENT AND UPGRADES TO AUTOMATED SIDE
LOADERS - ARKANSAS MUNICIPAL EQUIPMENT
RECOMMENDATION:
A RESOLUTION TO AUTHORIZE THE PURCHASE OF (6) PETERBILT 520 REFUSE TRUCKS FROM
ARKANSAS MUNICIPAL EQUIPMENT IN THE AMOUNT OF $2,510,052 PLUS ANY ADDITIONAL,
SURCHARGES, FREIGHT CHARGES AND DELIVERY FEES UP TO 10% OF THE ORIGINAL PURCHASE
PRICE, PURSUANT TO A SOURCEWELL COOPERATIVE PURCHASING CONTRACT (112014-NWY), AND
TO APPROVE A BUDGET ADJUSTMENT.
BACKGROUND:
The existing Curb-sort Recycling Program faces numerous challenges that stand in the way of achieving the
goal of a 40% diversion rate from the landfill by 2027 that was adopted in the 2024 Climate Action Plan and the
2017 Solid Waste Reduction Diversion and Recycling Master Plan. These challenges include adequate waste
diversion, employee retention, on-the-job injuries, collection efficiency, messaging, and meeting future growth
needs.
Recommendations from the 2025 Recycling and Trash Collections rate study include implementing cart-based
recycling as a replacement to the current program. In order to implement cart-based recycling, changes to the
number and type of trucks are proposed.
DISCUSSION:
Upon approval of Recycling and Trash Collection's transition to an automated, cart-based recycling program,
(6) new automated side-loader recycling trucks will be purchased to replace (12) of the current curb-sort
"Fayetteville model" recycling trucks. The current trucks are equipped with two small compactors and five open
bins for loose materials. The new trucks will offer a significant capacity upgrade, with a 24-yard body and a
single large compactor blade. Recycling and Trash Collections would like to retain two of the remaining (14)
curb-sort trucks for dedicated glass pickup operations.
Reducing the number of refuse trucks by half for recycling will result in lower transportation emissions,
supporting Climate Action Plan goals, and will also generate savings in daily fuel consumption.
Maintenance savings will also be found in these new automated side loaders when compared to our current
automated side loaders. These (6) new trucks will have a single rear axle instead of tandem axles, improving
the turning radius and reducing costs related to tires, axles, and related general maintenance of our larger
residential trucks. We will also see idle time reduction and faster pickup times compared to the current curb-

sort operations. Any idle reduction increases the life of the powertrain and emissions components. Additionally,
this purchase supports fleet standardization with more automated side-arm bodies.
Fleet Operations recommends the purchase of these trucks. If approved, delivery is currently expected by the
end of this year or in the first quarter of 2026. This will depend on tariffs and the possible supply line changes
they could bring.
BUDGET/STAFF IMPACT:
Fleet Operations will contribute $2,091,301.81, which is replacement charges collected to date for the 12
recycle trucks ($1,970,857.61) plus surplus replacement charges for two recycle trucks sold at auction
($120,444.20). RTC will provide the remaining amount needed from fund balance, as is fleet policy for vehicle
upgrades.
