Dear Mayor and City Council members,
I live across the street from this proposal.
I have lived in this neighborhood for over 20 years and know all the streets and the charm of each part of
this neighborhood. It’s quiet with wonderful neighbors and friends.
I am in opposition of this zone change.
*It does not fit into the residential character of the existing neighborhood. There is a 16 apt complex
down the street but it utilizes the current RMF-24 zoning. I think this would be a better fit and limit it to
one house and one ADU. The developer should be required to add 2 additional parking spaces for the
ADU, in addition to the 2 spaces required for the house.
*Currently the plan is for three houses divided into three separate parcels to optimize profits for the
developer. They will undoubtedly utilize on-street parking on 13th St., currently there is a single-family
home there.
The developers should be required to pave part of the alley, and add improvements to create a
presentable entrance leading to the development. Currently it's gravel with ruts, potholes, garbage and
overgrown weeds and trees.
There could be other issues that arise from using the alley as frontage and parking:
*This property is less than a mile from the Fire station, so that is not a problem, except the alley will be
the main access used by emergency services. I have concerns as the 20 foot alley has to be kept clear
from illegal parking. It's a gravel alley and rarely used. There is no doubt in my mind that Illegal parking
will happen by tenants and their visitors. I have seen the alley blocked on the next block to the south by a
two businesses on S. School Ave.
*Before the zoning change, I would like to request an emergency report by Fire, police and ambulance
services to ensure services will not be impeded to this property by the use of the alley. I think it's
important that they are consulted as to what the procedure is if the alley is blocked. I’d like to know if
emergency services have already signed off on this.
*I would like more clarification on the setbacks for Urban Neighborhood zoning and how it will affect
neighbors on the sides and in front as they are RMF-24, and setbacks should match the current zoning
adjacent to the property.
*UN is a new zone created in December 2024, as a neighbor that lives in this neighborhood, I feel
decisions using this new zoning needs more time to look at any issue as I outlined above, and going
forward for any development utilizing Urban Neighborhood, UN.

*It would give time for city council and everyone involved, including neighbors to look closely through the
planning department notes and ask any questions before making a final decision, or at least think about
it more.
I think this new UN zoning will most likely need refining, why not take the time to consider more carefully
before rushing decisions. (A zoning change on Ellis Ave utilizing the same zone was rushed through
without considering any actual neighbors concerns, including no mention of reserved parking for
neighbors, noise concerns or privacy.)
So at the least, please table this Rezone for further consideration. There is absolutely no rush, and no
rezoning request with such an impact of a neighborhood, should pass on the first read. Imagine
neighbors in the historic district agreeing to this in their neighborhood, or a cafe nextdoor to them. Can
you imagine the uproar? I can.
Please do not put "non-neighbors" public comments ahead of actual neighbors that live in the
neighborhood. Friends, business associates and employees asked to give public comment by
developers is intended to overwhelm neighbors voices. It is a tactic used by many developers.
It would be helpful in the future to have a discussion about other examples of current UN projects, as
each property has its own unique set of circumstances, and do any fine tuning in advance as much as
possible.
