Dear Mayor and City Council members, I live two blocks from this proposal. It will not affect me as much, however the neighbors closest should have the voices heard as a priority. If any neighbors wanted to live across the street from a Cafe, they would've bought a house or rented in the downtown district. **This is an inappropriate “spot zoning” request. It is a gratuitous upzoning, it just doesn't make sense. The zoning is a change in law that is attached to that land forever. No matter what the developers claim, all uses allowed in Urban Neighborhood could potentially happen. There will be zero chances to talk about this after the zoning change, with no public meetings. The next owner can do all uses listed “by right” under UN. This is a vague rezoning change as no building plans were submitted or confirmed by the developer. There is no Bill of Assurance attached to the request. For all we know the owners can sell the property right after the zoning is approved. I know there are limitations because of the lot size, but no one can guarantee the owners or any future owners will not tear down some or all of the existing structures on the property. They then could build a business right in the middle of a quiet neighborhood. There are only single family homes here, and a few duplexes and one triplex. There are no other business establishments in this neighborhood. I could see this on 15th street, but not here. The developer has mentioned Farmer’s Table (on S. School) and Mad Rooster Brewery, (1107 11th St, which was a machine shop since the 1970’s) as a comparison but those were already commercial properties and does not front any single-family homes or duplexes. I fail to see the comparison. The UN zoning district is intended to bridge existing zoning districts (primarily the Neighborhood Services – General (NS- G) and Downtown General (DG) zoning districts) by adding higher-density housing types as permitted uses. It seems to me this will encourage "misaligned development and growth", as it is a "spot zoning". There are no other businesses in the neighborhood except a couple of churches. It just isn't compatible with the neighborhood. I fail to see the zoning of UN bridges to NS-G or DG, as all homes are currently RMF-24. One final thought. I have lived in this neighborhood for over 20 years and know all the streets and the charm of each part of this neighborhood. It’s quiet with wonderful neighbors and friends. I do a lot of gardening in my front yard and usually spend most of my time in my yard, weather permitting. I wouldn't want strangers staring at me while I'm bending over, squatting and awkwardly getting up, as I'm 72 years old. I spend a lot of time outdoors, and you can often times find me sitting on the ground weeding, pruning plants or sitting on my porch. I wouldn't want strangers sitting in a Cafe seeing me and maybe staring at me. I'm so grateful it's not across the street from me! It's a privacy issue, not an issue of strangers committing crimes.
