Scoae Much is left to the zeal and discretion of the individual, and efficiency ratings as well as disciplinary actions will depend upon the way the Firefighters and members conduct themselves in the performance of their duties. Compliance with the operating procedures and careful attention to the orders of department officers is necessary to retain the respect and goodwill of the public which this department enjoys. Violations of any of the operating procedures, neglect, or omission of any of the duties prescribed herein, are considered offenses, and any member found guilty will, at the discretion of the Fire Chief, be subject to reprimand, suspension, demotion, or dismissal from the department. Administrative Policies Administrative Policies of the Fayetteville Fire Department will contain administrative information related to the overall operation of the department throughout all divisions, programs, and services provided. All Administrative Policies will be reviewed and formally approved by the Fayetteville City Council. Any new Administrative Policy or change to an existing Administrative Policy will be approved through the Labor Management Team (LMT) process as outlined in the Labor & Management Relations policy, then submitted to and approved by the City Council before it will be published. Any policy related to a topic which has been deemed divisive and removed from the LMT following the rules outlined Labor & Management Relations policy will be written and published by the Fire Chief. Any new Administrative Policy or change to an Administrative Policy that has not been fully approved by LMT and City Council will not be considered valid except as outlined below in the section titled "Administrative Directives." I� CITY OF FAYETTEVILLE ARKANSAS Fayetteville Fire Department Administrative Policies General Information and Introduction Version 15 Created: November s, 2016 Revised: Revised: 3 SOG Reference: All SOGs CFAI Reference: Criterion 1A: Governing Body Administrative Directives Administrative Directives will be issued only in emergency situations where changes are time -sensitive and vital to the continuance of safe operations. Administrative Directives related to existing Administrative Policies and SOGs shall reference the policy or SOG number, be maintained in the current policy management software, and be emailed out to all FFD personnel. Administrative Directives will expire 60 days from the date of implementation, unless through LMT Consensus, action is taken to extend or modify them. Efforts will be made to change the current policy or create a new policy during the first 60 days a directive is active. If the Administrative Directive must be extended or modified, it will be sent to all personnel by email. Once a new policy draft has been created it must go through the process for approval by the LMT and City Council before being published. Once published, the approved version will be sent out as a reading assignment through the current policy management software utilized by the department and the Administrative Directive will be archived. Standard Operating Guidelines (SOG) Standard Operating Guidelines (SOGs) of the Fayetteville Fire Department will contain detailed guidelines and procedures for the implementation of the related approved Administrative Policy. The SOG document must remain flexible to ensure the ability to swiftly enact procedural updates. Any change to a SOG will be assigned to FFD personnel through the policy management software for review. SOGs shall not be put in place without the existence of a related Administrative Policy that will define the purpose and parameters of the SOG. All new SOG documents or changes to those in existence will be approved by the LMT. Any policy related to a topic which has been deemed divisive and removed from the LMT following the rules outlined Labor & Management Relations policy will be written and published by the Fire Chief. Policy Maintenance Maintenance of policies and procedures will be the responsibility of a Chief Officer or their designee. Additions, deletions, and modifications will be implemented as necessary to reconcile changing conditions, and to reflect revisions in policies and procedures. All policies whether published, draft, or archived status will be stored and maintained in the current policy management software utilized by the Fayetteville Fire Department. This program will provide training that addresses all hazards and is commensurate with real world tasks that all uniformed members are expected to be proficient at performing. Policy This policy will address all training that will occur within Fayetteville Fire Department. The goal of the training program is to prevent occupational deaths and injuries while increasing the operational effectiveness during emergency responses. The training program will address the knowledge, skills, and abilities required of the Fayetteville Fire Department. Training will be based on NFPA standards, OSHA regulations, local, state, federal regulations, current department Administrative Policies and/or Directives, and current department Standard Operating Guidelines (SOGs). Members shall be responsible for maintaining proficiency in knowledge and skills provided through the training program. Annual Planning The Fayetteville Fire Department training program will be evaluated, on a yearly basis during the annual planning session, for effectiveness and for compliance with NFPA standards, federal OSHA regulations, local, state, federal regulations, current department Administrative Policies and/or Directives, and current department Standard Operating Guidelines (SOGs). Time constraints, manageability, and effectiveness of training as well as areas of deficiency and improvement will also be evaluated. The goals set forth by the annual planning session will be in support of the Fayetteville Fire Department Mission & Vision Statement. The established goals and objectives will include timelines for achievement, and a process of evaluation and feedback. To locate areas of deficiency and improvement, feedback from both Company Officers and Fire Administration is important to the success of the training program. During the planning process evaluation criteria for both skills and knowledge should be established by the Training Division using the identified standard, regulation, or policy. The Fire Chief is the final authority on all training plans and activities and will provide final approval prior to the publishing of the annual training plan. Fayetteville Fire Department Administrative Policies Training Program Version 1 Created: February 23, 2023 sed: August �'' ed:, =DRAFT SOG Reference: All 300 Series CFAI Reference: Category 8: Training and Competency Disciplines I� CITY OF FAYETTEVILLE ARKANSAS It is recognized by the leadership and members of the Fayetteville Fire Department that the performance of regularly scheduled training is essential to all personnel for mission success. This training will include all disciplines conducted by various means throughout the course of the year. Company officers are responsible for conducting company training and other essential training as necessary to ensure their crew members are proficient in the skills and knowledge pertaining to their current position within the department. Field Training Officers (FTOs) shall support and ensure that the training activities are conducted within their respective disciplines. FTOs shall coordinate training with all other required activities, complete necessary reports, assist the training division, and the Battalion Chief of TrainiRg (R�Division Chief of Training (TDC) in evaluating the overall effectiveness of the training program and its instructors. Various instructors, internal and external to the department, will be utilized to aid in department training as well as instruct any assignments with specialized curriculum. All instructors will have the certifications necessary or receive adequate training prior to assisting with training in the department. All training received by instructors will be approved by the BT TDC and documented upon completion. Instructors will also meet the requirements of the Fire Chief as the Authority Having Jurisdiction prior to instruction. All uniformed personnel will be trained to the operations level in all technical response disciplines (hazardous materials, technical rescue, and swift water rescue). Special Operation Section (SOS) members will be trained to technician level or higher. The level of training and response will be determined by the Fire Chief as the Authority Having Jurisdiction. 2 Fayetteville Fire Department Administrative Policies Training Program Version 1 Created: February 23, 2023 sed: August �'' ed:, =DRAFT SOG Reference: All 300 Series CFAI Reference: Category 8: Training and Competency Equipment I� CITY OF FAYETTEVILLE ARKANSAS Equipment utilized for training will primarily be the equipment used for daily emergency responses. When possible, equipment dedicated for training will be stored at the Training Center and will be used to keep apparatus in service during training sessions or to minimize wear and tear on high expense equipment. Requests for additional or replacement equipment will be evaluated during the budget process and prioritized by the Training Division. Stations shall each have a library that contains a foundation of materials established by the Training Division. Additionally, stations will also have curriculum and publications pertaining to their areas of response that are unique to their disciplines and areas of responsibility. These libraries will be evaluated during the budget process and prioritized for updates and replacement by the Training Division. Continuing Education Multiple disciplines, fields of expertise, and positions within the FFD require members to log specific continuing education hours to maintain licenses and certifications. SOG(s) shall be developed and maintained to address continuing education. In order for the department to provide the level of service the city and citizens are accustomed to, and operate at the highest safety level, continuing education shall be a driving factor of the yearly training plan. 3 Fayetteville Fire Department Administrative Policies Personal Protective Equipment (PPE) Version 3 Created: June 26, 2023 Revised: n arGh 28 2024DRAFT SOG Reference: 208, 209, 210, 211 CFAI Reference: 11A Purpose IO" CITY OF FAYETTEVILLE ARKANSAS The purpose of this policy is to identify and define what Personal Protective Equipment (PPE) is. As well this policy will provide a framework for Standard Operating Guidelines to follow, addressing the purchasing, issuing, use, inspection, cleaning, maintenance, and ultimate destruction/disposal of degraded fire department owned PPE. Definitions Bunker Gear (Bunkers) Bunker Gear, also known as bunkers or turnout gear, is the protective ensemble a fire fighter wears during various emergency operations, including structural firefighting. Bunker Gear consists of a helmet, flash hood, coat, gloves, suspenders, pants, bailout kit and boots. Ensemble shall be compliant to the current NFPA Standard. Structural Ensemble Full bunker gear ensemble plus SCBA, integrated PASS device, and face mask. The full structural ensemble will be worn anytime a firefighter is working in an immediate danger to life and health (IDLH) environment at a structure fire. Wildland Gear Wildland gear (Light Gear) is a limited protective light ensemble. Wildland gear consists of a helmet, eye protection (when applicable) coat, pants, boots, appropriate gloves for the task being performed. Light gear may be worn during technical operations, wildland firefighting, automobile extrication s/rescu es, outside training operations, or other appropriate situations. Wildland gear is not to be worn during interior firefighting operations. Ensemble shall be compliant to the current NFPA Standard. Swiftwater Gear Swiftwater gear is a complete PPE ensemble consisting of helmet, eye protection (when applicable), wet or dry suit, gloves, footwear, personal flotation device (PFD), rescue knife, whistle, and personal locator beacon (PLB). Ensemble shall be compliant to the current NFPA Standard. Vapor -Protective Ensemble Vapor -Protective Ensemble (VPE) shall consist of an appropriate helmet, eye protection, appropriate HAZMAT encapsulation suit, appropriate gloves, footwear, and SCBA with facemask. Ensemble shall be compliant to the current NFPA Standard. Fayetteville Fire Department Administrative Policies Personal Protective Equipment (PPE) Version 3 Created: June 26, 2023 Revised: n arGh 28 2024DRAFT SOG Reference: 208, 209, 210, 211 CFAI Reference: 11A IO" CITY OF FAYETTEVILLE ARKANSAS Liquid Splash Ensemble A full liquid splash protective ensemble shall consistof adequate head, eye, and airway protection, appropriate liquid splash protection suit, appropriate gloves, and footwear. Ensemble shall be compliant to the current NFPA Standard. Medical Call Ensemble All department members are encouraged to exercise their best judgment when responding to an emergency medical call. At a minimum liquid proof non latex exam gloves will be available on all apparatus and should be worn on every medical call and discarded in the appropriate manner after the call is terminated. N95 masks will be available on all apparatus for use. Hearing Protection Hearing protection will be provided to all members of the FFD operating in environments where sound levels equal or exceed eighty-five (85) dbA. Hearing protection will meet or exceeds the minimum requirements set forth in 29 Code of Federal Regulations 1910.95, Occupational Noise Exposure and NFPA 1500, Standard on Fire Department Occupational Safety and Health Program, Section 7.21. Hearing protection will consist of headphones inside fire apparatus that must be worn while members are riding an apparatus. Hearing protection consisting of ear plugs will be provided to all members and should be worn anytime a member is working in an environment outside of an apparatus where sound levels equal or exceed eighty-five (85) dbA. Eye Protection Eye Protection shall be provided on every apparatus. Eye protection will conform to 29 Code of Federal Regulations 1910.133, Eye and face protection and NFPA 1500, Standard on Fire Department Occupational Safety and Health Program, Section 7.21. Other PPE While this policy lists specific forms of PPE there are numerous forms utilized by department members that are unlisted here. These forms of PPE are typically for day to day operations such as housekeeping oryard work and do not need to be specifically cited. Department members are expected to use their experience, training, and best judgement when and how these forms of PPE should be utilized. SOGs and EOGs may detail PPE not cited here. Policy 2 Fayetteville Fire Department Administrative Policies Personal Protective Equipment (PPE) Version 3 Created: June 26, 2023 Revised: March 28 2024DRAFT SOG Reference: 208, 209, 210, 211 CFAI Reference: 11A F C FAYETTEVILLE ARKANSAS Standard Operating Guidelines (SOGs) will be developed and maintained by the Fayetteville Fire Department (FFD) concerning the use of the defined types of PPE. It will be the policy of the FFD to purchase and provide PPE that conforms to the current NFPA standard for each type of ensemble. The department recognizes that not every situation or every call will require every member to be in full PPE. Example: A Driver/Operator will not need to be in a full structural ensemble while working at a pump panel during a structure fire, however, a Safety Officer might need a full ensemble if they are downwind outside of the same burning structure. Department members are expected to rely on their training and best judgment when operating at a scene. ANY department member that is entering or working in an IDLH environment will wear the correct full ensemble for the environment they are in. For further information, reference specific SOGs for each type of PPE. 3 Fayetteville Fire Department Administrative Policies External Agency Relations Version 1 Created: March 24, 2023 Revised: November 7, 2024 SOG Reference: 119, 125, 128, 601, 602 CFAI Reference: Category 10: External Systems Relationships Purpose IOA CITY OP FAYETTEVILLE ARKANSAS The purpose of this policy is to establish and govern guidelines for cooperation between the Fayetteville Fire Department (FFD) and external agencies. Examples of such agencies are neighboring professional and volunteer fire departments, Central Emergency Medical Services (CEMS), The Arkansas Department of Emergency Management (ADEM), the Fayetteville Police Department (FPD), the University of Arkansas Police Department (UAPD), Washington Country Sherriff's Department (WCSO), and federal level departments or agencies. The FFD recognizes the importance of cooperation with external agencies in the event of large-scale emergencies, disasters, or other incidents that require a coordinated response. The department will work collaboratively with external agencies to ensure the safety of the public, emergency responders, and property. General Guidelines The FFD will maintain open lines of communication with external neighboring professional & volunteer fire departments, local law enforcement agencies, emergency medical services, state level agencies, and federal agencies. When a multi -agency response is requested or required the department shall follow National Incident Management System (NIMS) protocols. The department will work cooperatively with outside agencies to ensure a coordinated response to incidents and exchange information with other agencies as necessary to ensure the safety of the public, emergency responders, and property. Definitions Mutual Aid Mutual aid agreements are agreements between two or more jurisdictions to render assistance and resources to the other jurisdiction when requested. Automatic Aid Automatic aid that is pre -arranged between neighboring departments covering a specific area along the jurisdictional boundary that provide for automatic initial dispatch of both departments. 1. Typically referred as "Auto -Aid". 2. Resources are pre -identified for a planned response. Fayetteville Fire Department Administrative Policies External Agency Relations Version 1 Created: March 24, 2023 Revised: November 7, 2024 SOG Reference: 119, 125, 128, 601, 602 CFAI Reference: Category 10: External Systems Relationships Policy Cooperation with neighboring professional and volunteer fire departments Io" CITY OP FAYETTEVILLE ARKANSAS The FFD will cooperate with neighboring professional and volunteer fire departments through established automatic and mutual aid agreements. The FFD will work to maintain established agreements and seek to establish agreements with departments that we do not currently have. • Requests for mutual aid will be denied when the deployment of FFD resources outside the City would severely compromise the safety of Fayetteville citizens. 2. The FFD will provide mutual aid assistance to neighboring fire departments as requested, and neighboring departments will provide aid and assistance to the Fayetteville Fire Department when requested. The FFD shall follow the Arkansas Administrative Code that requires fire departments to provide aid to other fire departments and the Statewide Mutual Aid Plan of the Arkansas Association of Fire Chiefs. 3. Automatic Aid Agreements will be maintained by the Fayetteville Fire Department and provided to the appropriate dispatch centers for following neighboring departments. a. Springdale b. Wedington c. This agreement shall remain in effect for three (3) years from the date of signature. Either party may terminate this agreement by providing ninety (90) days' written notice to the other party.
