A RESOLUTION TO APPROVE AMENDMENT NO. 3 TO THE CONTRACT WITH TUNNELL-SPANGLER-
WALSH & ASSOCIATES D/B/A TSW IN AN AMOUNT NOT TO EXCEED $5,000.00 FOR PHASE 1
IMPROVEMENTS TO WALKER COMMUNITY PARK — PARK IMPROVEMENT BOND PROJECT
WHEREAS, on December 19, 2023, City Council approved Resolution 287-23 authorizing a contract with TSW, Inc.
for design services associated with Phase 1 improvements to Walker Community Park; and
WHEREAS, this amendment adds design services and construction documents for a landscape irrigation design for the
multi -use sports fields.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Rawn to sign
Amendment No. 3 to the contract with Tunnel -Spangler -Walsh & Associates d/b/a TSW in an amount not to exceed
$5,000.00 for Phase 1 improvements to Walker Community Park. A copy of Amendment No. 3 is attached to this
Resolution and made a part hereof.

Staff recommends entering a contract amendment with Tunnell-Spangler-Walsh & Associates DBA TSW
(Change Order #3) to provide landscape irrigation design and construction document services for Phase 1
improvements to Walker Community Park for the not -to -exceed amount of $5,000.
BACKGROUND:
TSW was contracted to create construction and bid documents and conduct construction administration
for Walker Park Phase One Improvements through Resolution 287-23.
DISCUSSION:
Walker Community Park and the surrounding neighborhood have seen much change over the past
several years. In Phase One of this project construction, the baseball fields south of 13th Street will
change to an area offering various recreational opportunities as shown in the new master plan (Exhibit C).
This amendment adds design services and construction documents for a landscape irrigation design for
the multi -use sports fields. These improvements support Phase One work (see Exhibit A).
BUDGET/STAFF IMPACT:
The amount requested for the irrigation design and construction documents work is $5,000 not -to -exceed
(see Exhibit B) from an unallocated bond account.

Exhibit A: Scope of Services
Construction Drawings Amendment #3, Walker Park
The construction drawings are for an additional area identified in the 2023 Master Plan and generally
outlined in Exhibit C: Work Areas. The City may have additional funds that could be used for this phase.
The project will consist of irrigation design for the flex sports fields, and new water meter and irrigation
component design. These improvements will tie seamlessly into work in the original contract and will be
bid with that work.
The team will consist of the following:
■ TSW (project management and landscape architecture)
■ Irrigation Consultant Services, Inc.
Exhibit B: Fees
Tasks L will be completed for $5,000. Tasks and Reimbursable Expenses will be completed/billed as a
NOT -TO -EXCEED (NTE) amount.
The project schedule is anticipated to increase by a total of 3-6 weeks.
