ENACT FEES FOR UTILITY TELEVISING SERVICES (AMEND CH. 51— WATER & SEWER):
AN ORDINANCE TO AMEND CHAPTER 51, WATER AND SEWERS OF THE FAYETTEVILLE CODE OF
ORDINANCES TO ENACT FEES FOR UTILITY TELEVISING SERVICES
WHEREAS, on February 18, 2025, the City Council passed Ordinance 6844 and adopted new user fees for utility
services; and
WHEREAS, the Utility Department staff identified the need to formalize a fee for the additional service of televising
which uses specialized cameras to inspect existing connections to evaluate if they are still usable rather than creating a
new tap; and
WHEREAS, televising represents a more cost-effective option than excavation and serves as an accurate diagnosis
without disrupting a line and, in instances in which a new tap is required, the televising fee will be credited to the tap
fee.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby amends Chapter 51, Water and Sewers
of the Fayetteville Code of Ordinances by enacting the following new fee below "4-inch sewer":

(B) Fees for connections where unusual field conditions exist shall be determined by the City Engineer. Unusual
field conditions would include but not be limited to the presence of rock, any state or U.S. Highway crossing,
extra thick concrete or asphalt paving, or conflicts with other utilities. The City Engineer may also modify the
stated fees if there are a number of taps to be made in the same location, or if a plumber or other contractor
is allowed to do the excavation.

SUBJECT: ENACT FEES FOR UTILITY TELEVISING SERVICES (AMEND CHAPTER 51 — WATER

RECOMMENDATION:
City staff recommend approval of an amendment to Chapter 51, Water and Sewers, of the Code of Ordinances
as described in Exhibit `A'.
BACKGROUND:
Following adoption of updated and new user fees in February 2025, Utility Department staff identified the need
to formalize an additional service: televising. Sewer televising uses specialized cameras to inspect existing
connections to evaluate if they are still usable rather than creating a new tap. Televising represents a more
cost-effective option than excavation and serves as an accurate diagnosis without disrupting a line.
DISCUSSION:
For customers, a televising fee offers the opportunity to evaluate existing sewer connections with the potential
to reuse them rather than create a new tap serving a residence or business. If the existing connection is viable,
the Utility Department will charge the proposed $275.00 fee, which is approximately 1/3rd the price of a new
tap ($855.00). In instances where a new tap is required, the Utility Department credits the televising fee to the
new tap's price.
BUDGET/STAFF IMPACT:
The City will be reimbursed for its costs in providing sewer televising services.
