I understand the concerns about large student housing complexes, but the passage of Agenda Item B.1 would result in too broad of an impact with undesirable side effects. The proliferation of large student housing complexes should be addressed separately with a more surgical approach that doesn't cause the city to lose the benefits of reduced parking minimums. Re-introducing higher parking mandates will raise construction costs and limit how many homes can be built...which is far from ideal considering the council declared a housing emergency less than a year ago! I also want to stress that increased parking mandates will make walkable, people-centered neighborhoods harder to achieve. The city has spent so much time, energy, and money on creating ambitious master plans with citizens' input— and I feel this amendment goes directly against the goals of such plans. I strongly believe that Fayetteville needs (1) more consistent parking violation enforcement and (2) better transit options. That’s how we support affordable, transit-friendly density—without backtracking on City Plan 2040’s goals.
