Attendants: Will Dockery, Rick McKinney, Lisa Orton, Lucas Regnier, Nancy Allen, Sarah
Harrell, Donna Daniels
Will Dockery called the meeting to order at 5:37 pm.
1. Minutes from 11/21/19 were approved.
2. Neighborhood News Roundtable
a. From Lucas Regnier - drainage work has begun in Little Missouri Creek
b. From Lisa Orton
i. No reports from her inquiries
ii. At the last city council meeting, 13 people spoke against the developer
and financial backer (Robert M. Dant) of the Markham Hill development.
Asked that they be willing to sell to a conservationist.
1. Concerned that out of state money is influencing city development
2. Fayetteville residents will be using public pressure to bring about
the sale of Markham Hill to conservationist
iii. Fourth week on the radio with Weekly Markham Hill Moment of History
1. Show is on KPSQ 97.3 FM Community Radio
2. Airs on Tuesdays and Thursdays at 8:00 am
iv. Last meeting as a board member
c. From Nancy Allen
i. Used to be there were volunteers to keep up parks - is that still going on
1. Will D - yes it is but not sure who the volunteers are, but he’ll
follow up.
d. From Rick McKinney
i. Homeless are making a mess at the back of Gregory Park. He’s asking
the Parks Dept to look into it. Will said it will depend on whether they’re
on private or public land.
ii. Deer still an issue - city did send out an email about deer population
iii. Issue with private parking lot on Dickson - Hawkeye Boot and Parking
Management
1. Car was booted within 5 minutes of stopping to pick up flags
placed for Pearl Harbor Day.
2. Worker/Supervisor did not wear name tags and were rude and
unprofessional.
3. No business license
4. No background check on the person doing the booting
5. No local management to contact
6. Stephanie Blakesly, manager of UofA Bookstore, reimbursed him
for his troubles.
7. Private Lots should have identifying information on owner and lot
management company
e. From Donna Davis - no other comments at this time
3. General Discussion
a. Membership
i. What wards need representation
1. W1 - 2 members
2. W2 - 1 member
3. W3 - 1 member
4. W4 - 1 member
b. Original Council of Neighborhoods - from Nancy Allen
i. Had a Beauty Mark program that recognized a business that made and
effort to beautify an area
ii. Worked on keeping Leverett open
iii. Ran from 2002 - 2011/2012
c. Need a Facebook Page created
d. Focus on next meeting should be to get the invitation out to attend the meetings
e. Jodie Root volunteers to replace Lisa Orton
i. Motioned and 2nd. All ayes
f. Ward 1 Town Hall meeting will be in January
g. Town Hall rules
i. Council Member(s) should do a 5 minute “state of the ward” presentation
then open the floor
ii. Audience should sign in if they wish to speak and will be given a 5 minute
time limit
iii. Rules can be suspended given size of crowd
iv. Changes can be made as needed and as voted on by the board
h. Current meeting time (5:30 pm) and date slot (3rd Thursday) were voted and
approved for the following year.
i. Will and Patti will figure out rooms and let us know.
i. Nancy Allen and Rick McKinney motioned for the committee name to be changed
from Neighborhood Information Forum to Council of Neighborhoods.
i. Lucas Regnier was outstanding nay - he was unsure if Mayor Jordan had
a purpose when he changed it to Neighborhood Interest Forum.
j. Nancy Allen requested we briefly discuss the proposed parking deck
i. Parking deck was proposed to replace the west parking lot by Wac that
will be used for Arts and Entertainment Corridor
ii. $10 million earmarked for deck. State law requires decisions on bond
money to be made in a timely manner.
iii. The parking deck must be close, affordable and one for one on parking
spots lost to parking spots created.
iv. Three spots are being considered
1. East lot across from Spring Street. North of bicycle shop. This is
a parking lot already owned by the city
2. Depot lot
3. Nadine Baum Studios - this is owned by the University and they
are not willing to sell it as of now
v. Fayetteville Housing Authority approached by staff to add affordable
housing to the lot
vi. Teresa Turk suggested digging down into the East Lot for partial
underground parking
vii. Question was asked to why we’re building it all since there is a new WAC
being built in Bentonville. Answer - Parking lot beside Fayetteville WAC
will be used for the cultural arts corridor and is legally bound by the bond.
viii. Another suggestion was for a liner building fronting the parking deck.
1. Housing fronts the street and the deck will be behind it like the Uof
A deck on Garland
2. Affordable housing could be earmarked for city servants, teachers,
grad students, and the U of A employees.
