HomeMy WebLinkAbout2019-09-19 - Minutes -Meeting:Neighborhood Interest Forum Date:September 19, 2019 Location:City Hall, Room 219 Attendants:Will Dockery, Nancy Allen, Robin Devine, Donna Daniels, Rick McKinney, Sonya Zimmer, Sarah Harrell and Mayor Lionel Jordan Will Dockery called the meeting to order at 5:36 pm. 1.Minutes from 07/18/19 were approved. 2.Neighborhood News Roundtable a.From Sarah Harrell i.Concerns with Crystal Springs Phase 4 traffic 1.Deane Solomon is two lane with no shoulder on west side a.From Mayor Jordan - traffic studies show that Deane Solomon can handle up to 10,000 cars a day b.No immediate plans to build up shoulder - will depend on development 2.Issues along Mt. Comfort .Possible signal at Woodlark Ln. a.If a turn lane is added, bike paths would be moved up to curb area b.From Sonya Zimmer - everything quiet c.From Nancy Allen .Nothing from Ward 2 specifically. i.Asked for more information regarding the petition going around concerning the limitation of garages to 1 per house. ii.Would like to know why we can’t have Ward meetings for all wards. Currently only Ward 4 has consistent meetings. iii.Traffic concern along Old Wire with the addition of separate biking lanes and pedestrian sidewalks 1.From the Mayor .The purpose was to create a separation of bike lane from pedestrian walkways to avoid accidents between the two. In this area there are a lot of kids that walk to school. a.One goal is to have 97% of the community within a 10 minute walk to a trail b.Traffic lanes were not narrowed with the installation of the bike/pedestrian lanes. c.Working towards trail system connecting Niokaska Creek at Gulley Park to Mud Creek trail. iv.Concerns about closing Center St for Farmer’s Market - limits the walkability to the market d.From Will Dockery i.Old Wire - cut down all trees on the south side 1.Urban forester will be inventorying where trees can be replaced. Going forward the city will be looking to add/keep trees when adding bike lanes/sidewalks ii.Will Porter Road be striped like Mt. Comfort 1.Intersection slated for rebuild iii.Lewis Soccer field now owned jointly by city and FPS e.From Robin Devine i.Thank you to the Parks Dept for putting the bench in Greathouse Park ii.Concerns about Beechwood Ave - there are three entrances onto 15th in one curve. This is unsafe. f.From Rick McKinney i.At the Washington Willows/ Ward 2 meeting the Ward 2 Alderman wouldn’t attend but the Mayor did. ii.Deer still a nuisance 1.From the Mayor - looking into resolutions, but receiving push back around a possible deer season within city limits iii.30th Annual Block Party for Olive, Rebecca, and Johnson on 10/26. g.From Donna Davis i.Along Mission there are 4 schools to navigate without turn lanes. How can we get this fixed? 1.From the Mayor - the city has to get permission from the State Department to make any changes. A petition would be a good place to start. h.From Shay Harper (guest from Ward 2) i.Not a lot of lighting in her area ii.Concerns with proposed trail expansion - no response from Alderman but did meet with Mayor and Parks Dept. 3.Vote on Mission Statement - passed with all Ayes 4.Presentation from Ted Jack - Park Planning Superintendent a.Around 1500 responses from park survey. Top 2 requests: i.Natural Spaces ii.Healthy Living b.Cyclocross - this has been going on for 100 years and this is the 2nd time the US has hosted. Event is planned for January 2022 c.Recreation area by Pump Station - chemical run off has been cleaned up and the area has been certified for recreation d.NIF questioned if there was a way to communicate Park plans such as a marquee or kiosk that will announce what’s going on with park development 5.Presentation from Leif Olsom - Associate Planner, Sustainability Department a.Styrofoam ban i.Alderman Turk created the ordinance where city operations won’t use single serve styrofoam ii.The only way to regulate is to ban it. City attorney is working on drafting the ordinance. This will also regulate to-go styrofoam containers iii.Restaurants currently not using styrofoam are doing it voluntarily. iv.Styrofoam ends up in our drinking water resource - Beaver Lake b.Plastic bags i.Little more difficult - retailers will switch to paper which is more expensive and has a higher life cycle cost. Other cities have implemented fees on paper or other type bags ii.Walmart plastic bags can be used in plastic deck boards made by a company out of Rogers. iii.Walmart will recycle all plastic bags - dry cleaner, yellow newspaper, etc iv.1500 plastic bags a year are used by families. In 2015, a single person used appx 319.5 bags. Based off Fayetteville’s population (86,750) that would be 28 million plastic bags a year 6.Presentation from Corey Granderson - Staff Engineer a.Responsible for 3 dams - Lake Wilson, Lake Fayetteville, and Lake Sequoyah b.Three forks of the White River drain into Lake Sequoyah i.Middle Fork and White River go into Sequoyah ii.West Fork doesn’t flow into Lake Sequoyah before Beaver Lake. Instead Lake Sequoyah is a sediment trap c.Recently finalized contract with Olsen Engineering to perform analysis and design. Items that need to be resolved are: .What to do with the material pulled out i.Quantifying how much sediment is being brought in ii.Any plan needs to be sustainable iii.Need a detailed Bathometric Survey iv.Sediment analysis throughout lake v.Sediment removal option or movement plant to create different levels in the lake d.Purpose of dredging - adds more volume to lake. In some areas it’s so shallow that summer heat affects lake life. It also gives the lake the capability to continue as a sediment trap. 7.Presentation from Garner Stoll - Development Services Director a.Over-occupancy - Fayetteville tries to regulate with the following guidelines i.No more than 4 cars in a driveway ii.Number of unrelated individuals that can occupy 1.Single family district - 3 2.Multi family district - 4 b.Change to definition of “Family” i.Related family will now be considered 1 and unrelated occupants will make up the difference ii.Change to ordinance is a clarification to the existing ordinance. c.Fayetteville is 60% Rental and 40% Homeownership 8.General a.Driveway Issue i.Neighborhood conservation district allows the driveway to be 10 - 18 ft (20% of lot) ii.Form based suggests that there is no parking between the front of the building and the street. iii.Rupple has several areas that were recently zoned as Form Based. 1.The change to the ordinance is in front of the council to grandfather those that have platted lots for the past 5 years. 9.Committee Business a.Next meeting is scheduled for October 17, 5:30 pm, room 111. b.Discussion around Membership rules was delayed until the October meeting c.Agenda for October i.Discuss Membership rules ii.Receive an update 1.What’s next on the bond issue 2.Driveway issue 3.Multi-use trail on Old Wire 4.Center Street closing for Fayetteville Farmers Market 5.The Entertainment District Will Dockery adjourned the meeting at 7:36 https://www.fayetteville-ar.gov/3659/Neighborhood-Interest-Forum
