HAWKINS-WEIR ENGINEERS, INC. (AMENDMENT NO. 2):
A RESOLUTION TO APPROVE AMENDMENT NO. 2 TO THE ENGINEERING SERVICES CONTRACT WITH
HAWKINS-WEIR ENGINEERS, INC. IN AN AMOUNT NOT TO EXCEED $65,900.00 FOR ADDITIONAL
DESIGN AND CONSTRUCTION SERVICES ASSOCIATED WITH THE FAYETTEVILLE RECYCLING AND
TRASH COLLECTIONS DIVISION
WHEREAS, on November 16, 2021, the City Council passed Resolution 282-21 approving a professional engineering
services agreement with Hawkins -Weir Engineers, Inc. for design and bidding services for Recycling and Trash
Facility improvements; and
WHEREAS, on October 4, 2022, the City Council passed Resolution 220-22 approving Amendment No. 1 to the
professional engineering services contract with Hawkins -Weir Engineers, Inc. for construction management services
for the transfer station floor slab demolition, removal and replacement; and
WHEREAS, the design, bidding and construction management for the first phase of Recycling & Trash Facility
improvements to the transfer station floor have been completed; and
WHEREAS, Amendment No. 2 will replace the existing transfer station side walls with new 'h" steel walls and rear
chute with '/4" steel, added support beams, concrete armoring, new access ladder, electrical relocation and pit approach
concrete replacement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Rawn to sign
Amendment No. 2 to the engineering services contract with Hawkins -Weir Engineers, Inc. in an amount not to exceed
$65,900.00 for additional design and construction services associated with the Fayetteville Recycling and Trash
Collections Division.

Approval of contract amendment #2 in the amount of $65,900 with Hawkins -Weir Engineers Inc. for additional
design and construction services associated with the Fayetteville Recycling and Trash Collections Division —
solid waste transfer station metal push wall replacement project
BACKGROUND:
The City of Fayetteville operates a solid waste transfer station and recycling processing facility located at
1560 S. Happy Hollow Rd. The facilities are used to receive and process solid waste and recyclables that
are collected from residents and businesses in Fayetteville. Solid Waste is deposited from residential,
commercial and roll -off trucks to the transfer station floor where it is pushed and packed into open top
transport trucks for hauling to the WM Landfill in Tontitown, AR.
Normal wear and tear on the RTC facilities over the past several years has necessitated several
improvements. In November 2021, the City Council approved a contract with Hawkins -Weir Engineers Inc.
for design and bidding services for Recycling & Trash Facility Improvements.
DISCUSSION:
Hawkins -Weir has completed the design, bidding and construction management for the first phase of
Recycling & Trash Facility improvements to the transfer station floor.
This contract amendment is for additional design and construction management services associated with
the transfer station metal push wall replacement project. The current transfer station metal push walls are
deteriorated due to daily wear and tear over the past 30 years and are in need of replacement.
Improvements will replace the existing transfer station side walls with new steel walls and rear chute
with 1/4" steel. Additional work includes added support beams, concrete armoring, new access ladder,
electrical relocation and pit approach concrete replacement.
BUDGET/STAFF IMPACT:
Under Amendment No. 2, the maximum not -to -exceed amount authorized for these services is $65,900.
Funding for this work will come from the Recycling and Trash Collections Capital Improvement Fund.

In accordance with the AGREEMENT For PROFESSIONAL ENGINEERING SERVICES for the
Fayetteville Transfer Station Improvements (HW Project No. 2021061), dated November 16, 2021,
between the City of Fayetteville, Arkansas (hereinafter called Owner) and Hawkins -Weir Engineers, Inc.
(hereinafter called Engineer), Owner hereby authorizes Engineer to proceed with engineering services as
modified by this Amendment No. 2.
SECTION 1— SCOPE OF SERVICES
1.1 Amendment No. 2 is for additional design services associated with the Fayetteville Transfer Station
Improvements — Metal Push Wall Replacement project (Task E) and construction management services
(Task F) for the Fayetteville Transfer Station Improvements — Metal Push Wall Replacement associated
with Owner's Project No. 24-47). Tasks E and F services are detailed in the Engineer's attached Scope of
Services dated January 27, 2025.
SECTION 2 — TIME OF SERVICE
2.1 The scope of services as defined above is based on addressing Task E prior to the receipt of bids
on the Owner's project 24-47 in early 2025 and then completing the Task F services within a 60-calendar
day construction Contract Time in 2025 for the Owner's Project No. 24-47. Engineer will proceed with
providing the services set forth herein immediately upon execution of this Authorization by all parties.

SECTION 3 — COMPENSATION
3.1 Owner shall compensate Engineer for providing the services set forth herein in accordance with the
terms of the Agreement. Total payment for Scope of Services described herein shall not exceed Six . -Five
Thousand Nine Hundred and 00/100 Dollars ($65,900.00) without written approval of Owner. These
additional services adjust the Agreement's not to exceed fee to $241,060.00 and increase the not to exceed
reimbursable expenses to $54,080.00.
