MIKE PARKER (COST SHARE AGREEMENT):
A RESOLUTION TO APPROVE A COST SHARE AGREEMENT WITH MIKE PARKER IN AN AMOUNT NOT
TO EXCEED $15,600.00 FOR THE INSTALLATION OF A FIRE HYDRANT AND RELOCATION OF WATER
SERVICE LINES ALONG NORTH VANDEVENTER AVENUE
WHEREAS, Mike Parker has proposed to construct three single-family homes along North Vandeventer Avenue
between West Lawson Street and West Holly Street on lots that were formerly part of a single large estate lot; and
WHEREAS, in order to service these houses, the developer installed approximately 300 feet of 8-inch diameter
waterline from W. Holly St. north, a fire hydrant, new water meters, and tied over existing water meters in the project
vicinity; and
WHEREAS, the waterline benefits existing customers in the area by adding a new fire hydrant where none existed,
adding capacity due to the larger water line, and by adjusting existing water meter feeds to be compliant by being
connected to the new main; and
WHEREAS, the development team requests that the City enter into a cost share agreement to reimburse the costs
associated with the fire hydrant installation and existing customer meter re -connections.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Rawn to sign a cost
share agreement with Mike Parker in an amount not to exceed $15,600.00 for the installation of a fire hydrant and
relocation of water service lines along North Vandeventer Avenue.

Staff recommends approval of a cost share agreement with Mike Parker in an amount not to exceed
$15,600.00 for the installation of a fire hydrant and relocation of water service lines along N. Vandeventer Ave.
BACKGROUND:
Infill development is proposed by Mike Parker along N. Vandeventer Ave. between W. Lawson St. and W.
Holly St. (parcels 765-13906-001, 765-13906-004, and 765-13906-005). These three lots were formerly part of
a large estate lot and have been subdivided. Large single-family homes are proposed.
DISCUSSION:
In order to service these houses, the developer installed a waterline from W. Holly St. north approximately 300-
FT of 8-inch diameter waterline, a fire hydrant, new water meters, and tied over existing water meters in the
project vicinity.
This waterline benefits existing customers in the area by adding a new fire hydrant where none existed, adding
capacity due to the larger water line, and by adjusting existing water meter feeds to be compliant by being
connected to the new main directly across from the meter location. Beforehand, these meters had long, non-
compliant service lines feeding across neighboring properties.
The development team requests that the City enter into a cost share agreement to reimburse the costs
associated with the fire hydrant installation and existing customer meter re -connections for a total cost share
request of $15,600.00.
BUDGET/STAFF IMPACT:
Funds are available in the Water & Sewer Impact Fee Cost Sharing account.

CONTRACTUAL AGREEMENT FOR
COST SHARE OF WATER MAIN INSTALLATION COSTS
This Agreement, made and entered into on this 4 day of March, 2025, by and between
the City of Fayetteville, Arkansas ("City") and Mike Parker, witnesseth:
WHEREAS, Mike Parker has requested that the City share in the cost of constructing a
new fire hydrant and reconnecting two existing water service lines for an 8-inch water main along
a portion of North Vandeventer Avenue as part of the development of the area north of West Holly
Street; and
WHEREAS, constructing this fire hydrant and relocating these water service lines will
allow development of this property, will extend water service to an area in the core of the City that
has never been served before, and will also provide for ample future capacity which the City
recognizes will be necessary for the area that is served by this water main; and
WHEREAS, § 51.112 of the Fayetteville City Code provides that "the City shall pay the
excess material cost of facilities of a size larger than required to service subdivisions when such
excess size is specified and required by the water and wastewater director for the general benefit
of the water system."
NOW, THEREFORE, the City of Fayetteville, Arkansas and Mike Parker agree as
follows:
1. The City of Fayetteville, Arkansas agrees to:
A. Reimburse Mike Parker for 100% of the cost to install a fire hydrant and
relocate two existing water service lines in the area identified in Exhibit "A" up
to a maximum -not -to -exceed amount of $15,600.00 as was estimated by the
builder's representative and shown on Exhibit "B", attached.
B. Payments due to Mike Parker, shall be remitted within sixty (60) days after
receipt of valid invoices.
2. Mike Parker agrees to:
A. Provide the necessary and normal project management, inspection, and testing
as necessary for a complete and acceptable water main installation, including
submittal of plans and specifications to the City's Engineering Department, per
their standard procedures.
B. Provide a copy of the invoices from the Contractor upon City approval of the
fire hydrant and water service line relocations.

C. Pay for the fire hydrant and water service line relocations (with reimbursement
of 10,00o of the cost by the City of Fayetteville in a not -to -exceed amount of
$15,600.00.

In regards the waterline extension along the Vandeventer (re GRD-2023-0117) we are kindly seeking a
cost share with the city for this extension to install a fire hydrant along a street that currently doesn't have one,
and the cost to move existing (non -conforming) water meters onto the new line. We are not asking for a cost
share for the majority of the extension, as it namely serves future development on the east side. However, we
do feel that these upgrades that we are asking for, are improvements that enhance the water distribution
system of the City of Fayetteville.
Attached herewith, is the awarded bid to Sweetser Construction for the overall project. For our cost
share request, we kindly ask that the city participate in the cost of the following:
Fire Hydrant: $12,000
Re -connect existing water services: $3,600
