I am writing in regard to several items on tonight's agenda. B.1. Repeal Ordinance 6800: I would like to register my opposition to the repeal of ordinance 6800. At this time, it is my understanding that this ordinance does not violate state law and that the AG's opinion on the matter is non-binding. I work with international students at the university and I see how they struggle with finding affordable housing and when applying for housing, they are burdened by excessive application fees. I don't think we should proactively be repealing this ordinance. In the event that the legislature does pass Arkansas SB91, then at that point we should possibly consider repeal. B.2. Appeal: PZD-2024-0005: (N. Rupple Rd. & W. Salem Rd./Foxtail Meadows, 205): I would like to register my support for this appeal and development. While I would like to see density and mixed use concentrated within the "Growth Tier Centers" outlined in the City Plan 2040, I don't see anything wrong with some gentle density here. I actually live just a few minutes drive from this development and as a child I attended school at nearby Holcomb Elementary and Holt Middle school. I think the opposition from the neighbors is unfounded. Additionally, the developer, Flintlock Labs, has a strong record in thoughtful placemaking and will do a great job with this project. I hope that you support their appeal. C.4. Ordinance 114.02 - Farmer's Market (Amendment): This seems like a common sense amendment, I hope that you support it. C.5. Truth in Leasing (Ordinance): I urge you to support this ordinance. Arkansas has some of the worst renter protections in the country and I would like our city to do everything we can to protect renters here. Especially due to the fact that we have such a high number of renters here. On the side, I also manage a small apartment complex at 835 W. Lawson St. (Georgetown Apartments) and I am not threatened or concerned about this ordinance. Thank you for your consideration! Clark Eckels 1
