NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Rawn to sign a cost share agreement with Fayetteville Public Schools in the amount of $400,000.00 for the extension of East Joyce Boulevard. Joyce Blvd and approval of a Budget Adjustment. BACKGROUND: Fayetteville Public Schools (FPS) has recently purchased property located on the northeast side of the intersection of E Joyce Blvd and N Crossover Road. FPS is proposing the construction of a Junior High School on the property. The City's Master Street Plan includes a new location for Joyce Blvd across this property, and FPS is proposing to construct this street connection in advance of the construction of the school. DISCUSSION: FPS has provided an estimate of $3.12 million in total for the project and has requested that the city share in the amount of 1/3 of the project cost, or $1,039,092. As noted in the request letter, this roadway project will improve traffic flow along Joyce and will increase the capacity of the intersection at the intersection with Crossover Road. The new route will serve the general public traffic flow and will allow existing Joyce to serve primarily as an access point for the school, which will help prevent any congestion issues caused by school traffic. After review of this request, and consideration of the request versus available funding, staff recommends a contribution in the amount of $400,000. At its January 28,2025 meeting, the Transportation Committee voted to forward this cost share agreement to the city council with a recommendation for approval of $400,000. Joyce Blvd Extension. While this roadway will serve the new Woodland Junior High School, it will also serve as a crucial upgrade of the Master Street Plan for E. Joyce Blvd. This extension will alleviate heavy congestion at the existing 265/Joyce intersection and serve as the gateway from the County into the City of Fayetteville. Much thought and consideration has gone into the design of this new roadway, which will have two roundabouts, a 12' trail on the west side of the roadway, portions will have on -street parking, and a new water and sewer main will be extended along this new corridor. This new roadway will safely move cars and pedestrians east and west and we kindly request that the City help participate in a cost share for this project. Bak Jorgensen, PE CONTRACTUAL AGREEMENT FOR COST SHARE OF STREET IMPROVEMENT COSTS This Agreement, made and entered into on this day of February 2025, by and between the City of Fayetteville, Arkansas ("City") and Fayetteville Public School District ("FPS"), witnesseth: WHEREAS, FPS has a planned development on the East side of N Crossover Road which requires the re -alignment of E Joyce Blvd through their property; and WHEREAS, it would benefit the City to have this portion of E. Joyce Blvd. constructed in the proposed location along with the other proposed improvements for this development. NOW, THEREFORE, the City of Fayetteville, Arkansas and Fayetteville Public School District agree as follows: 1. The City of Fayetteville, Arkansas agrees to: A. Reimburse FPS for $400,000 of the cost of construction of E. Joyce Blvd. as approved with the school development. B. Payments due to FPS, shall be remitted within sixty (60) days after receipt of valid invoices. 2. Fayetteville Public School District agrees to: A. Provide the necessary and normal project management, inspection, and testing as necessary to complete the work in accordance with the City of Fayetteville Minimum Street Standards, and City Standard Details, both of which are available at hqp://www.fayetteville-ar.gov/445/En ing eering-Specs-Details B. Provide a copy of the invoices from the Contractor upon completion and City approval of the improvements. C. Pay for the street improvements with a not to exceed reimbursement of $400,00.00 of the cost by the City of Fayetteville. 3. It is further understood that the contract for construction is between FPS and their Contractor and that the City has no contractual obligation with either the Contractor or any agent for FPS The City's only obligation shall be to participate in a contractual agreement with a not -to -exceed amount of $400,000.00 for the associated street improvements.
