Community Arts Program (CAP) Proposal
Purpose
The City of Fayetteville’s Parks, Natural Resources, and Cultural Affairs Department invites
artists, organizations, and performers to submit proposals for the Community Arts Program
(CAP). This initiative provides funding for creative activations, events, and programs that
engage the community and enhance the vibrancy of Fayetteville’s parks, with a special emphasis
on the Ramble. CAP seeks to foster artistic experiences that encourage public gathering and
enjoyment while enriching Fayetteville’s cultural landscape.
Program Guidelines
Arts and Culture Focus: All proposed activations must have a strong artistic or cultural
component, such as performances, workshops, installations, or interdisciplinary projects.
Location: Proposed activities must take place in a City of Fayetteville Park, with priority given
to proposals that activate the Ramble.
Timing: Activations cannot take place on Fridays between 5:30 PM and 7:30 PM. All
activations must be scheduled and take place in the 2025 Calendar year.
Funding: Funding amounts range from $500 to $7,000, based on the scope and impact of the
proposal.
Duration: Possible activation durations include one-time events, monthly or weekly activities,
or passive activations (e.g. installations). Events or activations must occur over a set amount of
time described in the proposal. Passive activations (e.g., installations) should target a timeframe
between 30 and 90 days.
Community Accessibility: Funded projects must be free and open to the public.
Thematic Considerations While themes are open, content must be family-friendly, suitable
for outdoor spaces, and accessible to a diverse audience.
Eligible Categories
CAP encourages proposals in the following categories:
o Performance/Music: Theater, music, dance, storytelling, soundscapes, pop-up
performances, street performance, and happenings.
o Education: Interactive or participatory projects that engage and teach the public.
This can include art classes, social dance classes, make and take projects, etc.
o Visual Art: Painting, sculpture, fabric art, kinetic art, digital art, and more.
Eligibility
• Open to individual artists, nonprofit organizations, and community groups with
experience in arts programming or community engagement.
• Proposals must comply with all park rules and regulations.
• Depending on the nature of the activation, general liability insurance may be required.
We encourage all proposals to budget and plan for insurance.
Application Process
Deadline
Applications are accepted on a rolling basis, with reviews occurring monthly after the 15th of the
month through July 2025, or until annual funding has been entirely committed.
How to Apply
Applicants must submit the following:
1. Contact Information:
Name, organization (if applicable), email, and phone number.
2. Program Description:
Program title, detailed description, artistic focus, and intended audience.
3. Park Location and Schedule:
Preferred park location(s) and proposed date(s)/time(s).
4. Goals and Outcomes:
A brief explanation of how the activation will benefit the community and align with
CAP’s objectives.
5. Budget:
A detailed budget, including the requested funding amount.
6. Support Materials:
Examples of past work (e.g., photos, videos, press clippings, etc.).

Selection and Evaluation
Applications will be reviewed in the order received by a subcommittee of the Fayetteville Arts
Council based on the following criteria:
• Arts or cultural focus and value
• Feasibility of implementation
• Community impact and accessibility
• Creativity and innovation
Applicants will be notified of their proposal status within two weeks of each review date.
Funding Details
• Award amounts range from $500 to $7,000.
• Total CAP program funding for 2025 is $35,000.
Additional Information
Permitting Applicants are responsible for obtaining any required city permits for their
activation if it will serve more than 75 people at a time and/or requires additional
permissions like noise variances, street closures or parking assistance.
Insurance Depending on the nature of the activation, general liability insurance may be
required. We encourage all proposals to budget and plan for insurance.
Inclement Weather In the event of inclement weather for a scheduled activation, the
activation should be able to be rescheduled.
Marketing Support The City may assist with promotion through official communication
channels, but applicants are encouraged to conduct their own outreach.
Post-Event Reporting A brief post-activation report is required, including attendance
numbers, community impact.

BRIEF

This six-sided steel sculpture is designed as a tribute to
Officer Stephen Carr. The structure features blue
plexiglass strips securely fastened into the steel. The
steel panels are welded to a backdrop with small
spacers, creating a layered effect that allows light to
cast dynamic shadows through the piece.
Each of the sculpture's sides tells a unique story. Four
of the sides display intricate patterns representing
elements meaningful to Officer Carr: pine trees, deer,
the American flag, and football. Each of these panels
have two layers, negative shapes cut into the steel on
the first, with positive space shapes on the second
panel, creating depth and interplay. Two additional
sides feature Officer Carr’s badge and badge number,
along with his name, "Officer Stephen Carr," etched as
a lasting symbol of his service.

Call for Historic Photography: Fayetteville’s Life on Dickson Street : Picture of Dickson
Overview: The City of Fayetteville is seeking approximately 30 photographs that showcase the
vibrant history of Dickson Street over time and the life, entertainment and . Selected
photographs will be displayed on construction fencing in the Upper Ramble as part of an
outdoor art exhibition celebrating the street's rich cultural and artistic heritage of the city's
downtown. The anticipated display period will be from May 2025 through 2026.
Licensing Fee: A $250 licensing fee will be awarded for each selected photograph.
Submission Deadline: All entries must be submitted by April 1, 2025. Each entry will be for one
selected photograph. Individuals or organizations submitting are limited to 4 entries.
Eligibility:
• Open to photographers, collectors, organizations, and historians with access to historic
images of the Entertainment District.
• Images must have significance to Fayetteville and depict aspects of the Entertainment
District’s cultural, musical, or social history.
• Photographs may be from private collections, archives, or personal documentation, but
applicants must have permission to submit and license the images.
Submission Guidelines:
Image Specifications:
o High-resolution digital files (minimum 300 dpi, preferred TIFF or high-quality
JPEG format).
o Black and white or color photographs accepted.
o Minimal digital enhancements allowed; the integrity of historic images should be
preserved.
Description Requirements:
o Each submission must include the following metadata:
Title of the image
Approximate date the photograph was taken
Description of the image (who/what is depicted, location, significance)
Source or photographer credit (if known)
Documentation of permission to use the image if you aren't the
photographer
Submission Format: All images and information should be submitted via the online application
portal
Selection Criteria: A panel of historians, artists, and Fayetteville Arts Council representatives will
review submissions based on the following criteria:
• Artistic value, visual composition and clarity
• Relevance to the downtown, Dickson Street or Entertainment District’s history
• Suitability for large-scale outdoor display
• Uniqueness
Usage Agreement: Selected photographers will grant the City of Fayetteville a non-exclusive
license to reproduce and publicly display the submitted photograph for the duration of the
exhibition. Proper credit will be given in all instances of display.
Notification of Selection: Applicants will be notified of their selection status by April 30.
