Stephen Carr Memorial Blvd. Fayetteville, AR 72704 (479) 587-7122 FOURTH JUDICIAL DISTRICT DRUG TASK FORCE 1800 North Stephen Carr Memorial Blvd. Fayetteville, Arkansas 72704 MEETING 01/15/2025 MINUTES The Fourth Judicial District Drug Task Force Control Board meeting was held on January 15, 2025. Those present were: Mike Reynolds, Chief- Fayetteville Police Department Jay Cantrell, Sheriff- Washington County Sheriff's Office Frank Gamble, Chief- Springdale Police Department Bryan Watts, Chief- Elkins Police Department Charles Mcllroy Sergeant- 41h Judicial Drug Task Force Willie Newman, Fiscal Director- Fayetteville Police Department Cara Murdoch, Administrative Assistant- 4th Judicial Drug Task Force Tad Scott, Deputy Chief- Washington County Sheriff's Office Derek Hudson, Assistant Chief- Springdale Police Department Jason French, Captain- Fayetteville Police Department Jeff Taylor, Captain -Springdale Police Department Chris Moad, Lieutenant- Fayetteville Police Department Sam Martin, Law Enforcement Legal Advisor- Washington County Sheriff's Office Chief Mike Reynolds called the meeting to order. Upon roll call, the above -listed members were acknowledged as present. Copies of the minutes from the December 18, 2024 meeting were distributed to all present. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve the minutes. The motion was approved unanimously. Chief Mike Reynolds welcomed and introduced the new Washington County Prosecuting Attorney, Brandon Carter. A copy of the financial report for the Grant FY2024-2025 was distributed to all present for review, the period ending December 31, 2024. Willie Newman stated the total expense to date was $497,119.00, which included JAG Funding $113,117.00, Prosecutor's Association $211,863.00, AR FY2024 2nd Spending Plan $20,232.00, Gulf Coast HIDTA $91,101.00, Local JAG $40,996.00, and Non -Allowed $19,809.00. Sergeant Charles Mcllroy reported on the task force's activity from December 1, 2024, through December 31, 2024, and a copy of the statistics was distributed to all present. Mcllroy stated that the task force opened 25 cases in December, closed 25, and made 15 arrests. Mcllroy further noted that $8,055.00 was expended for the purchase of evidence and $1,520.00 for the purchase of information. Mcllroy stated that drugs seized during the month included: methamphetamine, marijuana, cocaine, ecstasy, psilocybin mushrooms, and pharmaceuticals. Mcllroy said that 14 warrants were served. Also noted were 4 drug convictions for December. The task force seized $6,341.00 in U.S. currency during the month. The locations of DTF Enforcement Action for the month were Fayetteville, 16 cases; Springdale, 7 cases; and Farmington, 2 cases. Sergeant Charles Mcllroy reported on the following dispositions. DTF 24-019 (State of Arkansas v Darian Shelley) was a Drug Task Force arrest in Fayetteville, resulting in the seizure of $1,582.00 on June 10th, 2024. $316.40 went to the Arkansas State Drug Director's Office, and $474.60 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $791.00 go to the Drug Task Force and the remaining balance be based on current staffing (Fayetteville 37.5%, Springdale 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On June 10th, 2024, detectives with the Drug Task Force contacted Shelley on a traffic stop after making numerous purchases of psilocybin mushrooms from him during controlled buy operations. Shelley had $1,034.00 US currency on his person. A search of the residence revealed 39.62g of marijuana, 38.38g of THC wax, paraphernalia, a 12 gauge shotgun, ammunition, drug paraphernalia indicative of sales, and an additional $548.00 US currency. Shelley was arrested and the contraband was seized. Chief Bryan Watts made a motion, seconded by Sheriff Jay Cantrell, to approve this recommendation. The motion was approved unanimously. DTF 24-088 (State of Arkansas v Remano Fowler) This was a Drug Task Force arrest in Fayetteville, resulting in the seizure of $5,880.00 on March 28, 2024. $1,176 went to the Arkansas State Drug Director's Office, and $1,764.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $2,940.00 go to the Drug Task Force and the remaining balance be based on current staffing (Fayetteville 37.5%, Springdale 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On March 28, 2024, detectives with the Drug Task Force contacted Fowler at a motel in Fayetteville. A search of his room revealed 3.01lbs of methamphetamine, 4lbs of cocaine, 43.25 Alprazolam pills, 6 oxycodone pills, 46 ecstasy pills, 5.6g of marijuana, paraphernalia, and $5,880.00. Fowler was arrested, and the contraband was seized. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve this recommendation. The motion was approved unanimously. DTF 24-108 (State of Arkansas v Jarren Brown) This was a Drug Task Force arrest in Fayetteville, resulting in the seizure of $20,220.00 on May 22, 2024. $4,044.00 went to the Arkansas Drug Director's Office, and $6,066.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total $10,110.00 go to the Drug Task Force and the remaining balance be based on current staffing (Fayetteville 37.5%, Springdale 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On May 22, 2024, detectives with the Drug Task Force contacted Brown at his residence in Fayetteville after making numerous purchases of cocaine from him during controlled buy operations. A search of his residence revealed 48.8g of cocaine, 8g of crack cocaine, 31 Xanax pills, 75.2g of marijuana, 13 buprenorphine and naloxone sublingual films, paraphernalia, and $20,220.00 US currency. Hughes was arrested, and the contraband was seized. Chief Frank Gamble made a motion, seconded by Chief Bryan Watts, to approve this recommendation. The motion was approved unanimously. DTF 24-146 (State of Arkansas v Latrell Richmond) This was a Drug Task Force arrest in Springdale, resulting in the seizure of $1,550.00 on June 25, 2024. $310.00 went to the Arkansas Drug Director's Office, and $465.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total $775.00 go to the Drug Task Force, and the remaining balance be based on current staffing (Fayetteville 37.5%, Springdale 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On June 25, 2024, detectives with the Drug Task Force contacted Richmond at his residence in Springdale. A search of his residence revealed 3,136 fentanyl pills, 2.72lbs of methamphetamine, 165.88g of marijuana, a 9mm pistol, paraphernalia, and $1,550.00 US currency. Richmond was arrested, and the contraband was seized. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve this recommendation. The motion was approved unanimously. DTF 24-105 (State of Arkansas v Lucky Bannavong) This was a Drug Task Force arrest in Springdale, resulting in the seizure of $2,695.00 on June 25, 2024. $539.00 went to the Arkansas Drug Director's Office, and $808.50 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total $1,347.50 go to the Drug Task Force, and the remaining balance be based on current staffing (Fayetteville 37.5%, Springdale 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On June, 25, 2024, detectives with the Drug Task Force contacted Bannavong at his residence in Springdale. A search of Bannavong's person revealed methamphetamine, a .40 pistol, and $2,695.00 US currency. Bannavong was arrested, and the contraband was seized. Chief Frank Gamble made a motion, seconded by Chief Bryan Watts, to approve this recommendation. The motion was approved unanimously. DTF 24-210 (State of Arkansas v Stephanie McCarty) This was a Drug Task Force arrest in Washington County, resulting in the seizure of $4,000.00 on August 27, 2024. $800.00 went to the Arkansas Drug Director's Office, and $1,200.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total $2,000.00 go to the Drug Task Force, and the remaining balance be based on current staffing (Fayetteville 37.5%, Springdale 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On August 27, 2024, detectives with the Drug Task Force learned a subject would be meeting with McCarty to pay back a drug debt for several pounds of methamphetamine. Detectives monitored the transaction and seized the $4,000.00 US currency from McCarty once it was completed. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve this recommendation. The motion was approved unanimously. DTF 24-123 (State of Arkansas v Edgar Leonardo Martinez -Cruz) This was a Drug Task Force arrest in Springdale, resulting in the seizure of $2,805.00 on July 25, 2024. $561.00 went to the Arkansas Drug Director's Office, and $841.50 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total $1,402.50 go to the Drug Task Force, and the remaining balance be based on current staffing (Fayetteville 37.5%, Springdale 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On July 25, 2024, detectives with the Drug Task Force contacted Martinez -Cruz at his residence in Springdale. A search of the residence revealed 1.07 Ibs of methamphetamine, 255g of fentanyl, a key to a Chevrolet Malibu, and $2,805.00 US currency. Detectives obtained and executed a separate search warrant on the vehicle. A search of the vehicle revealed an additional 8.3 Ibs of methamphetamine. Martinez -Cruz was arrested, and the contraband was seized. Chief Frank Gamble made a motion, seconded by Chief Bryan Watts, to approve this recommendation. The motion was approved unanimously. DTF 24-183 (State of Arkansas v Hunter Smith) This was a Goshen Police Department arrest, resulting in the seizure of $1,220.00 on August 4, 2024. $244.00 went to the Arkansas Drug Director's Office, and $366.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total $610.00 go to the Drug Task Force, and the remaining balance go to the Goshen Police Department. Notes: On August 4, 2024, a Goshen Police Department patrol officer arrested Hunter Smith for being in possession of 200g of marijuana and the currency. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve this recommendation. The motion was approved unanimously. OTHER BUSINESS Financial Director Willie Newman, Captain Jason French, and Sergeant Charles Mcllroy will attend the High Intensity Drug Trafficking Area (HIDTA) Budget Writing meeting for 2026, in Biloxi, Mississippi. Willie Newman mentioned a slight increase in overtime money, but other than that, everything looks to stay the same with the funding. PUBLIC COMMENT • Consideration was asked in reintegrating the hybrid meetings. • What dictated the dispositions being a part of this meeting since they weren't specific to December? • In the summary, there are 3 Operations Disrupted. How do you define Operations Disrupted? Chief Mike Reynold requested a date and time for the next meeting. The next meeting will be on February 19, 2025, at 1:30 P.M., at the Springdale Police Department, 201 North Spring Ave., Springdale, AR., Arkansas.
