A RESOLUTION TO AUTHORIZE THE MAYOR TO ACCEPT THE TRANSFER OF THE NORTHWEST
ARKANSAS REGIONAL MOBILITY AUTHORITY'S 2023 TRANSPORTATION ALTERNATIVES PROGRAM
AWARD IN THE AMOUNT OF $144,000.00 TO CONSTRUCT A SIDE PATH FOR HIGHWAY 112, AND TO
APPROVE A BUDGET ADJUSTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Rawn to accept the
transfer of the Northwest Arkansas Regional Mobility Authority's 2023 Transportation Alternatives Program Award in
the amount of $144,000.00 to construct a side path for Highway 112 and further authorizes Mayor Rawn to execute any
other documents necessary to receive the funds.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of
which is attached to this Resolution.

path
RECOMMENDATION:
Staff requests Mayor's approval of the transfer of the Northwest Arkansas Regional Mobility Authority's 2023
Transportation Alternatives Program award in the amount of $144,000 to be used for Job 040720, Poplar St. —
Drake St. (Fayetteville) (S) to construct a 12-foot side path and approval of a budget adjustment to recognize
the revenue.
BACKGROUND:
The City has been working with the Arkansas Department of Transportation (ARDOT) for many years on the
plans to improve Highway 112 (Garland Ave.) from Poplar St. extending north to Drake Street. In January of
2017 resolution 27-17 was approved to establish a partnering agreement with ARDOT for improvements along
Highway 112.
DISCUSSION:
ARDOT agreed to fund the Highway 112 improvements from Poplar Street to Drake Street, however the
funding is limited to the typical design section for an urban state highway. The cost of additional features
outside of the standard scope that increase the total cost beyond that of the typical design section will be the
responsibility of the City.
The improvements to Highway 112 include a 12-foot shared use paved trail (side path). Because the cost of
this trail is beyond the typical section, the cost will be the responsibility of the City.
BUDGET/STAFF IMPACT:
The Northwest Arkansas Regional Mobility Authority has awarded $144,000 to fund the construction of the 12-
foot side path.

The Northwest Arkansas Regional Mobility Authority (NWARMA) was awarded $144,000 in
Transportation Alternatives Program funding in 2023 for the Heritage Springs Trail from Poplar Street to
Drake Street in Fayetteville.
The NWARMA Board of Directors met on December 4, 2024 and approved Resolution No. 2024-03
transferring the awarded funds to the City of Fayetteville for Job 040720, Poplar St. — Drake St.
(Fayetteville) (S). Please find the resolution enclosed.

A RESOLUTION REQUESTING THE TRANSFER OF $144,000 2023 ARDOT TAP FUNDS
FOR HIGHWAY 112 HERITAGE SPRINGS TRAIL (POPLAR STREET TO DRAKE STREET IN FAYETTEVILLE)
TO THE CITY OF FAYETTEVILLE FOR JOB 040720, POPLAR ST. — DRAKE ST. (FAYETTEVILLE) (S)
TO CONSTRUCT A 12-FOOT SIDEPATH
WHEREAS, the Northwest Arkansas Regional Mobility Authority (RMA) was awarded a $144,000
Transportation Alternatives Program (TAP) funding by the Arkansas Department of Transportation
(ARDOT) in 2023 for the Heritage Springs Trail from Poplar Street to Drake Street in Fayetteville; and
WHEREAS, the Highway 112 planned 12-foot sidepath, using federal funding, will be open and available
for use by the general public and maintained by local government for the life of the project; and
WHEREAS, ARDOT and the City of Fayetteville have a partnership agreement for Job 040720, Poplar St. —
Drake St. (Fayetteville) (S); and
WHEREAS, transferring these ARDOT TAP funds from the RMA to the City of Fayetteville meets the
purpose and intent of the awarded grant funds to construct the 12-foot sidepath along Highway 112
from Poplar Street to Drake Street in Fayetteville.
NOW THEREFORE, BE IT RESOLVED BY THE NORTHWEST ARKANSAS REGIONAL MOBILITY AUTHORITY:
That the Northwest Arkansas Regional Mobility Authority (RMA) hereby requests that the 2023 Arkansas
Department of Transportation (ARDOT) Transportation Alternatives Program (TAP) Grant of $144,000
for the Heritage Springs Trail from Poplar Street to Drake Street in Fayetteville be transferred to the City
of Fayetteville for Job 040720, Poplar St. — Drake St. (Fayettevillei (S).
