ADJUSTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Rawn to accept a non -
matching Public Safety Equipment grant from the Arkansas Department of Public Safety in the amount of $75,000.00
for Police Department to facilitate the secure transfer of video evidence to cloud storage and purchase additional tasers.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of
which is attached to this Resolution.

Staff recommends acceptance and approval of the non -matching 2025 Public Safety Equipment Grant (PSEG)
from the Arkansas Department of Public Safety (DPS) for a total award of $75,000, and approval of a budget
adjustment.
BACKGROUND:
The Arkansas Department of Public Safety announced grant awards for the 2025 DPS PSEG (Act 786)
Program. The DPS PSEG funds support projects that allow for the improvement and delivery of best police
practices through increasing access to state-of-the-art safety equipment, training, or accreditation to improve
trust between law enforcement and the persons in the communities they serve in the State of Arkansas. With
this funding, the DPS supports projects that identify and expand promising police practices by utilizing safety
equipment that follows best police practices.
DISCUSSION:
The Fayetteville Police Department has a collection of approximately 50 terabytes of evidence video data
stored with WatchGuard. This video evidence needs to be effectively maintained and managed. The
challenge is ensuring seamless and efficient maintenance, evaluating, and executing the most suitable data
storage solution for our organization's needs. $58,890 of this grant funding will be used to facilitate the secure
transfer of these videos in Cloud storage, involving data conversion, storage system updates, and adherence
to legal and regulatory compliance standards. The successful completion of this project will enable us to
maintain the integrity, and accessibility of these crucial evidence videos, ensuring that they remain available for
ongoing legal proceedings, and meet records retention guidelines.
Currently, not all sworn personnel of the Fayetteville Police Department are equipped with Tasers, limiting
their ability to respond with the appropriate level of force to reasonably control and deescalate certain
situations. This gap in equipment availability has highlighted the need for an expanded inventory of Tasers
across our department. By increasing the availability of Tasers, we can provide officers with the tools they
need to reduce the risk of harm to themselves or others during encounters, improve overall safety, and
strengthen community trust in our commitment to responsible policing. $16,110 of this grant funding will be
utilized to purchase additional Tasers to ensure all officers have this less lethal option.
BUDGET/STAFF IMPACT:
This grant does not require matching funds. A budget adjustment of $75,000 will establish the necessary
revenue and expenditure budgets within the City's project accounting system. There is no impact on staffing

MEMORANDUM OF UNDERSTANDING
In accordance with Act 786 of 2021 the Arkansas Department of Public Safety is responsible for
awarding funding from the Public Safety Equipment Grant Fund. Pursuant to the foregoing authority, the
Arkansas Department of Public Safety has established the Public Safety Equipment Grant Fund
Committee to award funding to applicants who, in the Committee's judgment, best facilitate improving
trust between Arkansas law enforcement officers and the communities they serve.
The purpose of this memorandum of understanding is to outline the requirements for applicants that
receive grant funding under the DPS Public Safety Equipment Grant Program.
Based on the above, the Arkansas Department of Public Safety ("DPS") and the
( City of Fayetteville Police Department ) ("Agency") agree as follows:
1. The Agency will maintain records and receipts for items purchased with the grant funds and will
furnish copies of all receipts to DPS quarterly by the end of the month (March, June, September,
and December) following the expenditure.
2. Any modification or changes exceeding 10% to the Agency's approved budget must be
authorized by the DPS Committee before expenditures for the changes can be made. Any
awarded funds not expended during the period set out in the preceding paragraph and in
accordance with the budget or approved changes shall be refunded to DPS by 4:30 p.m.
December 31, 2025.
3. The awarded funds are subject to audit by DPS and/or the Department of Legislative Audit.
Misuse of these funds will result in the Agency being required to reimburse DPS for the funds
awarded. Any false, fictitious, or fraudulent statements or claims may result in criminal, civil, or
administrative penalties and may prohibit administrations from receiving future awards. (U.S.
Code, Title 18, Section 1001)
4. Agencies will be required to complete any surveys related to the implementation and success of
the program.
5. The following items will NOT be considered for funding and any funds awarded should not be
used for these items:
• Salaries, over time, fringe benefits related to salaries
• Any Specialty Court
• Real Estate
• Vessel or Aircraft (with the exception of UAS/drones in accordance with Act 525 of
2023)
• Firearms
• Construction Projects
• Buy Money
6. DPS will terminate this agreement and require repayment of any grant funding in the
event of fraud, misuse, or expenditures not related to the approved project.
This MOU is in effect from December 2, 2024 through December 31, 2025 and will remain in
full force and effect for the duration of the agreement period, not to exceed one year, unless
otherwise terminated by DPS.
