Meeting Minutes
Call to Order and Roll Call (6:00)
The meeting was called to order by Chloe Bell.
Roll call was taken. Ellen Woodson was absent.
Approval of Meeting Agenda (6:00)
Motion to approve agenda by Jessica Debari seconded by Chloe Bell, approved
Approval of the Minutes (6:01)
The November 18th minutes were reviewed and motion to approve by Chloe Bell seconded
by Jessica Debari approved.
Arts and Culture plan update—Jill Stilwell and Kendall Peterson (6:10)
The arts and culture plan is out for public view December 30th to submit public comments
so far multiple happy results and recommendable. The plan is scheduled to go to city
council for review on January 21st.
The plan is accessible on arts and culture website page on the city website.

Work Plan Report—Joanna Bell (6:05)
Joanna Bell reviewed with the council the 2024 year. This year in Fayetteville Arts and
Culture, Fayetteville hosted more than 50 activations with 200 artist opportunities.
Arts and Culture goal to continue partnerships with other departments and divisions
The 2025 budget is at $174,000 for public performance, public art commission, and
community collaborative opportunities
Upper Ramble ribbon cutting opening on December 30th.
2025 commissions: Parks building mural, 2nd Nelson Hackett mural, commissioning
playable art feature at Upper Ramble, completing YRCC companion to container mural
one other site specific mural later, one collaborative with University of Arkansas public art
technique class, wrapping up Capital Arts Fund. Art activation programming Weekend
Starts will move to Upper Ramble, expand Phantasma even more into the future with
Downtown Fayetteville Coalition. There are opportunities for community art activation in
Upper Ramble
Arts council 2025 opportunity for arts council member to volunteer to working in
subcommittee or with Joanna Bell as part of the Arts and Culture plan for Arts and Culture
policy.
Bob Stafford volunteered to facilitate the formalization of the relationship between
PNRCAAB and Arts Council.
Jessica Debari volunteered to explore Strategic support fund possibility and options for
arts council to explore.
ArtSpace 2025 revised feasibility study for Fayetteville partnered with Economic Vitality
department to be the first action item out of Arts and Culture plan. This will move forward
from 2018 study and 2024 Arts and Culture plan. There is a core group made up of plan
process members from the 2018 study and Ellen Woodson volunteered to be Arts Council
representative. The current goal is to have feasibility results by May 2025.
Notes from the Field/Opportunities/Current Calls for Artists (6:31)
Jessica Debari updated the council on the call for 2025 art exhibits for the Mt. Sequoyah
gallery application available online and close January 1st.
Mid America Arts Alliance Catalyst Grant program and convening in Kansas City in
March.
