Adjourn – 7:23 p.m. River Commons & Institute River Trail Hub Bayyari Park 1465 East Joyce Blvd., Suite 200, Fayetteville, AR 72703 | halff.com December 31, 2024 Ted Jack Fayetteville Parks, Natural Resources and Cultural Affairs 100 West Rock Street, Suite 250 Fayetteville, AR 72701 Re: Combs Park Dear Parks, Natural Resources and Cultural Affairs Advisory Board: Halff has had the pleasure of working with the Watershed Conservation Resource Center (WCRC) on plans to restore a portion of the White River and develop a public park along the west bank of the river at the termination point of Pump Station Road. The park site was formerly the location of the original source of Fayetteville’s drinking water. Today, the proposed park will provide several amenities consisting of river access, a river promenade, nature trails and greenway access, picnic areas, and a multi-purpose sports field and festival area. This park is being designed in tandem with the West Fork White River restoration project that is being led by WCRC. The revised hydrology and existing geologic features of the river will provide a location for tubing, kayaking, and swimming in this area. We have held two public input meetings that were well attended by the citizens of Fayetteville and also have held multiple meetings with our Focus Group to gather input on what is best desired for this park from the residents and public groups that will use the space. The last public meeting introduced a second survey that resulted in 234 responses. The results of the survey confirmed the following activities are what the community wants from this park: 168 Kayaking and Canoeing 150 Restrooms 130 Swimming Areas 126 Hard Surface Trails connecting to Razorback Greenway 116 Soft Surface Nature Trails along the river 93 Tubing 81 River Overlooks 1465 East Joyce Blvd., Suite 200, Fayetteville, AR 72703 | halff.com 75 Wading Areas 68 Picnic Pavilions 58 Multipurpose Greenspace We also learned that the public would be interested in kiosks for tubes, kayaks, and canoes. The public is interested in adding interpretive features and information that help explain the history around that use the history of the park. 71% are interested in adding places where people can launch and take kayaks out of the river, which will create a water trail. Most would use the park on the weekend and in the afternoon hours. And the public is interested in linking the park to the Razorback Greenway and would use the link primarily for recreation and exercise. When the park is officially renamed, the park names selected were: White River Nature Park White River Park Pump Station River Park Pump House River Park White River Recreation Area Sincerely, M.
