HomeMy WebLinkAbout2024-02-22 - Minutes - (2)Meeting Minutes BOARD OF COMMISSIONERS MONTHLY SESSION – FEBRUARY 22, 2024, 5:00 PM I. Call to Order The Fayetteville Housing Authority Board of Commissioners Agenda Session was called to order on Thursday, February 22, 2024 at 5pm via Zoom II. Roll Call Commissioners Cole Moore, Humphrey, Terry were present, forming quorum. Commissioner Woods was absent at time of Roll Call. Also present were Executive Director Sherburne and members of the public. III. Approval of the Agenda Unanimously approved as presented IV. Announcements None. Commissioners Woods present at this time. V. Consent Agenda Unanimously approved as presented VI. Reports A. FHA Chair Report - Board Chair Terry gave an overview of the Executive Director evaluation process, noting that it has been completed. B. Staff Reports – Executive Director Sherburne reviewed numbers of units, active new leases, and vacancies for all Public Housing properties and Morgan Manor (PBRA/RAD). There has been a pause on issuing new Housing Choice vouchers due to discrepancies between HUD and the contracted fee accountant reports for HCV finances. Special Voucher programs are still active as usual. He acknowledged the work Programs Lead Smith put into the programs. Executive Director Sherburne reviewed the number of applicants on each waitlist and financials for all programs. He gave an overview of the Capital Fund grant for 2021, that HUD allowed the agency to draw down from it to pay invoices in full. Part of it is also obligated for the Willow Heights Minisplits contract, which he reviewed the process of for the board members. He opened discussion regarding hiring a compliance specialist, with questions regarding recommended qualifications. VII. Old Business A. Update: HUD Correspondence Regarding Request for Assistance with Public Housing Executive Director Sherburne gave a timeline of correspondence with HUD, noting that there has been no response but typically HUD takes a month or two to respond. VIII. New Business A. Discussion: potential Hillcrest Towers FOB Access System Maintenance Agreement Arkansas Security does not currently have a maintenance agreement or program in place for the fob systems. Discussion: Fiscal Year (FY) 2024 Public Housing Capital Fund Emergency Safety & Security Grant (ESSG) Program Executive Director Sherburne gave plans for allocation if granted this funding: carbon monoxide & smoke detectors at Hillcrest Towers, installing cameras at Willow Heights & Lewis Plaza. He gave an overview of the grant process for this program. C. Discussion: Request for Proposals for Upgrades to Playground Equipment and Community Space for Morgan Manor Executive Director Sherburne is in the process of putting together a packet to request proposals for upgrading the community space at Morgan Manor. IX. Adjournment: The meeting was adjourned at 6:07 pm.
