REGULAR SESSION – MARCH 28, 2024, 5:00 PM
I. Call to Order
The Fayetteville Housing Authority Board of Commissioners Agenda Session was called to order on
Thursday, March 28, 2024 at 5pm via Zoom
II. Roll Call Commissioners Terry, Cole, Humphrey, and Moore were present, forming quorum.
Executive Director Sherburne was also present.
III. Approval of the Agenda Unanimously approved as presented.
IV. Consent Agenda Unanimously approved as presented.
V. Reports
A. FHA Chair Report - Board Chair Terry will be attending the upcoming NAHRO training and will
focus on potential opportunities for Housing Choice Neighborhoods and other grants.
She opened discussion regarding the City of Fayetteville’s creation of an Affordable Housing Task
Force and wanted to formally recommended Executive Director Sherburne as one of the
taskforce members. The rest of the board agreed with the recommendation and Chair Terry will
send an email to the City.
B. Staff Reports – Executive Director Sherburne reviewed the February reports for Public Housing
and Housing Choice Vouchers. The executive team, including himself, completed an HCV
Financial Management course through Nan McKay. He has been in communication with the HUD
Field Office for a leasing plan for special voucher programs. He went over the financials for each
program, and reported that he and Director of Programs West have been correcting reports for
Morgan Manor.
The Willow Heights mini-splits project has been approved by HUD and will be completed on or
before May 1st. The Emergency Safety & Security Grant to HUD was submitted and is awaiting
date of anticipated awarding. He went over the current status of the Morgan Manor RFP for
playground and community space. FHA has been awarded a Tenant Protection Voucher program
to work with residents at Grandview Apartments and the team has been working on transferring
those interested residents into the program.

Executive Director Sherburne reviewed emails from HUD Field Office in Little Rock, one following
up on requesting technical assistance from the HUD Office and the other reminding
commissioners to complete and submit certificates for procurement training.
Commissioner Humphrey requested clarification on the Tenant Protection Voucher Program.
Chair Terry expressed gratitude that the Willow Height mini-splits were approved by HUD. She
discussed how to respond to the first HUD email regarding technical assistance.
VI. New Business
A. Resolution 1308: Executive Director Sherburne reviewed the four dilapidated maintenance
vehicles and recommends selling them through an online government auction site that the City
of Fayetteville also uses. A motion was made to approve the resolution, the motion was
seconded and passed unanimously.
B. Discussion on Hillcrest Towers security measures: Resident Commissioner Humphrey reviewed
complaints from residents at Hillcrest Towers regarding security changes and that some
residents were confronting visitors. She went over the current system for addressing those
concerns with the FHA office and staff. She yielded the floor to Executive Director Sherburne,
who reiterated the current procedures regarding security and resident complaints. He clarified
the role of the Hillcrest Towers Resident Council.
VII. Final Comments & Announcements
Chair Terry expressed her thanks to the staff for the progress on the Morgan Manor playground
efforts.
Commissioner Humphrey recommended training on strategic planning to the Board, especially with
the upcoming strategic planning meeting currently scheduled for April 13th. Chair Terry suggested
rescheduling the meeting until the board receives input from HUD regarding options for Lewis Plaza
and Willow Heights.
