HomeMy WebLinkAbout2024-07-27 - Minutes -Meeting Minutes BOARD OF COMMISSIONERS MONTHLY SESSION – JULY 27, 2024, 5:00 PM I. Call to Order The Fayetteville Housing Authority Board of Commissioners Agenda Session was called to order on Thursday, July 27, 2024 at 5pm via Zoom II. Roll Call Commissioners Wood, Moore, and Terry were present, forming quorum. Also present were Executive Director Tapley and Director of Programs West. III. Approval of the Agenda Unanimously approved as amended. IV. Consent Agenda Unanimously approved as presented. V. Reports A. FHA Chair Report - Board Chair Terry met with the Arkansas HUD Field Office staff for the compliance review meeting. She also has been in contact with potential vendors for the Morgan Manor playground RFP and will forward that information to Director of Programs West. B. Staff Reports – Director of Programs West gave the monthly reports for all properties and programs. There was discussion regarding offline units at Lewis Plaza and Willow Heights. Executive Director Tapley noted that FHA was awarded the Safety & Security Grant from HUD for $250,000. She has been working with HUD on the compliance review. There was discussion of applying for an extension for the audit. C. Executive Session: The Board entered Executive Session to discuss a personnel matter as requested by Executive Director Tapley. D. Executive Director Hiring Committee Report – Commissioner Moore has relisted the job description to emphasize HUD experience and there are responses that will be reviewed by the committee. There was discussion regarding targeted posting to the network of housing professionals. VI. Old Business A. Motion: Remove Items A & B: Interview Executive Director candidates & Executive Session: Discuss interviews Unanimously approved Meeting Minutes BOARD OF COMMISSIONERS MONTHLY SESSION – JULY 27, 2024, 5:00 PM B. Intergovernmental Agreement with Harrison Housing Authority Chair Terry will officially sign the agreement as amended tomorrow. VII. New Business A. Discussion: Update FHA Personnel Policy Manual Section 3.05 “INTERNAL JOB OPPORTUNITIES” There have been no updates received from Attorney Crouch and the FHA executive team will email a reminder to him. B. Resolution 1313 A motion was made to table Items A, B, and C until further clarification from Mr. Crouch. The motion was seconded and unanimously approved. C. Resolution 1314 Tabled until further notice D. Resolution 1315 Executive Director Tapley requested tabling the resolution to fully complete the Five-Year Plan. A motion was made to table until the next regular session. the motion was seconded and unanimously approved. VIII. Final Comments & Announcements Chair Terry discussed the City’s recent establishment of the Fayetteville Housing Task Force and the current makeup of its members. There may be an opportunity for another round of nominations for an FHA representative to be considered. IX. Adjournment: The meeting was adjourned at 6:00 pm.
