CERTIFIED LOCAL GOVERNMENT GRANT (GRANT APPLICATION):
A RESOLUTION TO AUTHORIZE THE APPLICATION FOR A CERTIFIED LOCAL GOVERNMENT GRANT
FROM THE ARKANSAS HISTORIC PRESERVATION PROGRAM FOR 2025 IN THE TOTAL AMOUNT OF
$70 ,356 .00 FOR A CITY-WIDE WINDSHIELD SURVEY OF HISTORJC PROPERTIES AND HISTORIC

WHEREAS, in July 2023 the Fayetteville City Council adopted the Heritage and Historic Preservation Master Plan
that provided objectives and actions for historic preservation work for the next ten years (2023-2033); and
WHEREAS, one of the five overall goals resulting from the Heritage and Historic Preservation Master Plan calls for
the City to "identify and protect historic properties for future generations"; and
WHEREAS, protection of historic properties begins with the systematic and comprehensive survey of historical
resources with a ke y Action Item being to pre pare and conduct a comprehensive city-wide windshield survey; and
WHEREAS, most members of the City 's Historic Di strict Commission have not yet attended a Commission
Assistance and Mentoring Program training offered through the National Alliance of Pre se rvation Commissions and ,

our Heritage & Historic Preservation Master Plan , commissioners will need to be trained on best practices for
reviewing Certificates of Appropriatene ss, which is one of the aspects of the CAMP training.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section I: That the City Council of the City of Fayetteville , Arkansas hereby authorizes Mayor Jordan to submit an
application for a Certified Local Government Grant from the Arkansas Historic Preservation Program for 2025 in the
total amount of $70,356.00 for a city-wide windshield survey of historic properties and Historic District Commission
training.

SUBJECT: Application for a Certified Local Government Grant from the Arkansas Historic
Preservation Program for the 2025 grant year in the amount of $70,356 Submitted by
CITY OF FAYETTEVILLE STAFF. The request is for a grant application requesting
$70,000 for a city-wide windshield survey of historic properties and $356 for Historic
District Commission training.
RECOMMENDATION:
City staff recommends approval of a grant application for a Certified Local Government (CLG) Grant from the
Arkansas Historic Preservation Program (AHPP) for the 2025 grant year in the amount of $70,000 for a city-
wide historic property windshield survey and $356 for Historic District Commission training. The Historic District
Commission (HDC) and the Black Heritage Preservation Commission (BHPC) joins staff in recommending the
project.
BACKGROUND:
In July 2023 the Fayetteville City Council adopted the Heritage and Historic Preservation Master Plan. This
Plan provided objectives and actions for historic preservation work for the next ten years (2023-2033). One of
the five overall goals resulting from this plan calls for the City to “identify and protect historic properties for
future generations” (Goal 3).
Protection of historic properties begins with the systematic and comprehensive survey of historical resources.
A key Action Item to accomplish Goal 3, is to prepare and conduct a comprehensive city-wide windshield
survey (3.4). A windshield-level survey consists of methodologically driving a large area to understand the
composition and makeup and to note those properties or areas with the most potential to have historic
significance. This project would focus on properties constructed before 1970. The information gathered by the
survey includes architectural style or features, approximate construction date, and evaluation of threats and
preservation prioritization. This proposed project is aligned with Action Items 3.4 – Windshield Survey, 3.6 –
Historic District Outreach, 3.7 – Local Historic District Designation, 4.4 – Program Promotion, 4.7 – Learning
Opportunities: Workshops, and 5.5 – Historic Contexts: Diverse Histories in the city’s Heritage & Historic
Preservation Plan that was adopted by the City Council in July 2023.
Additionally, this year an in-person training will be available to the Historic District Commissioners and Long
Range Planning staff in El Dorado, Arkansas, with training details including training date forthcoming. Training
funds are encouraged by AHPP to be submitted with this grant application as the training funds are eligible for
grant funding. This training is required to meet the criteria for a CLG and is aligned with Action Items 1.2 –

Commission Qualifications and 1.3 – Training of the city’s Heritage & Historic Preservation Plan.
The Historic District Commissioners considered this grant proposal in their regular meeting on October 10,
2024 and concurred with staff’s recommendation, voting 6-0-0 in favor of forwarding the grant application
request to the City Council. Similarly, the Black Historic Preservation Commissioners considered the proposed
city-wide windshield survey as a grant proposal on October 17, 2024 and voted 5-0-0 in favor of forwarding the
grant application request to the City Council.
DISCUSSION:
The proposed projects for this grant application are a city-wide windshield survey of historic properties and
HDC commissioner training. The documents attached are required for the grant application submittal.
1. City-Wide Windshield Survey of Historic Properties
The proposed project is a city-wide windshield survey of historic properties. The survey would include areas
within incorporated Fayetteville and its Planning Area. According to the 2023 American Community Survey
data, Fayetteville has approximately 7,089 housing units built in 1969 or earlier.
This survey would require a project consultant to provide the needed capacity to perform the work. Staff has
solicited cost estimates from qualified and experienced professionals and has received a cost range of
$100,000-$125,000 for the multi-phase project. The range in prices is due to the location of prospective
consultants relative to Fayetteville and associated travel costs, time, and resources needed for research and
the anticipated deliverables. Project budget estimates were gathered by communicating AHPP requirements
for project deadlines and expectations to consultants who are active in the historic preservation field,
experienced in this type of work, and meet Secretary of the Interior (SOI) qualifications. The partial funding
requested from AHPP is to initiate the first phase of the project work for a portion of the city, and to request
additional funds for subsequent phases as available.
Should this project receive a grant award, the outcomes and work products will provide the HDC and staff with
a more clear understanding of the current state of historical resources in Fayetteville, provide vital background
information for future in-depth surveying and preservation efforts, an advocacy tool for additional steps in the
preservation process, and an important next step in maintaining momentum with action items identified in the
Heritage & Historic Preservation Master Plan. The Fayetteville Historic District Commission and Black Heritage
Preservation Commission continue to express a desire to serve the community by demonstrating that not only
is valuable historic preservation work available through the CLG grant programs, but that local historic
preservation work includes a thoughtful process to research, document, and evaluate the historic resources
that need protection and stewardship.
2. Historic District Commission Training
The City of Fayetteville has seven appointed Historic District Commission Commissioners, most of whom have
not yet attended a "CAMP" training, which is the Commission Assistance and Mentoring Program through the
National Alliance of Preservation Commissions. Although the City of Fayetteville currently has only one
structure protected by local historic ordinance, the community is considering whether to adopt additional
protections for neighborhoods as we work through our Heritage & Historic Preservation Master Plan, which
was primarily funded by a CLG grant. Should additional local historic district ordinances be an option, the
Fayetteville HDC will need to be trained on best practices for reviewing Certificates of Appropriateness, which
is one of the aspects of the CAMP training. Most of the Commissioners have expressed enthusiastic interest in
an opportunity for additional training, particularly with their peers across the state. We are requesting funding at
the current federal per diem and hotel rate for two commissioners to attend the training, which would be 2 x
$178, or $356 total.

BUDGET/STAFF IMPACT:
Staff support for the project is offered as an in-kind match. A potential budget adjustment of up to $70,356 may
be required if the grant funding is approved.

Single Audit Certification Forms
Question: Why am I being asked to certify Fiscal Year 2014 when it is 2015?
Answer:
Grantees that EXPEND $500,000/$750,000 or more of federal funds in THEIR 2014/2015
most recently completed fiscal year must conduct a single audit. This form is a way for NPS
to monitor its grantees audit status, as required by the Office of Management and Budget
(OMB).

subrecipients shall certify accordingly .
This certification is a material representation of fact upon which reliance was placed when this transaction was made or entered
into. Submission of this certification is a prerequisite for making or entering into this transaction imposed by Section 1352 , title
31 , U.S . Code . Any person who fails to file the required certification shall be subject to a civil penalty of not less than $10 ,000
and not more than $100 ,000 for each such failure .
