BACKGROUND: The Fayetteville Fire Department is currently in the process of reviewing policies and updating as necessary to make changes as recommended and to meet best practices while working through The Commission on Fire Accreditation International (CFAI) accreditation process. Changes and additions are in the yellow-highlighted print. Responsibilities The primary responsibility of the FMO is to protect life and property through the prevention of fires and other emergencies before they happen. To accomplish this the Fire Marshal’s Office has developed a comprehensive fire prevention program consisting of the following: •Fire Code Inspections / Code Enforcement •New Construction Plan Review and Acceptance Testing •Operational Permitting •Public Education •Fire Investigations The Chief Fire Marshal oversees the operations of the FMO. The Office of the Fire Marshal is authorized by State Law, Arkansas Code Annotated 14-53-112 and through the City of Fayetteville Code of Ordinance 94.01 and has the authority to enforce the Arkansas Fire Prevention Code through AFPC Section 104.1. Fire Code Inspections / Code Enforcement The FMO conducts fire code inspections on new and existing commercial structures to verify compliance with the Arkansas Fire Prevention Code. Types of inspections include business license, school and daycare, certificate of occupancy, mobile vendor, general fire safety inspections and requested non-commercial residential safety inspections. This includes technical plat review, building plan review and fire protection systems review to ensure that all applicable fire and building codes are being followed during the planning and construction of structures within the City. Once constructed, inspections and acceptance tests are done to verify compliance with the Arkansas Fire Prevention Code. Operational Permitting The FMO conducts reviews and inspections for the purpose of issuing operational permits for the following: •Firework permits •Tent permits •Indoor pyrotechnic permits •Flame performance/flame effect permits •Blasting permits •Special event permits. Public Education The Fayetteville Department provides the community with fire safety education through programs administered and supervised by the Fire Marshal’s Office. The FMO identifies specific risks, behaviors and audiences based on information from the National Fire Protection Association (NFPA) and the United States Fire Administration (USFA) to focus fire safety messages to meet the specific needs of the jurisdiction. These programs include fire station tours, a juvenile fire setter program, fire extinguisher training and outreach programs for all public and private schools within the City of Fayetteville. The FMO also has multiple adult education programs through SMART 911 training and fire safety in college housing training programs. Fayetteville Fire Department Administrative Policies Prevention, Investigation, & Public Education Version 1 Created: February 1, 2023 Revised: DRAFT SOG Reference:All 400 Series CFAI Reference:Category 5: Community Risk Reduction Program 3 Fire Education Dog(s) Educating the public on the importance of fire safety in the homes and workplace is one of the most important mandates that a fire department could have. There are many educational tools we have at our disposal, but one of the most effective tools we could have is a fire education dog (FED). A Fire Education Dog is much more than a mascot, a fire education dog can take a fire safety message/idea and create a living, physical persona that people can create a relationship with. A Fire education dog can also generate a calming effect at the fire station among fire department employees, improve morale and inspire employee exercise. Policy: • This policy applies to Fayetteville Fire Department employees only. • The focus of our policy is dogs. Other pets are not included at this time. • SOG-403 Fire Education Dogs will be created and maintained regarding Requirements, Safety, Responsibilities, and Scheduling procedures. Fire Investigations Fire investigations are conducted by trained fire and explosion investigators within the Fayetteville Fire Marshal’s Office. The FMO investigates fires to determine the origin and cause for the following type of incidents: •Fires or explosions suspected to be intentionally set. •Fires where the origin and cause are not easily explainable to the Incident Commander or Officer in charge. •Any fire or explosion involving a juvenile. •Fires or explosions that cause burns or bodily injury that requires transport to a hospital or results in a death. •Fires involving fire alarm or sprinkler system malfunctions or failures •Fires violating burn bans or outdoor burning rules. •Any other fire that the Fire Chief, the Fire Marshal, or Incident Commander determines that an investigation is warranted.
