Water Loss Discussion INFORMATION ONLY 2 4. Donation of Land to ARDOT ArDOT is planning improvements along Highway 112 from Highway 412 north to Interstate 612. These improvements are entirely outside the City of Fayetteville City Limits and outside our Water Service Boundary. However, the tract of land (Identified by ArDOT as Tract 58) is a parcel owned by Fayetteville for use with our upcoming West Transmission Waterline project. On this property a cathodic protection facility will be constructed to protect our future pipeline. The requested right of way dedication by ARDOT will allow for roadway widening. Fayetteville needs access drives and gates at this property for future use, as none exist today. Negotiations have been made with ArDOT such that dedication of this right of way will be accompanied by ARDOT installation of concrete curb cut, drive aprons, and fence gates. The water/sewer division supports this request as it will allow ArDOT the room they need for their widening efforts and will provide access upgrades to the City property. Staff recommends the City Council approve the dedication of approximately 0.08 acres of right of way to the Arkansas Department of Transportation for use on the Highway 412 Springdale Bypass project and authorize the Mayor to sign all documents related to said dedication. STAFF REQUESTS THIS BE FORWARDED TO THE CITY COUNCIL FOR CONSIDERATION FOR APPROVAL 5. Mally Wagnon Amendment No. 1 The City’s Mally Wagnon sewer lift station is located at 5716 E. Norman Murphy Road. This station receives sewer flow from several residential areas east of the West Fork of the White River along Highway 16. The station also receives 100% of sewer from the City of Elkins, metered wholesale to the Fayetteville from a lift station owned by Elkins. The City of Elkins is actively upgrading their sewer pumping capabilities and the City of Fayetteville will not be able to accept their max flows until this Mally Wagnon lift station is upgraded. The original agreement with Olsson (Res. 155-24) resulted in a Preliminary Engineering Report (PER) which details expected combined flows that would come to the station and alternatives for upgrades to the station to meet these future flows. The key takeaway from the PER is that the station can be upgraded and does not require complete replacement. Amendment No. 1 will provide funds to complete detailed engineering design and specification preparation so that the project can be publicly bid. Staff recommends approval of Amendment No. 1 to the Engineering Services Agreement with Olsson, Inc. in the amount of $116,225.00 for Final Engineering Design related to upgrades needed at the Mally Wagnon Sewer Lift Station. STAFF REQUESTS THIS BE FORWARDED TO THE CITY COUNCIL FOR CONSIDERATION FOR APPROVAL 6. Mike Parker Cost Share Infill development is proposed by Mike Parker along N. Vandeventer Ave. between W. Lawson St. and W. Holly St. (parcels 765-13906-001, 765-13906-004, and 765-13906-005). These three lots were formerly part of a large estate lot and have been subdivided. Large single-family homes are proposed. 3 In order to service these houses, the developer installed a waterline from W. Holly St. north approximately 300-FT of 8-inch diameter waterline, a fire hydrant, new water meters, and tied over existing water meters in the project vicinity. This waterline benefits existing customers in the area by adding a new fire hydrant where none existed and by adjusting existing water meter feeds to be compliant, connected to the new main directly across from the meter location. Beforehand these meters had long, non-compliant service lines feeding across neighboring properties.
