The Fourth Judicial District Drug Task Force Control Board may allow a speaker additional time or may allow an unsigned -up person to speak by unanimous consent or majority vote. Stephen Carr Memorial Blvd. Fayetteville, AR 72704 (479) 587-7122 FOURTH JUDICIAL DISTRICT DRUG TASK FORCE 1800 North Stephen Carr Memorial Blvd. Fayetteville, Arkansas 72704 MEETING October 30, 2024 MINUTES The Fourth Judicial District Drug Task Force Control Board meeting was held on October 30, 2024. Those present were: Mike Reynolds, Chief- Fayetteville Police Department Jay Cantrell, Sheriff- Washington County Sheriffs Office Frank Gamble, Chief- Springdale Police Department Bryan Watts, Chief- Elkins Police Department Jacob Lawson, Sergeant- 4th Judicial Drug Task Force Willie Newman, Fiscal Director- Fayetteville Police Department Cara Murdoch, Administrative Assistant- 4th Judicial Drug Task Force Craig Stout, Chief- Greenland Police Department Greg Tabor, Chief Deputy- Washington County Sheriffs Office Jason French, Captain- Fayetteville Police Department Jeff Taylor, Captain- Springdale Police Department Guest: No public in attendance Chief Mike Reynolds called the meeting to order. Upon roll call, the above -listed members were acknowledged as present. Copies of the minutes from the meeting on September 18, 2024, were distributed to all present. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve the minutes. The motion was approved unanimously. A copy of the financial report for the Grant FY2024-2025 was distributed to all present for review, the period ending September 30, 2024. Willie Newman stated the total expense to date was $247,105.00, which included Drug Crime Funding (DCF) $56,559.00, AR FY2024 2"d Spending Plan $20,232.00, Gulf Coast HIDTA $53,745.00, Local DCF $21,150.00, and Non -Allowed $95,420.00. Sergeant Jacob Lawson reported on the task force's activity from September 1, 2024, through September 30, 2024, and a copy of the statistics was distributed to all present. Lawson stated that the task force opened 33 cases in September, closed 18, and made eight arrests. Lawson further noted that $7,255.00 was expended for the purchase of evidence and $1,085.00 for the purchase of information. Lawson stated that drugs seized during the month included: methamphetamine, marijuana, cocaine, crack cocaine, ecstasy/MDMA, psilocybin mushrooms, fentanyl, and pharmaceuticals. Lawson said that 4 warrants were served. Also noted were nine drug convictions for September. The task force seized $ 0.00 in U.S. currency during the month. The locations of DTF Enforcement Action for the month were Fayetteville, 14 cases; Springdale, 12 cases; Elkins, 2 cases; and Prairie Grove, 1 case. Chief Mike Reynolds inquired about the five pounds of meth that was seized. This is still an ongoing investigation and the drug amount will be included in the October stats, per Sergeant Jacob Lawson. OTHER BUSINESS Chief Mike Reynolds updated the board regarding the Arkansas Prosecutors Coordinator's Office shortfall money. In June, the Governor allocated four million dollars statewide for the 19 drug task forces to help make up for the shortfall of funding experienced by municipalities and contributing agencies. With that, the Arkansas Prosecutors Coordinator's Office was delegated to distribute the allocated money to the task forces. The 4th Judicial District Drug Task Force (4thJDTF) was allocated $533,067.00, which would cover 90% of the task force's total budget of $620,755.00. Of the $533,067.00, the City of Fayetteville will get $337,436.00, the City of Springdale $71,154.00, the City of Elkins $53,720.00, and Washington County $70,757.00. Due to Fayetteville being the fiduciary for the 4th JDTF, Chief Mike Reynolds will present these numbers at the next Fayetteville City Council meeting for approval. Once approved by the Fayetteville City Council and Willie Newman gets the appropriate documents signed, this money will be disbursed to the agencies. Financial Director Willie Newman said the funding will revert back to July 1, 2024, of the current grant year. In the 2025 Legislative Session, a proposal will be brought forward to find a funding source that would fund the DTFs throughout the State of Arkansas at 100% moving forward. Chief Mike Reynolds will keep everyone updated on the progress. Chief Mike Reynolds introduced Captain Jason French, who will oversee the Criminal Investigations Divisions. The Drug Task Force will fall under his command. PUBLIC COMMENT No public comments Chief Mike Reynolds requested a date and time for the next meeting. The next meeting will be on November 27, at 1:30 P.M., at the Springdale Police Department, 201 North Spring Street, Springdale, AR., Arkansas. The meeting was adjourned with a motion made by Chief Frank Gamble, seconded by Chief Bryan Watts.
