FIRST REPAIR, INC. (SERVICE CONTRACT):
A RESOLUTION EXPRESSING THE CITY COUNCIL'S INTENT TO TRAIN LEADERS TO REPAIR HARM
DONE TO AFRICAN AMERICANS IN FAYETTEVILLE
WHEREAS, in 2020, the City Council of the City of Fayetteville, Arkansas passed a resolution admitting that racism
is a public health emergency and committing to repair harm done to African Americans in Fayetteville by writing a
racial equity plan; and
WHEREAS, in 2024 a racial equity plan has not been written; and
WHEREAS, First Repair of Evanston, Illinois is a national non-profit training local leaders to repair harm done to
African Americans by writing racial equity plans; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby expresses its intent to send two leaders
from city government (council and/or staff) to First Repair trainings in 2025, where they will learn, with other local
leaders, how to write a racial equity plan.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby expresses its intent to send two leaders
from city government (council and/or staff) to three First Repair trainings in 2025:
1. Half -day virtual training in June;
2. One -day live training in Fayetteville in September; and
3. Three-day live training in Evanston in December 2025.
Section 3: That the City Council of the City of Fayetteville, Arkansas hereby expresses its intent to pay for travel of
two leaders from city government (council and/or staff) from Fayetteville to Evanston in December 2025 with council
and/or staff travel budgets.

RE: City Clerk Treasurer Kara Paxton — Out of Office due to Medical Procedure
Mayor Lioneld Jordan,
Due to a medical procedure, I will be unavailable to sign documents or attend meetings starting
November 11th, 2024. 1 plan to be back in the office as of November 25th, 2024. Senior Deputy City
Clerk Treasurer Jackson Shelton or Deputy City Clerk — Codifier Courtney Spohn will notify you
should these dates change.
The recommended recovery time for my medical procedure (Spinal Cord Stimulator Implant) ranges
from 4 to 8 weeks. The surgeon stated that I must be off work for at least one week. The surgeon also
encouraged me to utilize telework options in the weeks following the initial surgery week. He also
stated that should I need to physically come to work, I need to park as close to the building as
possible, no lifting/carrying heavy or large objects, and no sudden twisting or turning.
In my absence, I authorize Senior Deputy City Clerk Treasurer Jackson Shelton to attest your (Mayor
Lioneld Jordan) signature. Should an issue arise that Mr. Shelton is not available to sign within a 24-
hour timeframe, I authorize Deputy City Clerk — Codifier Courtney Spohn to sign in our absence.
As the official custodian of the City's seal, I authorize Mr. Shelton and Ms. Spohn to use the seal for
official purposes only.
Please direct city staff to route all Alcohol Permits to Mr. Shelton for review and electronic signature.
Please notify the Accounting Department that check requests will be reviewed and signed by Ms.
Spohn before being emailed to the Accounting Department. Ms. Spohn will also be responsible for
approving purchase requests submitted November 11th — November 15th, 2024.
Mr. Shelton and Ms. Spohn will go above and beyond to ensure that our office continues to support
all our internal and external customers while I am out of office. Over the last 3 years Ms. Spohn has
continuously demonstrated her professionalism and advanced skillset in her positions. Mr. Shelton
has been with our office for almost 2 years now and has consistently impressed me by going above
and beyond in his work duties. I am confident that Mr. Shelton and Ms. Spohn will successfully
manage the office while I am out.

RECOMMENDATION:
A contract with First Repair, Inc. of Evanston, Illinois to train Fayetteville leaders how to repair harm done to
African Americans
BACKGROUND:
In 2020, the City Council declared racism a "public health emergency" and committed to "allocate funding,
staff, and additional resources to actively engage in racial equity to name, reverse, and repair the harm done to
African Americans in this City." The City of Fayetteville is requested to contract with First Repair Inc. of
Evanston, Illinois to train leaders to repair the harm done to African Americans in Fayetteville. First Repair is a
national nonprofit that helps local leaders pass policies that repair harm done to African Americans. First
Repair is led by Robin Rue Simmons, who is willing to waive fees for training of leaders in Fayetteville, which
shall include:
1. bringing leaders from city government, the University of Arkansas, and community organizations
together for virtual training by Simmons and staff in the second quarter of 2025;
2. bringing Simmons and staff to Fayetteville for a live training of leaders in the third quarter of 2025; and
3. sending leaders to Evanston for live training by Simmons and staff in the fourth quarter of 2025.

RE: Proposed change in Resolution for First Repair, Inc.
Council Member D'Andre Jones has decided to propose a change to his
original Resolution approving a contract with First Repair, Inc. of Evanston,
Illinois to a Resolution Expressing an Intention to enter into a contract. This was
necessary because there is no existing contract that the City Council could
approve. This new version of the Resolution also includes the intention "to
appropriate up to $6,000.00 for travel expenses for Fayetteville officials or
employees to attend training in Evanston, Illinois.
I believe that Council Member D'Andre Jones may move to amend his
original Resolution to the version attached to this memo at the City Council
meeting.

closely followed the wording of the proposed resolution by Mr. Taylor that you sent to me. We merely
put this proposed third Resolution into proper form. You need to formally approve it by signing the
Agenda Request form or by indicating your approval in a return email to me.

I thought you wanted to cosponsor this Resolution so I included you on the Agenda Request
form and sent it as well as the resolution to you last Friday. If you do not want to be a cosponsor, then
you do not need to sign the Agenda Request form nor officially report your approval of the proposed
Resolution. It can be entered for City Council consideration with only D'Andre's approval and later
motion to amend (at the City Council meeting) from the first proposed Resolution.

two leaders from city government (council and/or staff) to three First Repair trainings in 2025:
a. Half -day virtual training in June;
b. One -day live training in Fayetteville in September; and
c. Three-day live training in Evanston in December 2025.
Section 3: That the City Council of the City of Fayetteville, Arkansas hereby commits to pay for
travel of two leaders from city government (council and/or staff) from Fayetteville to Evanston
in December 2025 with council and/or staff travel budgets.
