DOCUMENTS TO RECEIVE THE GRANT FUNDS, AND TO APPROVE A BUDGET ADJUSTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section l: That the City Council of the City of Fayetteville, Arkansas hereby authorizes acceptance of a State Drug
Crime Enforcement and Prosecution Grant for state funding of the Fourth Judicial District Drug Task Force in the
amount of $533,067.00, and authorizes Mayor Jordan to sign all necessary documents to receive the grant funds.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of
which is attached to this Resolution.

SUBJECT: Arkansas Prosecutor Coordinator's Office funding for the 4th Judicial District Drug
Task Force
RECOMMENDATION:
Staff recommends approval of a resolution to accept funding from the Arkansas Prosecutor Coordinator's
Office for the specific support of the 4th Judicial District Drug Task Force (DTF) via a budget adjustment in the
amount of $533,067.
BACKGROUND:
For over 10 years, grant funding for the Drug Task Force (DTF) has remained unchanged, while expenses
have steadily increased. This lack of additional funding has placed a greater financial burden on local
agencies, which have had to contribute additional funding to maintain their illicit drug investigations. During the
2023-24 grant period, local agencies contributed 61.4% of the total DTF costs. The Office of the Arkansas
Drug Director has been working with the state legislature and the governor's office for several years to secure
additional funding for the shortfall experienced by Arkansas' nineteen drug task forces. In June of 2024, the
Arkansas Legislature approved four million dollars for the State's drug task forces to assist them with this
year's budget. The Arkansas Legislature may consider a long-term and sustained funding source for the drug
task forces during the 2025 legislative season.
DISCUSSION:
The Governor's Office recently allocated four million dollars to the Arkansas Prosecutor Coordinator's Office,
which was approved by the Arkansas Legislature, to specifically reduce the financial burden on local agencies
involved in the nineteen drug task forces in Arkansas. Our DTF will receive $533,067 of this funding, which will
lower local agency expenses to 8.6%. The City of Fayetteville is the fiduciary of these funds, and this money
will be distributed as follows: Fayetteville - $337,436; Springdale - $71,154; Washington County - $70,757; and
Elkins - $53,720.
BUDGET/STAFF IMPACT:
There are no matching requirements associated with this funding. The Drug Enforcement Fund budget
adjustment will recognize revenue from the Arkansas Prosecutor Coordinator's Office in the amount of
$533,067 and increase the expense budget to allow for the distribution of these funds. This budget
adjustment has no impact on staffing.

REGULATIONS REGARDING USE OF FUNDS
4th DRUG TASK FORCE

As a recipient of state funds specifically designated to the Prosecutor Coordinator's
Office (PCO) to address shortfalls in Drug Task Force (DTF) funding across the state, I
acknowledge the following regulations governing the distribution and expenditure of this
money:
1. All amendments to the approved spending plans for each DTF, with regard to any
salary or benefits line item, shall be approved by the Prosecutor Coordinator's
Office/Prosecution Coordination Commission (PCO/PCC).
2. Any requested amendments from the approved spending plans shall be submitted
to the PCO in writing by sending an email request to bob.mci-nahan@arkgnsas.gov.
3. Transfers between line items in an approved spending plan cannot exceed 10% of
the line item total without approval of the PCO/PCC.
4. All expenditures shall be reported to the PCO/PCC on a monthly basis by email to
