A RESOLUTION TO APPROVE AND ADOPT THE FAYETTEVILLE FIRE DEPARTMENT EXTERNAL
AGENCY RELATIONS POLICY
WHEREAS, while working through the Commission on Fire Accreditation International Process, it was recommended
that the department review and update their Automatic Aid agreements with partner agencies every three years.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves and adopts the Fayetteville Fire
Department External Agency Relations Policy, a copy of which is attached to this Resolution.

RE: City Clerk Treasurer Kara Paxton — Out of Office due to Medical Procedure
Mayor Lioneld Jordan,
Due to a medical procedure, I will be unavailable to sign documents or attend meetings starting
November 11th, 2024. 1 plan to be back in the office as of November 25th, 2024. Senior Deputy City
Clerk Treasurer Jackson Shelton or Deputy City Clerk — Codifier Courtney Spohn will notify you
should these dates change.
The recommended recovery time for my medical procedure (Spinal Cord Stimulator Implant) ranges
from 4 to 8 weeks. The surgeon stated that I must be off work for at least one week. The surgeon also
encouraged me to utilize telework options in the weeks following the initial surgery week. He also
stated that should I need to physically come to work, I need to park as close to the building as
possible, no lifting/carrying heavy or large objects, and no sudden twisting or turning.
In my absence, I authorize Senior Deputy City Clerk Treasurer Jackson Shelton to attest your (Mayor
Lioneld Jordan) signature. Should an issue arise that Mr. Shelton is not available to sign within a 24-
hour timeframe, I authorize Deputy City Clerk — Codifier Courtney Spohn to sign in our absence.
As the official custodian of the City's seal, I authorize Mr. Shelton and Ms. Spohn to use the seal for
official purposes only.
Please direct city staff to route all Alcohol Permits to Mr. Shelton for review and electronic signature.
Please notify the Accounting Department that check requests will be reviewed and signed by Ms.
Spohn before being emailed to the Accounting Department. Ms. Spohn will also be responsible for
approving purchase requests submitted November 11th — November 15th, 2024.
Mr. Shelton and Ms. Spohn will go above and beyond to ensure that our office continues to support
all our internal and external customers while I am out of office. Over the last 3 years Ms. Spohn has
continuously demonstrated her professionalism and advanced skillset in her positions. Mr. Shelton
has been with our office for almost 2 years now and has consistently impressed me by going above
and beyond in his work duties. I am confident that Mr. Shelton and Ms. Spohn will successfully
manage the office while I am out.

RECOMMENDATION:
Staff is requesting Council Approval adopting Fayetteville Fire Department Administrative Policy.
BACKGROUND:

The Fayetteville Fire Department is currently in the process of reviewing policies and updating as necessary to
make changes as recommended and to meet best practices while working through the CFAI accreditation
process. Through the accreditation process, it was recommended that we review and update our Automatic
Aid Agreements with our partner agencies at least every three years. This update adds changes to the
template agreement that will be reviewed by the Fire Chief and a representative from our partner agencies.
Changes and additions are in RED print.

Purpose

The purpose of this policy is to establish and govern guidelines for cooperation between the
Fayetteville Fire Department (FFD) and external agencies. Examples of such agencies are
neighboring professional and volunteer fire departments, Central Emergency Medical
Services (GEMS), The Arkansas Department of Emergency Management (ADEM), the
Fayetteville Police Department (FPD), the University of Arkansas Police Department (UAPD),
Washington Country Sherriff's Department (WCSO), and federal level departments or
agencies.
The FFD recognizes the importance of cooperation with external agencies in the event of
large-scale emergencies, disasters, or other incidents that require a coordinated response.
The department will work collaboratively with external agencies to ensure the safety of the
public, emergency responders, and property.
General Guidelines
The FFD will maintain open lines of communication with external neighboring professional &
volunteer fire departments, local law enforcement agencies, emergency medical services,
state level agencies, and federal agencies. When a multi -agency response is requested or
required the department shall follow National Incident Management System (NIMS) protocols.
The department will work cooperatively with outside agencies to ensure a coordinated
response to incidents and exchange information with other agencies as necessary to ensure
the safety of the public, emergency responders, and property.
Definitions
Mutual Aid Mutual aid agreements are agreements between two or more
jurisdictions to render assistance and resources to the other jurisdiction
when requested.
Automatic Aid Automatic aid that is pre -arranged between neighboring departments
covering a specific area along the jurisdictional boundary that provide for
automatic initial dispatch of both departments.
1. Typically referred as "Auto -Aid".
2. Resources are pre -identified for a planned response.

Policy
Cooperation with neighboring professional and volunteer fire departments

The FFD will cooperate with neighboring professional and volunteer fire departments
through established automatic and mutual aid agreements. The FFD will work to
maintain established agreements and seek to establish agreements with departments
that we do not currently have.
• Requests for mutual aid will be denied when the deployment of FFD resources
outside the City would severely compromise the safety of Fayetteville citizens.
2. The FFD will provide mutual aid assistance to neighboring fire departments as
requested, and neighboring departments will provide aid and assistance to the
Fayetteville Fire Department when requested. The FFD shall follow the Arkansas
Administrative Code that requires fire departments to provide aid to other fire
departments and the Statewide Mutual Aid Plan of the Arkansas Association of Fire
Chiefs.
3. Automatic Aid Agreements will be maintained by the Fayetteville Fire Department and
provided to the appropriate dispatch centers for following neighboring departments.

services when aid is requested.

The department will maintain documentation of all incidents involving cooperation with
outside agencies for the purposes of cost reimbursement, personnel exposure, injuries, and

The Fayetteville Fire Department is committed to working collaboratively with external
agencies to ensure a coordinated response to emergencies, disasters, and other incidents
that require a unified response.

Agreement Template
Automatic Aid Agreement
Fire Department
The City of Fayetteville Fire Department and the Fire Department agree to
enter into an Automatic Aid (auto -aid) partnership for emergency response to structure
fires within a predetermined area in which they will be automatically dispatched as part
of the initial structure fire response. This agreement shall remain in effect for three (3)
years from the date of signature. Either party may terminate this agreement by
providing ninety (90) days written notice to the other party.
The City of Fayetteville Fire Department will respond to an automatic aid dispatch in
with two fire companies (one designated as RIT) and one command unit.
The Fire Department will respond to an automatic aid dispatch in Fayetteville
with one engine company, staffed with three personnel.
Dispatch Procedures:
• When a call comes in for a structure fire within the auto -aid area, units from
both departments will be simultaneously dispatched through a coordinated effort
between the City of Fayetteville Central Dispatch Center and FireCom or the
City of Springdale Dispatch Center.
All Responding units will operate on the AWIN radio system and the designated
interop channel, alerting both dispatch centers that they are responding (or
unable to respond).
Response:
• If a jurisdiction is unable to render auto -aid due to other emergency response
requirements or lack of adequate resources, it will contact both dispatch centers
and advise of the situation.
• No personal vehicles will respond to auto -aid incidents inside the city limits of
Fayetteville.
• Auto -aid partners can request additional or specific equipment after the initial
dispatch has been made. The department head, or designee, will make the
decision on the request and notify the appropriate dispatch centers.
