Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes acceptance of a 2024 Boston
Mountain Recycling grant in the amount of $10,000.00 for the purchase of Compost Collection Containers for

Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of
which is attached to this Resolution, recognizing the grant funds.

RECOMMENDATION:
Approve a resolution authorizing the acceptance of a 2024 Boston Mountain Recycling Grant for $10,000 for
purchasing Compost Collection Containers for adding additional drop off locations for residential food waste
collection and approve a budget adjustment.
BACKGROUND:
The Arkansas Department of Environmental Quality receives money generated from landfill fees and
distributes back to the regional solid waste districts to fund recycling grants. The Boston Mountain Solid
Waste District issues recycling grants through approval of the Boston Mountain Solid Waste Board. The
Boston Mountain Solid Waste District approved the pre applications at the September 2024 Board meeting.
Boston Mountain will disburse the funds beginning in late 2024. Legistar item 2024-0455 was approved
allowing staff to apply for the grant.
DISCUSSION:
The grant will allow purchase for up to three enclosed collection containers for our drop off food waste
collection in public places. Currently there are 5 drop off locations for the public to bring food waste and staff
has approached Parks and Recreation for additional drop off locations at Veterans and Bryce Davis Parks.
The amount of food waste collected through the City of Fayetteville residential food waste drop offs has
continued to increase since the inception of the first drop location established in 2021. In 2023 approximately
69 tons of food waste was collected from the five residential drop off locations and in 2024 the residential drop
off locations have collected 30% more food waste in the first half of 2024 nearing 100 tons of food waste
collected. The main benefit of these collection containers is the ability to reduce contamination and provide a
more attractive collection system to reduce odors.
BUDGET/STAFF IMPACT:
The recycling grant award is not a matching grant, so no City funds are obligated with this request. The
budget adjustment is attached to recognize the grant revenue and establish a capital project for the grant.

NARRATIVE
The City is requesting funding for up to three enclosed collection containers for our
drop off food waste collection in public places. The city currently has 6 drop off
locations for the public to bring food waste for the composting program and are
evaluating additional locations in Fayetteville for expanding the program and add
convenience for residents to participate. The amount of food waste collected through
the City of Fayetteville residential food waste drop offs has continued to increase since
the inception of the first drop location established in 2021. In 2023 approximately 69
tons of food waste was collected from the five residential drop off locations and in 2024
the residential drop off locations have collected 30% more food waste in the first half of
2024 nearing 100 tons of food waste collected. Currently our residential drop off
locations are nested in the centerlsouthern areas of the City, and we want to increase
accessibility to diverting food waste from the landfill by establishing residential drop off
locations on the north side of Fayetteville. City parks located in the northern part of the
city are being considered for two drop off locations to pilot. The main benefit of these
collection containers is the ability to reduce contamination and provide a more
attractive collection system to reduce odors. This pilot would serve to divert food
waste from the landfill along with guide our program on deciding to purchase additional
containers for other public locations.
Timeline
Purchase of containers would be completed upon grant award with an anticipated
purchase of the first container occurring in late 2024.
What will be purchased
Funds from the grant will be used to purchase the food waste collection container made
by MetroSTOR. Each container costs approximately $3,300 and we are requesting
$10,000 to purchase up to three containers. Any remainder will be covered from the
Recycling and Trash Collection operating budget.
Project's purpose
The project's purpose is to decrease the amount of food waste going to the landfill as
well as facilitate long-term social change within our community to advance and
normalize the concept of a circular economy in waste collections. The average food
waste collected by each drop off location (5 total) in 2023 was approximately 14 tons (69
tons total). This average has increased in the first two quarters of 2024 with an average
of nearly 20 tons of food waste collected from each drop off location. Using this year's
growth in engagement calculations for 2025, we estimate we could divert a total of 250
tons of food waste.

MINIMUM CONDITIONS OF RECYCLING GRANTS
GRANT RECIPIENTS AGREE TO:
• Comply with the guidelines and requirements of the Boston Mountain Solid Waste District Recycling
Grant Program Guidelines
• Actively develop a recycling program as outlined In the grant application. and expend all grant funds in
the three (3) years following the date of the grant award by the District.
• Actively seek to market or reuse the materials diverted under the recycling program from deposition in
landfills in the period of three (3) years following the date of the grant award by the department
• Start prior year grant project before July 271 , the date pre -applications for the next grant round are due to
the department
• Use facilities or equipment purchased with grant funds no less than 50 percent of the time on the
purposes specified in the grant application
• Ensure all applicable federal, state and local permits and licenses have been obtained
• Use any interest earned on grant funds exclusively for recycling programs consistent with the Districts
Solid Waste Management Plan
• Maintain an orderly accounting system to document that grant expenditures are made in accordance with
project budget This includes keeping copies of all bids paid invoices. canceled checks. and other
appropriate paperwork.
• Report for five years after receipt of grant funds or until all funds are expended whichever is longer, as
directed by statute and regulation
• Conform to all state laws on the purchase. use or sale of equipment and facilities secured with grant
funds
• Seek competitive bids or requests for proposals (RFP) for purchase of equipment or services as required
by state and local procurement laws.
• Receive written approval from the Board for any modifications to the grant including requests for lime
extensions
• Receive written consent from the Board and the department before selling. trading or transferring facilities
or equipment

Waste District Grant Committee.
Publish a list of grants to be submitted to the Board with for public comment open for 30 days past publication.
Copies of any comments received ragardirg the grant request shau be forwarded to the Board ifno cnmmdnts are
received, send an a-mai( stating such at the end of the comment period.
Notlfy the Board in the event a recipient has not met conditions of the approved grant application.
Ensure that the project is compatible with the approved RSWMD plan on file with ADEO or submit documentation
demonstrating why a deviation is necessary.
Maintain copies of invoices, purchase orders, checks or other supporting documents for grant expenditures at the
regional solid waste district office
Compile annual reports as required.

BACKGROUND:
Each year the Arkansas Department of Environmental Quality collects revenue derived from
landfill fees to issue recycling grants through local Solid Waste Districts to help fund recycling
programs The city has benefited from these grants in the past The Boston Mountain Solid
Waste District is the entity responsible for administering the grant program and compiles the
grant applications and submits them to their Grant Committee for review. The deadline to
submit applications is the end of day on Wednesday July 17th
