HomeMy WebLinkAbout254-24 RESOLUTION Page 1 113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 254-24 File Number: 2024-576 WASHINGTON REGIONAL MEDICAL CENTER (AMENDMENT NO.1): A RESOLUTION TO APPROVE AMENDMENT NO. 1 TO THE COST SHARE AGREEMENT WITH WASHINGTON REGIONAL MEDICAL CENTER IN THE AMOUNT OF $50,000.00 FOR THE FUTRALL RAILROAD CROSSING SIGNALIZATION PROJECT, AND TO APPROVE A BUDGET ADJUSTMENT – 2019 ECONOMIC DEVELOPMENT BOND PROJECT WHEREAS, on December 15, 2020, Ordinance 6393 was adopted authorizing Mayor Jordan to sign an agreement with the Arkansas Missouri Railroad for the construction of a new railroad crossing at North Futrall Drive and North Gregg Avenue but included no funding for signalization or construction; and WHEREAS, on December 5, 2023, the City Council approved Resolution 277-23 committing $730,000.00 to complete the work associated with this crossing; and WHEREAS, on July 16, 2024, the City Council approved Resolution 185-24 approving a cost share agreement with Washington Regional Medical Center; and WHEREAS, as the project has progressed, the final costs have come in $37,278.00 higher than originally estimated. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor Jordan to sign Amendment No. 1 to the cost share agreement with Washington Regional Medical Center in the amount of $50,000.00 for the Futrall Railroad Crossing signalization project. Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of which is attached to this Resolution. Mountain Street Fayetteville, AR 72701 www.fayetteville-ar.gov CITY COUNCIL MEMO 2024-576 MEETING OF OCTOBER 15, 2024 TO: Mayor Jordan and City Council THRU: Susan Norton, Chief of Staff FROM: Devin Howland, Director of Economic Vitality SUBJECT: Washington Regional Cost Share Agreement Amendment RECOMMENDATION: Staff is recommending approval of a Resolution amending the City’s cost share agreement with Washington Regional Medical Center to include an additional $50,000 of Economic Development Bond Funds for the Futrall Railroad Crossing signalization project and to approve a budget adjustment. BACKGROUND: On December 5, 2023 the Fayetteville City Council approved a resolution committing $730,000 to complete work associated with the Futrall railroad crossing, a project attached to Washington Regional Medical Center’s future expansion. A cost share agreement was approved by Fayetteville City Council on July 16, 2024 with the passage of Resolution 185-24. DISCUSSION: As the Futrall drive railroad crossing project has progressed, the final approved construction costs and construction administration have come in $37,278 more than originally estimated ($21,778 increase in construction costs and $15,500 for construction administration). To cover these expenses and ensure the project is healthy in the event of additional change orders, staff is seeking approval of an additional $50,000 in economic development bond funds for the project. BUDGET/STAFF IMPACT: $50,000 of 2019 Economic Development Bond funds will be used for this project.
