Page 1 CITY OF CITY COUNCIL MEMO FAYETTEVILLE ARKANSAS 2024-425 MEETING OF SEPTEMBER 3, 2024 TO: Mayor Jordan and City Council THRU: Terry Gulley, Asst Public Works Director - Ops FROM: Ross Jackson, Jr., Fleet Operations Superintendent SUBJECT: RIVER CITY HYDRAULICS (PURCHASE AGREEMENT) RECOMMENDATION: A RESOLUTION TO APPROVE THE PURCHASE OF A TYMCO MODEL 600 STREET SWEEPER FROM RIVER CITY HYDRAULICS IN THE AMOUNT OF $365,665.00, PURSUANT TO SOURCEWELL COOPERATIVE PURCHASING CONTRACT (111522-TYM) AND TO APPROVE A BUDGET ADJUSTMENT. BACKGROUND: Unit 9252 (TRAN_F048) has had ongoing maintenance and reliability issues. This unit currently has a Faster score of 11.7 points, but its replacement will be a year out due to ongoing supply chain issues. A new unit will be purchased in its place. Fleet Operations forecasts that upon the new units arrival, unit 9252 will be at and past replacement by points. DISCUSSION: Despite ongoing repairs, the unit does not perform well and has proven to be unreliable for front line use in milling and paving operations or general city wide sweeping operations. A new unit will be purchased that has been tested in the City during milling and paving and city sweeping operations and performs the mission of Transportation. The only reason FASTER points are low is due to having low miles. Throughout its life, from in- service date till current, according to our data, the current unit has only provided 66% availability. Fleet and industry goals should be closer to 95% for the majority of assets month over month based on normal scheduled working hours of the Transportation Division. BUDGET/STAFF IMPACT: This unit is not a FY24 budgeted replacement but is required for front line service for the Transportation Division. Therefore, a budget adjustment will be made from the Fleet fund balance to purchase this unit. Fleet will move this FY25 purchase to 2024 budget and the purchase will be made in FY25 due to a 1-year manufacturing timeline. The difference in collections will be made up with the surplus of the old unit. This unit was unanimously approved at the August 13th Equipment Committee.
