Meeting Minutes
Call to Order and Roll Call (6:00)
• The meeting was called to order by Chloe Bell.
• Roll call was taken. Amanda Reyer was absent.
Approval of Meeting Agenda (6:17)
• Motion to approve agenda by Chloe Bell, approved
Approval of the April 17 Minutes (6:17)
• The June 12 minutes were reviewed and approved.
Work Plan Report—Joanna Bell (6:18)
• Joanna Bell updated the Council on Weekend Starts with Shelby Fleming and Dekarius
Dawson set for 7/19. The attendance remains consistent as summer progresses. The
Weekend Starts program plans to move to the Upper Ramble next season upon its
completion.
• Joanna Bell updated the council that the utility box call will be ready at the end of the
month. The call for downtown photos will go out at the end of August.
• The YRCC community muralist has worked with the students and is scheduling a paint day
(tentatively August 3rd).
• The gulley park art market has seen 75 local vendors.
• The council discussed the success and potential for more art markets with the
activation site at the upper ramble. The potential for future markets at gulley and
a kid art market.
Arts and Culture plan update—Joanna Bell (6:20)
• The Creative Convergence meeting was discussed by the council as a positive
experience. The information taken will go into writing the plan and recommendations by Jill
Stillwell and Kendall Peterson which will be written up in the fall.
Proposal Reviews/Discussion: (6:27)
• Joanna Bell proposed to the council that the Poplar Street Pumphouse community art
wall is entering month 8 of 12 and the council must reach a recommendation to send to
City Council regarding the future and a recommendation for the handling of violation
against the rules posted.
• Joanna Bell updated the council on city attorney’s recommendation for rule
amendments opting to add the city reserves the right to paint over at any time
and artists painting on the wall waive their right to the Visual Rights act. The
amendment would be included in a “Keep it Creative” rule addition.
• The council discussed the outcomes keeping the wall and options of
responsibility for cases of rule violation.
• A motion by Emily Miller to keep Poplar community art wall in permanent fashion.
• Chloe Bell 2nd- motion approved by council unanimously.
• A motion by Emily Miller to change Poplar community art wall rule sign to include:
• “keep it kind” to replace “keep it positive”
• “Keep it creative: Focus on artistic/artful expression that enhances community
pride. Maintain a welcoming space for everyone” with text per City Attorney’s
recommendation reading “Terms of Use: “These walls are public property of the
City of Fayetteville. The City maintains the right to paint over artwork, restrict or
prevent painting, or remove the walls at any time for any reason. By choosing to
paint on this wall, you are hereby waiving any right or expectation
• Motion 2nd by Abby Hill- approved unanimously by council.
• Motion by Jessica Debari that the intention of arts council with respect to poplar
community art wall is that adherence of rules will be in the hands of the community.
• 2nd by Emily Miller- approved by council unanimously.
• Notes from the Field/Opportunities/Current Calls for Artists (7:38)
• Joanna Bell informed that the roster for artist in city sponsored events is open.
• NWA Center for Sexual Assault open call for survivor’s art to be at a gallery.
• Jessica Debari informed of art crawl happening on September 21 from 2pm-7pm will
commence with buses touring participating galleries.
• Other Business and Public Comment
• There were no attendees for public comment. The meeting was adjourned by Chloe
Bell at 7:42
