Dear City Council: We are writing to express our strong opposition to the proposed rezoning request at 3179 N. Old Wire Rd. (RZN–2024–0029) from RA (1 unit per 2 acres) to RSF-8 (8 units per acre). We reside at 3284 N. Rom Orchard Rd., a 10 acre property at the intersection of Old Wire Rd. and Rom Orchard Rd. approximately ¼ mile east of the subject property with approximately 900 feet of frontage on Old Wire Road. We oppose this rezoning for the for the following reasons. 1. High Density Precedent: Granting this request will set a precedent for many more high density requests which will undoubtedly come as a result of construction of the new junior high school near the intersection of East Joyce Blvd. and Crossover Rd. Attached is a satellite map which shows the location of the new Woodland Jr. High School approximately 4000 feet due north of the subject property. In the past, Request to rezone to RSF-4 in this area have been denied. Please take a longer view of how this area will be developed. 2. Incompatible with Surrounding Uses: The requested rezoning is incompatible with surrounding land uses. On the Future Land Use Map, this area is erroneously identified as a Residential Neighborhood 1 Area which would allow "a wide variety of housing types of appropriate scale and context: single-family, duplexes, rowhouses, multifamily and accessory dwelling units. Residential Neighborhood encourages highly connected, compact blocks with gridded street patterns and reduced building setbacks.” See City Plan 2040 pg 128. As the area actually exists today it is a prime example of a Rural Residential Area which is defined in City Plan 2040, p.g 127, as "areas that recognize existing large lot development but are identified to encourage the conservation and preservation of woodlands, grasslands,, or agricultural lands that are sparsely settled.” We and other neighborhood residents purchased property in this area specifically for the larger lots, and quieter, peaceful, country like setting. The area is also home to much wildlife already displaced by the current developments, including multiple deer herds, foxes, coyotes, and other animals, including an occasional Bald Eagle. 3. Inadequate Infrastructure: The utility and road infrastructure in the area is inadequate to support this high density development and the others to follow. Over the last few years, we have experienced multiple water outages and conservation orders. The roads are narrow and curvy and are likely to experience an exponential traffic increase upon completion of the new junior high school and other nearby developments. Traffic already backs up terribly on both Skillern and Old Wire at the intersection of Crossover and Skillern and at the intersection of East Joyce and Crossover. This traffic stems from not only our local neighborhoods, but also from people who live east of the Mission and Crossover Rd intersection, who cut through Oakland Zion Rd to Skillern and Bridgewater. The proposed new development will connect directly to E. Glory Drive which will become the primary exit onto Crossover Rd. for the new development as well as for many other residents in the area and to the east. Unfortunately E. Glory Drive passes through the Ciel Senior Living Facility. 4. Public Safety: There is a substantial volume of bicycle and jogger/walker traffic on Old Wire Road in this area. These people will be endangered by the additional traffic. The curves on Old Wire in this area are dangerous, especially the curve at the intersection of Old Wire and Rom Orchard Rd. where our property begins. Several automobiles and motorcycles have run of this curve and through our fence resulting in one fatality, at least one serious injury, and one vehicle that flipped and ignited.
