Mountain Street Fayetteville, AR 72701 www.fayetteville-ar.gov CITY COUNCIL MEMO 2024-327 MEETING OF JULY 16, 2024 TO: Mayor Jordan and City Council THRU: Susan Norton, Chief of Staff Alison Jumper, Director of Parks, Natural Resources and Cultural Affairs FROM: Ted Jack, Park Planning Superintendent SUBJECT: Recognize Park Land Dedication Fees (PLD) RECOMMENDATION: Recommend recognizing $237,052.00 in Park Land Dedication fees (PLD) from the NW Quadrant and $125,733.00 in PLD from the SE Quadrant and approving related budget adjustment. BACKGROUND: Fees received through the park land dedication ordinance are required to be spent in five years for park improvements or land acquisition in the quadrant where they were generated. Due to the inconsistency of timing and amount of funds received through the ordinance, fees are often used to supplement existing projects as they may not be significant enough to create a project of their own. DISCUSSION: Improvement projects are ongoing at Underwood and Bryce Davis Parks in the northwest quadrant and YRCC/Buddy Hayes in the southeast quadrant. These fees will be used to support the planning, design or construction of these projects. The Parks, Natural Resources and Cultural Affairs Advisory Board recommended recognizing these PLD funds at their June 3, 2024, meeting. Dedicating fees to these ongoing projects will ensure that spending meets the time requirements. BUDGET/STAFF IMPACT: This will allocate PLD funds of $125,733.00 to YRCC/Buddy Hayes projects, $100,000.00 to Bryce Davis, and $137,052.00 to Underwood Park.
