Adjourn April 30th, 2024 Fayetteville Transportation Committee Drake Street Trail Connections: RECOMMENDATION: Staff requests review of the concepts for the Drake Street Trail Connections. BACKGROUND: The Drake Street Trail Connection project will reallocate excess space in the 4-lane section of Drake Street and install a two-way protected trail from College Ave. west to the end of the street where a trail will be constructed to extend to Gordon Long Park and connect to the Razorback Regional Greenway. The total length of the project will total 4,376 linear feet of trail. The section of Drake Street from College Ave. to Quail Creek Dr. was constructed as a four- lane minor arterial roadway in the 1990’s with the Links Apartments. At the west end of the street there is currently a dead end and there are no feasible plans to extend Drake Street in the future. This existing right of way is available for a trail connection extending to Gordon Long Park. Drake Street has a very low traffic volume (1,800 Average Daily Trips) because it is not a through street, but it encourages short bursts of high-speed travel due to the very wide street cross section and large turning radii. In June of 2023, a letter was sent to all property owners that are adjacent to the proposed trail and a survey was provided on speak up Fayetteville with 236 participants. 90% of the respondents expressed support for the project. A public meeting will also be scheduled soon as part of the required environmental review process. In August of 2023, the City of Fayetteville was awarded $500,000 in federal-aid funds through the Northwest Arkansas Regional Planning Commission Transportation Alternatives Program for construction of the Drake Street Trail Connection. The estimated project cost is $1,600,000 and additional construction funding is being sought through the 2024 federal-aid funding cycle. In November of 2023, Resolution 236-23 approved an engineering services contract with Crafton, Tull & Associates for the design services of the Drake Street Trail Connection. The design is currently at 30% design level. On April 4th, 2024 the Active Transportation Advisory Committee (ATAC) unanimously supported the Drake Street Trail connection project and recommended the concept with parallel parking along the south side of Drake Street and forwarded a recommendation of approval to the Transportation Committee. 2 DISCUSSION: The concept for the project will reduce Drake Street from four lanes to two lanes and include a 9-foot-wide by 3,204 Linear foot long cycle track with a 2-foot-wide concrete curb median buffer. The conversion of the northern most traffic lane to a cycle track will reduce the street cross section to 2 through lanes with either a continuous turn lane in the center or parallel parking on the south side. The two cross-section options that are being considered have been solicited for public input with similar support for both opinions and business owners expressed more support for parking. Planning staff recommend the parallel parking for redevelopment potential and compatibility with current RMF-24 zoning (see attached planning commission report). On-street parking is more consistent with Drake Street’s Master Street Plan designation as a Neighborhood Link Street. The parallel parking also increases safety by providing a buffer for the south back of curb sidewalk. The center turn lane would push the east bound traffic over alongside the sidewalk. Traffic volumes taken recently just east of Villa Blvd. showed Average Daily Traffic (ADT) of 1,800. Crafton Tull found that most state’s department of transportation do not warrant a center turn lane until ADT is much higher, so the continuous center turn lane is not warranted. The trail users will be separated from vehicles by installing a 6-inch-tall by 2-foot-wide concrete median with reflective posts on top as needed to delineate the lanes. Intersections will have reflective crosswalk markings on the pavement and signage for motorists and trail users. Two north-south crosswalks have been added based on public input. One at Villa Blvd. where a 4- way stop is proposed and another at Valencia Ave. and Susan Carol Ln. The trail in the street will transition to a 10-foot-wide trail at the terminus of Drake Street and extend through undeveloped right of way to Gordon Long Park. This trail will be 1,272 feet long and constructed of concrete and include an estimated 40-foot bridge spanning Scull Creek. The section of the Razorback Regional Greenway through Gordon Long Park currently sees an average of 600 users per day. The trail in this location closely follows Scull Creek and the topography of the creek naturally restricts access to the neighborhoods on the east side of the trail. There are 1,958 residential units, 266 businesses and 3,852 employees within ½ mile of this project. There are a significant number of potential trail and parkland users that are currently cut off from these amenities due to challenging topography and poor connectivity. This project will serve people of all demographics, including many who may not have access to a vehicle and depend on other modes of transportation. We expect this connection will become an important active transportation connection with the many employment destinations along College Ave., dense neighborhoods and apartments along Drake Street and the direct connection to the Razorback Regional Greenway. BACKGROUND: Construction of the Mission Blvd. Trail began in the summer of 2023 and construction has been progressing well. In March of 2023, resolution 50-23 awarded bid 23-17 to Sweetser Construction for phase 1 of the storm drainage from Old Wire Road to North Street. Phase 1 work was completed in February of 2024 and City crews are working diligently to complete the shared use paved trail in phase I. The method of using both contracted work and City crews to complete the project has proven to be efficient in terms of time and cost. This bid award will continue this successful approach into phase 2 for the section from Viewpoint Drive to Old Wire Road. The entire project includes construction of a shared use paved trail along Mission Boulevard (Highway 45) from Viewpoint to Maple Street. This 1.5-mile corridor is planned to include a 12 and 10-foot-wide shared use paved trail with green space separation including trees, lighting, curb and storm drainage with a focus on bike and pedestrian safety. This project is identified as a priority in the Active Transportation Master Plan and as a catalyst project in the Northwest Arkansas Bicycle & Pedestrian Plan. In addition, this project ranks number 6 by the Mobility Plan project prioritization scoring matrix. DISCUSSION: The Mission Blvd. Trail is a large and involved trail project, so we have broken the 1.5 miles into phases for construction. To assist the City crews in the construction of this multifaceted project, we are following the the work associated with the storm sewer installation was publicly bid as 24-28. The Mission Blvd. Trail was designed by Crafton, Tull and Associates, Inc. and the construction will be managed by city staff. Bid #24-28 was opened publicly on March 27th, 2024, with two bidders providing bids. Benchmark Construction of NWA, Inc. being the lowest responsive bidder and the bid tabulation 2 is included. The bid amount is greater than the engineers estimate but within the amount funds certified. The contract time is 120 days for final completion. BUDGET/STAFF IMPACT: Funding for the storm drainage installation in total amount of $989,779.09 with contingency has been allocated from the 2019 trail bond funds and trail CIP.
