The Fourth Judicial District Drug Task Force Control Board may allow a speaker additional time or may allow an unsigned -up person to speak by unanimous consent or majority vote. Those present were: Mike Reynolds, Chief- Fayetteville Police Department Jay Cantrell, Sheriff- Washington County Sheriffs Office Frank Gamble, Chief- Springdale Police Department Jacob Lawson, Sergeant- Fourth Judicial District Drug Task Force Willie Newman, Fiscal Director- Fayetteville Police Department Cara Murdoch, Administrative Assistant - Fourth Judicial District Drug Task Force Derek Hudson, Assistant Chief- Springdale Police Department Brad Renfro, Deputy Chief- Fayetteville Police Department Tion Augustine, Major- Washington County Sheriff's Office Tad Scott, Captain -Fayetteville Police Department Tim Franklin, Lieutenant- Fayetteville Police Department Jeff Taylor, Captain- Springdale Police Department Rick Jensen, Captain- Washington County Sheriff's Office Courtney Cassidy, Deputy Prosecutor- Washington County Prosecutor's Office Guest: Members of the public. Chief Mike Reynolds called the meeting to order. Upon roll call, the above -listed members were acknowledged as present. Copies of the minutes from the January 17, 2024, meeting were distributed to all present. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve the minutes. The motion was approved unanimously. A copy of the financial report for the Grant FY2023-2024 was distributed to all present for review, the period ending January 31, 2024. Willie Newman stated the total expense to date was $444,200.00 which included State Set Aside $56,559.00, State Drug Fund (3'd QTR) $33,085.00, State Drug Fund (2"d QTR) $56,559.00 Local match of the State Set Aside $25,099.00, Local Match of the Drug Fund $16,604.00, and Non -Allowed $256,294.00. Sergeant Jacob Lawson reported on the task force's activity from January 1, 2024, through January 31, 2024, and he distributed a copy of statistics to all present. Lawson stated that in January the task force opened 34 cases, closed 31 cases, and made 16 arrests. Lawson further noted that $4,440.00 was expended for the purchase of evidence and $0.00 for the purchase of information. Lawson stated that drugs seized during the month included: methamphetamine, marijuana, cocaine, psilocybin mushrooms, fentanyl, and pharmaceuticals. Lawson stated that 10 warrants were served. Also noted, were 4 drug convictions for January. The task force seized $3,235.00 in U.S. currency during the month. The locations of DTF Enforcement Action for the month were Fayetteville 20 cases, Springdale 11 cases, West Fork 2 cases, and Prairie Grove 1 case. The drug task force is seeing more THC products transported from states where it is legalized for recreational use, particularly from California and Oklahoma. Sergeant Jacob Lawson reported on the following dispositions. DTF 20-017 (State of Arkansas v Savannah Wilson) was a Drug Task Force arrest in Fayetteville resulting in the seizure of $3,600.00 on January 16, 2020. $720.00 went to the Arkansas State Drug Director's Office and $1,080.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $1,800.00 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 50.0%, Fayetteville 25.0%, WCSO 12.5%, and Rural 12.5%). Notes: On January 16, 2020, detectives with the Drug Task Force contacted Savannah Wilson in Fayetteville, and she was found to be in possession of approximately two ounces of methamphetamine packaged in multiple bags, numerous pharmaceutical pills, and currency. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve the minutes. The motion was approved unanimously. DTF 20-194 (State of Arkansas v Anthony Salas) was a Springdale Police Department arrest resulting in the seizure of $2,200.00 on August 11, 2020. $440.00 went to the Arkansas State Drug Director's Office and $660.00 went to the Washington County Prosecutor's Office Drug Control Fund. It is recommended that 15% of the net total of $1,100.00 go to the Drug Task Force and the remaining balance goes to the Springdale Police Department. Notes: On August 11, 2020, a Springdale Police Department Patrolman arrested Anthony Salas for being in possession of one ounce of methamphetamine packaged in multiple bags and the currency. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve the minutes. The motion was approved unanimously. DTF 20-197 (State of Arkansas v Cleveland Campbell) was a Drug Task Force arrest in Springdale resulting in the seizure of $11,737.00 on August 19, 2020. $2,347.40 went to the Arkansas State Drug Director's Office and $3,521.10 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $5,868.50 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 50.0%, Fayetteville 25.0%, WCSO 12.5%, and Rural 12.5%). Notes: On August 19, 2020, detectives with the Drug Task Force arrested Cleveland Campbell in Springdale after finding him in possession of over one-half pound of methamphetamine, cocaine, pharmaceutical pills, three firearms, and currency. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve the minutes. The motion was approved unanimously. DTF 23-236 (State of Arkansas v Nathan Weinstock) was a Drug Task Force arrest in Fayetteville resulting in the seizure of $1,325.00 on September 5, 2023. $397.50 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $927.50 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On September 5, 2023, detectives with the Drug Task Force arrested Nathan Weinstock for being in possession of one ounce of methamphetamine, fentanyl pills, heroin, pharmaceutical pills, drug paraphernalia indicative of the sale of controlled substances, and currency. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve the minutes. The motion was approved unanimously. DTF 23-246 (State of Arkansas v Emanuel Franco-Calixto) was a Drug Task Force arrest in Springdale resulting in the seizure of $13,036.00 on September 20, 2023. $3,910.80 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $9,125.20 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On September 20, 2023, detectives with the Drug Task Force executed multiple search warrants in Springdale targeting a drug trafficking operation led by Emanuel Franco-Calixto. The currency was recovered from the residence of Franco-Calixto. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve the minutes. The motion was approved unanimously. DTF 23-246 (State of Arkansas v Angel Orengo-Roman) was a Drug Task Force arrest in Springdale resulting in the seizure of $3,105.00 on September 20, 2023. $103.80 went to the Arkansas State Drug Director's Office and $931.50 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $2,069.70 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On September 20, 2023, detectives with the Drug Task Force executed multiple search warrants in Springdale targeting a drug trafficking operation in which Angel Orengo-Roman was a member. Fentanyl pills, marijuana, drug paraphernalia indicative of the sale of controlled substances, four firearms, and the currency was recovered from the residence of Orengo-Roman. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve the minutes. The motion was approved unanimously. DTF 23-257 (State of Arkansas v Darrell Landelius) was a Drug Task Force arrest in Fayetteville resulting in the seizure of $1,554.00 on September 26, 2023. $466.20 went to the Washington County Prosecutor's Office Drug Control Fund. It is recommended that 15% of the net total of $1,087.80 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On September 26, 2023, detectives with the Drug Task Force arrested Darrell Landelius for being in possession of approximately three ounces of methamphetamine, pharmaceutical pills, marijuana, drug paraphernalia indicative of the sale of controlled substances, and currency. Chief Chris Workman made a motion, seconded by Chief Frank Gamble, to approve the minutes. The motion was approved unanimously. DTF 23-049 (State of Arkansas v Karen Goodman) was a Drug Task Force arrest in Washington County resulting in the seizure of $1,499.00 on October 2, 2023. $449.70 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $1,049.30 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On October 2, 2023, detectives with the Drug Task Force arrested Karen Goodman for being in possession of approximately one -quarter pound of methamphetamine packaged in multiple bags, drug paraphernalia indicative of the sale of controlled substances, and currency. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve the minutes. The motion was approved unanimously. DTF 23-278 (State of Arkansas v Jaylin Williams) was a Drug Task Force arrest in Fayetteville resulting in the seizure of $4,745.00 on October 19, 2023. $949.00 went to the Arkansas State Drug Director's Office and $1,423.50 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $2,372.50 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On October 19, 2023, detectives with the Drug Task Force arrested Jaylin Williams for being in possession of 503 fentanyl pills, cocaine, marijuana, a fully automatic pistol, and currency. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve the minutes. The motion was approved unanimously. DTF 23-295 (State of Arkansas v Brenda McMillan) was a Tontitown Police Department arrest resulting in the seizure of $1,507.00 on November 9, 2023. $301.40 went to the Arkansas State Drug Director's Office and $452.10 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $753.50 go to the Drug Task Force and the remaining balance go to the Tontitown Police Department. Notes: On November 9, 2023, a Tontitown Police Department Patrolman arrested Brenda McMillan for being in possession of methamphetamine and currency. Chief Frank Gamble made a motion, seconded by Chief Chris Workman, to approve the minutes. The motion was approved unanimously. OTHER BUSINESS - Annual billing for the rural officer has been sent out to the participating rural agencies. Fayetteville City Council approved the purchase of the TruNarc equipment. PUBLIC COMMENT Sarah Moore: - Asked the reason as to why we are seeing dispositions from 2020 forfeiture cases. - Asked that a demographic breakdown of those being arrested by the task force be included in the task force report. - Would like a report from the Washington County Prosecutor's Office providing dispositions of drug cases. Chief Mike Reynolds requested a date and time for the next meeting. The next meeting will be on March 27, 2024, at 1:30 P.M., Fayetteville Police Department, 1800 N. Stephen Carr Memorial Blvd. Fayetteville, AR., Arkansas. The meeting was adjourned with a motion made by Chief Frank Gamble, seconded by Sheriff Jay Cantrell.
