The Fourth Judicial District Drug Task Force Control Board may allow a speaker additional time or may allow an unsigned -up person to speak by unanimous consent or majority vote. Those present were: Mike Reynolds, Chief- Fayetteville Police Department Jay Cantrell, Sheriff- Washington County Sheriff's Office Frank Gamble, Chief- Springdale Police Department Jacob Lawson, Sergeant- Fayetteville Police Department Willie Newman, Fiscal Director- Fayetteville Police Department Cara Murdoch, Administrative Assistant - Fourth Judicial District Drug Task Force Derek Hudson, Assistant Chief- Springdale Police Department Brad Renfro, Captain- Fayetteville Police Department Tim Franklin, Lieutenant- Fayetteville Police Department Jeff Taylor, Captain -Springdale Police Department Courtney Cassidy, Deputy Prosecutor- Washington County Prosecutor's Office Sam Martin, Law Enforcement Legal Advisor- Washington County Sheriffs Office Guest: Members of the public Chief Mike Reynolds called the meeting to order. Upon roll call, the above -listed members were acknowledged as present. Copies of the minutes from the December 20, 2023, meeting were distributed to all present. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve the minutes. The motion was approved unanimously. A copy of the financial report for the Grant FY2023-2024 was distributed to all present for review, the period ending November 30, 2023. Willie Newman stated the total expense to date was $391,114.00 which included State Set Aside $56,559.00, State Drug Fund $56,559.00, Local match of the State Set Aside $25,099.00, Local Match of the Drug Fund $12,849 .00, and Non -Allowed $240,048.00. Sergeant Jacob Lawson reported on the task force's activity from December 1, 2023, through December 31, 2023, and he distributed a copy of statistics to all present. Lawson stated that in December the task force opened 34 cases, closed 33 cases, and made 14 arrests. Lawson further noted that $1,870.00 was expended for the purchase of evidence and $100.00 for the purchase of information. Lawson stated that drugs seized during the month included: methamphetamine, marijuana, cocaine, psilocybin mushrooms, heroin, fentanyl, and pharmaceuticals. Lawson stated that 9 warrants were served. Also noted, were 7 drug convictions for December. The task force seized $45,488.00 in U.S. currency during the month. The locations of DTF Enforcement Action for the month were Fayetteville 19 cases, Springdale 6 cases, Lincoln 1 case, Washington County 2 cases, West Fork 3 cases, and Farmington 3 cases. The drug task force is seeing more THC products transported from states where it is legalized for recreational use, particularly from California and Oklahoma. Sergeant Jacob Lawson reported on the following dispositions. DTF 20-121 (State of Arkansas v Alexander Perez) was a Drug Task Force arrest in Springdale resulting in the seizure of $8,400.00 on May 28, 2020. $1,680.00 went to the Arkansas State Drug Director's Office and $2,520.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $4,200.00 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 50.0%, Fayetteville 25.0%, WCSO 12.5%, and Rural 12.5%). Notes: On May 28, 2020, detectives with the Drug Task Force arrested Alexander Perez for being in possession of methamphetamine, a firearm, and currency in Springdale. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve the minutes. The motion was approved unanimously. DTF 22-201 (State of Arkansas v Shannon Murray) was a Fayetteville Police Department arrest resulting in the seizure of $865.00 on July 25, 2022. $173.00 went to the Arkansas State Drug Director's Office and $259.50 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $432.50 go to the Drug Task Force and the remaining balance go to the Fayetteville Police Department. Notes: On July 25, 2022, a Fayetteville Police Department Patrolman arrested Shannon Murray for being in possession of one ounce of methamphetamine and the currency. Murray was the subject of a Drug Task Force investigation, and he was arrested for Delivery of a Controlled Substance -Schedule II (Methamphetamine) at this time, as well. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve the minutes. The motion was approved unanimously. DTF 23-134 (State of Arkansas v Ronald Moorehead) was a Drug Task Force arrest in Fayetteville resulting in the seizure of $1,219.00 on May 13, 2023. $243.80 went to the Arkansas State Drug Director's Office and $365.70 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $609.50 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On May 13, 2023, detectives with the Drug Task Force arrested Ronald Moorehead in Fayetteville after finding him in possession of over one pound of methamphetamine, 814 fraudulent pills containing fentanyl, cocaine, marijuana, THC products, and the currency. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve the minutes. The motion was approved unanimously. DTF 23-184 (State of Arkansas v Kayden Williamson) was a Fayetteville Police Department arrest resulting in the seizure of $800.00 on July 15, 2023. $160.00 went to the Arkansas State Drug Director's Office and $240.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $400.00 go to the Drug Task Force and the remaining balance go to the Fayetteville Police Department. Notes: On July 15, 2023, a Fayetteville Police Department Patrolman arrested Kayden Williamson for being in possession of psilocybin mushrooms, over one pound of marijuana and the currency. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve the minutes. The motion was approved unanimously. DTF 23-245 (State of Arkansas v Vernell Racy) was a Drug Task Force arrest in Fayetteville resulting in the seizure of $1,680.00 on September 21, 2023. $336.00 went to the Arkansas State Drug Director's Office and $504.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $840.00 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On September 21, 2023, detectives with the Drug Task Force executed a search warrant at the residence of Vernell Racy after purchasing methamphetamine from him during controlled buy operations. A search of the residence revealed methamphetamine, fraudulent pills containing fentanyl, psilocybin mushrooms edibles, pharmaceutical pills, a firearm, and currency. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve the minutes. The motion was approved unanimously. DTF 23-263 (State of Arkansas v Anna Escutia and William Morales) was a Drug Task Force arrest in Springdale resulting in the seizure of $935.00 on October 3, 2023. $187.00 went to the Arkansas State Drug Director's Office and $280.50 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $467.50 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On October 3, 2023, detectives with the Drug Task Force arrested Anna Escutia and William Morales for being in possession of approximately one -quarter pound of methamphetamine, a firearm, and currency. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve the minutes. The motion was approved unanimously. DTF 23-270 (State of Arkansas v Javier Colon -Rivera) was a Lincoln Police Department arrest resulting in the seizure of $2,666.00 on October 12, 2023. $533.20 went to the Arkansas State Drug Director's Office and $799.80 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $1,333.00 go to the Drug Task Force and the remaining balance goes to the Lincoln Police Department. Notes: On October 12, 2023, a Lincoln Police Department Patrolman arrested Javier Colon -Rivera for being in possession of 4,369 fraudulent pills containing fentanyl, two ounces of methamphetamine, a firearm, and currency. Sheriff Jay Cantrell made a motion, seconded by Chief Frank Gamble, to approve the minutes. The motion was approved unanimously. DTF 23-270 (State of Arkansas v Javier Colon -Rivera) was a Drug Task Force follow-up investigation based on information obtained from the Lincoln Police Department resulting in the seizure of $3,100.00 on October 12, 2023. $620.00 went to the Arkansas State Drug Director's Office and $930.00 went to the Washington County Prosecutor's Office Drug Control Fund. It was recommended that 15% of the net total of $1,550.00 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 37.5%, Fayetteville 37.5%, WCSO 12.5%, and Rural 12.5%). Notes: On October 12, 2023, a search warrant was obtained for the residence of Javier Colon -Rivera in Fayetteville. A search of the residence revealed three firearms, and drug paraphernalia indicative of the sale of controlled substances and the currency. Chief Frank Gamble made a motion, seconded by Sheriff Jay Cantrell, to approve the minutes. The motion was approved unanimously. OTHER BUSINESS No other business was brought before the board. PUBLIC COMMENT Sarah Moore: - Addressed issues with access to the meetings when they are held at the Springdale Police Department. - Asked that a demographic breakdown of those being arrested by the task force be included in the task force report. - Would like a report from the Washington County Prosecutor's Office providing dispositions of drug cases. Chief Mike Reynolds requested a date and time for the next meeting. The next meeting will be on February 21, 2024, at 1:30 P.M., Springdale Police Department, 201 North Spring Street, Springdale, Arkansas.
